An insightful article from sustainability strategist, Sarah Daley, exploring how registered providers and local authorities can partner to unlock the potential of local development. Daley points to the issue of private developers and house builders competitively driving up land prices with competitive bidding when local authorities have land for disposal. Local authorities are compelled to accept the best price for land, to 'offset the ongoing impacts of austerity/debt,' explains Daley. But, 'Councils’ land belongs to their communities and should be used for local good,' argues Daley, encouraging a partnership between councils and registered providers to generate truly affordable homes. Daley points to a number of policies that could be used to increase the production of social housing, such as a 'presumption in favour of social housing' that could allow local authorities to prioritise an agreed percentage of their developable land for permanent social housing. Based on the new guidance from Welsh Government in 2022, local authorities were faced with the challenge of producing a Local Housing Market Assessment (LHMA) by the end of March 2024. From conversations we have had, we know that deadline has been difficult to meet for a number of reasons. The Partnership recently submitted our response to the Government’s proposed updates to the National Planning Policy Framework (NPPF). We welcome this ambitious step toward sustainable development, housing growth, and economic expansion. Our official consultation response highlights the Partnership’s support for the introduction of mandatory housing targets, streamlined planning processes, the prioritisation of brownfield development and strategic land use, including sensible greenfield development. Thurrock faces a critical affordable housing shortage, with hundreds desperately waiting and homelessness rising. Sensible greenfield development is key in addressing Thurrock’s pressing housing needs and for stimulating local economic growth. While we welcome the progress, we continue to call on the Government to clearly articulate the linkage between housebuilding and the strategic potential for economic growth and infrastructure investment. This vision should clearly demonstrate how increased housing translates into job creation, improved connectivity, and enhanced quality of life for residents, supporting local economies and boosting regional prosperity. As we continue to make progress, the Partnership will continue to work together to help contribute to increasing affordable housing, which goes hand-in-hand with supporting economic growth, and the government’s proposed housing targets. #UKhousing is in a state of crisis, but it doesn’t need to be. 🗣️#8 of our 10-point plan call to action is to accelerate a fair & equitable transition to net zero homes & buildings which contribute 20% of UK carbon emissions. The Committee on Climate Change estimates £250b is needed to fully decarbonise homes by 2050.
