Aug Edition -The Next G Alliance (NGA) Spectrum Working Group is working toward influencing spectrum access, management, and policy recommendations at this pivotal moment in time. The Working Group’s #6G #Spectrum Considerations and Spectrum Needs for 6G publications aim to establish global consensus on 6G spectrum needs from the North American perspective. The NGA has identified key priorities of relevance to spectrum including identifying spectrum suitable for 6G services and estimating the required amount of spectrum per application based on a data rate-based methodology. In today's PolicyTracker story, Adrian Scrase of GSA (Global mobile Suppliers Association) shares his insights into 3GPP Release 19. He says Release 19 has two main themes. "One is that it will continue to further evolve the portfolio of capabilities and functionalities of 5G. The other theme is that it will pave the way for the next generation." Fixed Wireless Access (FWA) will play a big role in the next releases. "FWA appeared in the later stages of the development of the 5G standard," Scrase said. "At the time, I think there was a little bit of scepticism about why we were doing that. But history has shown that actually, FWA has been hugely attractive, because it helps to improve coverage in areas where broadband access may not be otherwise viable." Another key aspect of Release 19 will be indoor connectivity and a closer alliance with WiFi. "Mobile systems are particularly designed to provide great outdoor coverage, and they do that rather well, but they're not very good when it comes to building penetration," said Scrase. LATEST: TM Forum Autonomous Networks Level 4 Industry Blueprint 🟥 Autonomous networks (ANs) represent a transformative shift for communications service providers (#CSPs), enabling them to operate more efficiently, deliver better customer experience & innovate rapidly. TM Forum is at the forefront of industry-wide collaboration to drive the deployment and evolution of AN technology, processes & business models. 🟥 During the past year, CSPs have taken significant steps forward in laying the foundation for autonomous networks by upgrading ICT infrastructure including wireless & fiber-optic networks. Some mobile operators are beginning to roll out 3GPP’s 5G-Advanced standards, while optical backbone networks are entering the 400-Gbps era, enabling ubiquitous, high-quality 10-Gbps access for end users. 🟥 At the same time, AI technology is evolving rapidly, with CSPs beginning to use GenAI and launch projects to develop telecom-specific language models. Telco operations are evolving, too, as operators adopt platform business models such as network-as-a-service (NaaS) to abstract the complexity of the underlying network using APIs such as the TM Forum Open APIs. 🟥 Ultimately, CSPs need to be able to scale orchestration of zero-touch, zero-wait & zero-trouble services end to end across network domains (for example, radio access, fixed access, core, IP, optical transport, data center/cloud networks). This requires automation of the entire service lifecycle, from ordering to fulfillment, activation, orchestration, management, assurance, optimization, billing. 🟥 Telcos have been working on this kind of automation for years & have made progress. In fact, TM Forum’s Open API program resulted from these efforts. But end-to-end automation has remained elusive because of interoperability issues, architectural fragmentation, heavy customization. TM Forum’s Autonomous Networks Project aims to change this. 🟥The project was formed in 2019 to define what it means for networks to be “autonomous”, to explain how to get there. Unlike automation, which relies on predefined rules, autonomy involves intelligent systems making independent decisions. Transitioning from automation to autonomy is a significant business & technology challenge, requiring straightforward implementation & integration patterns. 🟥TMForum goal is to build consensus around how to evaluate, design, implement and manage autonomous networks. 🟥GETTING TO LEVEL 4 - A key element of TM Forum’s AN work that is gaining traction across the industry is a six-level taxonomy CSPs can use to measure their progress implementing autonomous networks. I am delighted to announce that the 2024 Fiber Development Index Analysis report will be published by the World Broadband Association. With 1Gbps broadband services gaining popularity in developed broadband markets, premium tiers are already shifting toward multi-gig and 10Gbps offerings. Such services today are focused on high-end users. However, in the future, they are expected to support bandwidth-hungry applications, such as cloud storage, extended reality (XR), and other cloud and AI-based applications. To ensure a true ‘gigabit experience’, operators are investing in next-generation fiber networks and advanced home networking technology. While the first digital divide was about basic connectivity therefore, the second digital divide is about access to high-quality fixed-broadband connectivity - and this divide is growing, not shrinking. To help countries assess their current level of development, Omdia created the Fiber Development Index (FDI) to track and benchmark fibre network development across nine fiber broadband metrics in 93 countries and territories. With its unique approach, the FDI is a vital tool for understanding global fibre development trends. Nokia has recently announced that it will offer a solution that integrates #FTTH and #MoCA Access 2.5 broadband seamlessly to serve #MDUs swiftly and efficiently with fast connectivity where fiber installations are not feasible.   Adding #InCoax’s MoCA Access 2.5 technology enables #ISPs and #MSOs to deliver multi-gigabit services over the existing #coaxial cable in MDU buildings without creating a separate network for its existing FTTH deployments. This comprehensive roadmap aims to enhance energy-saving methods for #MNOs & the wider industry. 🧊This latest NGMN publication outlines 16 different #energysaving techniques & intelligent solutions that are currently used or under development in the industry. I've written a report on the differences and synergies between 5G Network APIs and #CPaaS, on behalf of a new client, Shabodi. The theme is "Co-existence not Convergence". The download link is in the comments. The two worlds coexist, but there is limited overlap. Both sets of APIs are valuable for CSPs and other providers. But I think that with some exceptions, they are suitable for *different* groups of developers, in different situations. (Note: I'm one of few analysts who has covered both wireless networks and CPaaS). Several previous posts covered the evolution of Network APIs, especially for #5G networks. I've been watching ongoing work relating to #CAMARA and #OpenGateway initiatives - my general stance has been that they are "necessary but not sufficient", particularly for public MNO networks. I've also been skeptical of some of the quantitative forecasting of revenues, especially for quality-on-demand and #networkslicing. A key challenge I've identified is that APIs for quality are only useful in locations with sufficient, reliable network coverage and capacity - and public 5G SA networks are very patchy, especially indoors. It's been noticeable that more discussion has been about using APIs to *create* #Private5G slices from national networks, than using APIs *inside* dedicated P5G networks for industry or other use-cases. I think the latter are more important. IMO that's the immediate opportunity for fine-grained network awareness and control: specific locations where networks have been tightly engineered for relevant applications. Factories, mines, sports venues, ports, hospitals etc. Those are not the places or applications most in need of VoIP calling or SMS messaging APIs. Most CPaaS users and platforms are completely distinct to those for (wireless) network capabilities and awareness. They focus on contact centres, customer experience, messaging, or building voice/video applications with protocols like #WebRTC and SIP. Some CPaaS providers also offer APIs for email and marketing campaign management. At the moment, the main current emphasis from 5G Network API platforms appears to be on aspects such as fraud management, numbering and SIM-swaps, location and so forth. These are more plausibly "CPaaS adjacent" although developers have lots of other choices for those as well. I've long said network-aware applications are more important than application-aware networks. So APIs which give network status data to developers, and also allow them to specify requirements such as necessary latency and bandwidth, are potentially useful - as long as they apply to the right network(s). In summary - while there are some overlaps between CPaaS and Network APIs for abstraction and enablement, they fundamentally have very different characteristics. They may coexist on broader API/XaaS platforms and aggregated marketplaces, but that will be “complementary”, not “converged”. Download the report from the link & let me know what you think.

Thursday School: Spectrum Access : Improved Opportunities and Outcomes? Access to spectrum is the lifeblood of Mobile Networks. There are currently a number of initiatives in the UK and elsewhere aiming to improve access to spectrum for non-MNOs, largely recognising that these mechanisms have positive effects of society. The mechanisms vary, from CBRS, Local Access Licensing, Campus Spectrum, Shared Access (Lightly Licensed) and now new initiatives in Spectrum Sandbox. Looking, for example, at the proliferation and use of Shared Access Spectrum, we can see that the numbers and distribution are broadly good. 890 - mostly outdoors - licenses issued right across the UK. But what are they used for? The major use is different slants of Private Networks. Private Networks add coverage and capacity in unserved and underserved locations. They maybe Neutral Host Networks – deploying publicly accessible spectrum – Host Private Networks – deploying spectrum for exclusive use of the deploying body or landlord – or a Hybrid, deploying spectrum for both. For Neutral Host, integration with MNO systems and processes is needed. Freshwave’s Omni solution announced yesterday is an example of this, as well as Shared Access, Boldyn Networks, Dense Air, Cellnex UK, Wireless Infrastructure Group, NET CS and many others. For Host Private Networks, integration with Enterprise IT systems and processes is needed. Industrial and FWA are 2 examples of this. For Hybrid, it’s clearly both. A campus network could be a great example, opening up Private Land for Public Mobile Access, but also allowing connection and processing of private data, such as sensor data, CCTV cameras (optionally including Video Analytics/Computer vision). Many #LTE networks have been launched using #midband #spectrum, and operators and regulators have come to recognise the value of mid-band spectrum for #5G networks with its combination of #coverage and #capacity. As the rapid commercial introduction of 5G continues and demand for bandwidth continues to rise rapidly in both LTE and 5G networks, telecom regulators around the world are working to free up more spectrum for services. Including those underway, there are 20 spectrum auctions potentially taking place during the remainder of 2024. With many other countries and territories still to set out their 5G licensing strategies, we expect more will follow in 2025. GSA will track and report on progress in future updates of this report.
