In a concerning development, China has replaced its People's Liberation Army Strategic Support Force (PLASSF) with the Information Support Force (ISF), highlighting the growing importance of information warfare. This shift comes at a time when the U.S. is downsizing its information warfare capabilities. In a 2022 War on the Rocks article, the author points out that China's "intelligentized warfare" concept aims to use AI to manipulate the will of policymakers, military leaders, and citizens. Again, this comes at a time when the U.S. de-emphasizes information power in resourcing and prioritization. I agree with Charlie Stickland - intelligence derived from open source data and information has a value despite its unassured nature. Often it is the fusion of proprietary classified internal data with publically available information which generates the most pertinent insights and foresights. "Domain awareness is an ongoing challenge in countries with large Arctic land masses such as Alaska, where strained connectivity, power access, and extreme weather all hinder unmanned systems. NASA’s drone, Vanilla, flew for six hours in the Arctic totaling over 130 miles. Unique technology such as its internal heating system and anti-icing coating, if adapted to other robotic systems, could help make them more resilient, durable, and interoperable within the Arctic. Additionally, space-based intelligence, surveillance, and reconnaissance (SB-ISR) sensors are critical. However, satellites historically struggle with connectivity, signal fidelity, and resolution quality due to snowfall, cloud coverage, wind, and precipitation. To tackle these, Canada funded the Enhanced Satellite Communication Project – Polar (ESCP-P), which will enable narrowband and wideband satellite communications including beyond line of sight. Polar-orbiting satellites, and the infrastructure to launch them, are also increasingly vital. Russia launched its Arktika-M satellite in December, the second of nine it plans to send into orbit by 2026. The seven NATO countries in the High North will need to expand their own space-based and ground-based communications, such as durable and portable 5G systems and polar-orbit satellites, to provide ubiquitous, rapid data transmission for NATO activity in the High North."

As the nearly new UK government formulate a Strategic Defence Review (probably for publication after new US President takes office), this mini-series looks at contemporary threats to national security and how the UK might mitigate them. In this episode, Professor Paul Cornish talks about why the characterisation of a new 'Cold War' is a poor comparison for today and instead sees similarities in the pre Cold War era. Given that Paul has spent much of his academic life looking at various UK defence and national security reviews since the 1970s, his insights and perspectives are interesting and revealing. How much can we really expect from an SDR? How can the UK Labour government come up with something coherent when they are increasingly hemmed in by a series of obligations, pacts, agreements, and alliances that reduce freedom of manoeuvre? What will be over simplified from the threat matrix, and will the UK continue to acknowledge only threats it can afford? Thanks to Sen Sami and the team at Raytheon UK and RTX for enabling us to make this series. As always, a real pleasure to work with a team who want to make a difference to the conversation about national security in the UK.

I spoke to the Times today about GRU Unit 29155, the threat they represent, and what more the UK needs to do to confront the Russian menace. In it, I questioned the lack of coordination between different government departments to tackle the Russian state threat holistically, and said that HMG was too “responsive and reactive”, that national resilience needed to be strengthened and highlighted the lack of a national plan for the UK’s defence or mobilisation of its people in a war. Not great. Not just a UK problem. There are similar issues across Europe. HD HHI And Palantir Reveal Tenebris Unmanned Surface Vessel  - Naval News Interviews HD HHI and Palantir on their new Tenebris USV concept at the AI Expo for National Competitiveness in Washington, D.C. - Coming in at a length of 17 meters and a weight of 14 tons, the Korean-American USV concept aims to operate in up to sea state six at a speed of 50 knots with an operational range of at least 1000 nautical miles. HD HHI also highlighted the “AI Bridge,” a dome that houses the sensors and software for the operation of Tenebris.  - When asked what makes their joint project different from other USV concepts coming into the market, Palantir highlighted that their software capabilities will give them an edge.  “I think our view is that software is going to be a key aspect of the Navy having an open, interoperable C2 [Command and Control] capability across Tenebris, as well as all the other capabilities that will be acquired through things like Replicator and PRIME. Tracking a serious incident involving the Chinese APT group, Volt Typhoon. They’ve been exploiting a zero-day vulnerability in servers used by ISPs and MSPs, and this isn’t just another breach. We’re talking about state-sponsored actors going after the backbone of our infrastructure—ISPs and MSPs are what keep the lights on in our digital world. This attack shows just how far nation-state actors will go to compromise critical infrastructure. If they can get into the systems that provide our essential services, the damage could be catastrophic. It’s a stark reminder that in cybersecurity, there’s no such thing as “too secure.” For those of us in the field, it’s a clear signal that we can’t afford to be reactive. We’ve got to be proactive, hunting down and addressing vulnerabilities before they’re exploited.
