It is still unclear what if any changes to the law and regulations will be required. It is an interesting area to look at control by laws versus the benefits of a more liberal approach.

With all due respect to The governing bodies of developed nations - regulations and laws are well intentioned, however without the proper control elements and functions they cannot maintain the insight, gain access to the metrics and telemetry needed to hold AI companies accountable. There are 4 core things needed to give AI regulations teeth - (1) agency over data with a denial of access core architecture to thwart data scraping and brokerage, (2) representation for data agents, subject of content/data so they have the ability to negotiate use of their content, (3) transaction management so data agents and owners can actively manage adherence to data terms and conditions, provenance and use by AI companies and hold them financially responsible for breach of contract, (4) sovereignty in digital space to ensure that individual rights can be upheld identically to their rights and privileges in the real world. There are many companies and organizations who are working towards these goals. We need support in order to stand up and provide solutions that allow for control.

News for open source 👀 in the UK and beyond! Hot on the heels of open sourcing the "Inspect" AI evaluation platform, the AI Safety Institute announced £8.5m funding for research and tools to accelerate the development of an ecosystem around AI Safety from the UK. The central role of open source software in the UK's AI Safety strategy was demonstrated when AISI open sourced the testing platform 10 days ago, and today's announcement compliments this with funding to kickstart the UK building skills, tools and an ecosystem in AI safety testing to compliment the platform. Funding is for UK based people and organisations but in the spirit of open source's global collaboration, will support work with international partners. I'm not sure the UK government understands the difference between AI/ML and LLMs - or maybe the BBC just isn't reporting it correctly. AI will be "fed into cameras" to highlight potholes - something we could have been doing with machine learning for years. Using Kyndryl to develop an AI centre of excellence? Not sure on that one either (although this is about building out infrastructure). Yet another contract heading to the mediocre companies of yesteryear. Hopefully this AI growth initiative isn’t just vacuous UK Gov gesture politics given the recent situation with UK debt interest; will there be some substance to this (?)… AI is only ever a potential partial solution to problems and new opportunities, like any other technology, it isn’t the goal in itself to go randomly build AI “stuff”. Suitable application of AI to problems and opportunities is a complex thing to explore, best done with clarity of purpose, a strong business case and software engineering excellence. And no, the AI will not be able to “just” build new or enhance existing solutions itself anytime soon; skilled professionals are very much needed with this highly risky technology. The government's announcement on boosting AI is timely and an area where Embecosm has worked for many years. Best practice in AI is something TechWorks have been addressing for the electronics systems industry under the leadership of my colleague William Jones since early 2023. The overall approach William and his team have developed boils down to 5 questions. 1. Should I use AI? 2. Which sort of AI should I use? 3. How do I collect and prepare my data? 4. How do I train my AI? 5. How to I deploy my AI? Of course there is then a lot of detail in answering these questions fully. In my experience at Embecosm many companies forget questions 1 and 3. The UK Research and Innovation's new policy document on how to use AI tools responsibly is probably much more widely appropriate than the intended research funding application process. Some highlights: - Never input sensitive or personal information (without consent) - Consider the risk of bias - Ensure outputs are not falsified, fabricated, plagiarised, misrepresented I also find the assessor angle on not using AI tools to 'outsource' personal evaluation and judgement very relevant but likely hard to apply in practice in many scenarios.
