I was the digital solution director leading a team of BAs, data analysts, operational, regulatory and IT experts to engage with the client, design and cost a new solution to deliver the services and win the bid. NS&I were looking for a shift to a more flexible, agile, and lower cost delivery model.
I was the digital solution director leading a team of BAs, data analysts, operational, regulatory and IT experts to engage with the client, design and cost a new solution to deliver the services and win the bid. This was a formal competitive procurement process which took c 9months of intensive engagement, dialogue, and presentations.
I selected the right team, appointed service designers and commissioned user insight (customers and NS&I staff) to get a feel for the services and areas of improvement. I led on in depth data analysis to understand the current operating model, cost and quality of operations. I led the design of the dialogue sessions and coordinated the elements of our solution, working across all the SMEs in IT, applications, operations, and finance. I managed the budget for the Capita team to make sure we stayed within bid tolerances. I prepared and took the solution through the Capita approvals process through to the Capita board for approval to submit.
We built strong client relationships at every level from the CEO to the heads of operations. Built strong relationships with the client advisers. Submitted an incredibly high quality bid which got the highest quality marks beating the incumbent provider in all areas. We narrowly missed the bid but learned an enormous amount:
It was a really exciting opportunity requiring the ability to think at the macro level to re-imagine the whole organisation. I led a really good team where everyone played to their strengths and worked well together to create a brilliant solution. The loss was outside of our control and there was nothing we could do about it, other than encourage Capita to do bad business and take on an undeliverable contract. -

I came into the NHS as the Chief Digital Officer of SH ICS – a joint role across health and social care covering a population of over 1m people, 6 trusts, 40,000 staff, 50 GPs, 1 LA and 11 boroughs, 1 ambulance trust and c 1000 care homes across the county. My role was to work across all the providers to develop a common understanding of where we wanted to work together to develop digital solutions across the boundaries of organisations. My first project was to rescue a digital health project they had been trying to implement it for 2 years.
I needed to secure funding to recruit a team, design and deliver a rapid MVP based on new data sharing agreements and new governance; against the backdrop of Covid. I also needed to secure the substantive funding to maintain the platform.
I worked with our IG team to develop an ICS wide data sharing agreement which could be signed up to by all organisations.
- I established the TORS for data and clinical governance for ICS wide committees
- I created a comprehensive project plan across all workstreams (not just technical) to implement the platform
- I secured local, regional, and national funding to develop the initial phase of the project
- I recruited the team (15 FTEs across IT, EA, data, BA, IG, coms, and ops SMEs)
- Created a communication strategy to share progress and get buy in to the solution.
- I worked at a regional level with the wider shared care record programme to ensure that our data flowed into the wider platform.
- I developed and costed the operating model and wrote the business case
Result:
- We launched the platform in 6 months with 95% of all GPs signed up.
- All trusts joined, integrated the shared care record, (including the ambulance service and NHS 111)
- The business case was approved, and contract extensions agreed.
- SH was the first ICS to flow their data into the regional data sharing environment.
- We got incredible feedback
- We saved lives.
