    On Friday 9th March 2007, after a two-week trial at Snaresbrook Crown Court, Paul Graham MONK aged 46 years, of 7 Nelmes Close, Upminster was convicted of two counts of conspiracy to supply 813 kilos of cannabis (valued at over £1.5 million), and was sentenced to 9 years imprisonment.

    A second man Nicholas Gerard GALLI is due to appear for sentencing at the Crown Court for money laundering offences, which he pleaded guilty to in October 2006.

    On Friday 9th March 2007, after a two-week trial at Snaresbrook Crown Court, Paul Graham MONK aged 46 years, of 7 Nelmes Close, Upminster was convicted of two counts of conspiracy to supply 813 kilos of cannabis (valued at over £1.5 million), and was sentenced to 9 years imprisonment.

    A second man Nicholas Gerard GALLI is due to appear for sentencing at the Crown Court for money laundering offences, which he pleaded guilty to in October 2006.

    The matter had originally been heard in October 2006 but the case had to be abandoned after attempts were made to corrupt the jury.

    Operation Pencader that culminated in the arrests had taken place on 11th April 2005 when officers from Newham Crime Squad raided premises near Thurrock. 338 kilos of cannabis were found concealed within de-humidifier units, valued at over half a million pounds.

    The subsequent 6 month investigation revealed a further seven other importations and substantial cash transactions between Monk, Galli and bogus companies involved in the offences. Officers travelled to Holland and established that an earlier seizure of 475 kilos of cannabis seized by Dutch police in Njimegen was directly linked to Monk.

    The investigation established a sophisticated web of payments for drug shipments and cash laundering from across Europe.

    DCI Dave McKelvey who led the operation said ” This is a fantastic result. Monk is a major player within a very organised East London and Essex criminal network. He and his associates have for years believed they were untouchable”.

    In May 2006 officers from Newham's drug and crime squad led by A/DCI McKelvey conducted a proactive operation within the Borough to dismantle an organised criminal network supplying of large quantities of Class A and B drugs.

    On 12th May 2006, Darren Cole was arrested on the A13, Newham in possession of 20 kgs of Controlled drugs. Cole was subsequently charged and remanded. However some days later Cole was granted bail with a number of conditions.

    On Thursday 25/5/2006 officers from Newham responded to intelligence and mounted a surveillance operation in Woodford, London, E18. A BMW motor vehicle was observed parked in the Tesco car park, the driver of the car was Lucia Karagounis. A short time later a male now known as Desmond Joseph walked up to the car, opened the boot and placed a large bag inside before getting into the passenger seat. The vehicle then drov off onto the A406. The vehicle was stopped by Newham officers and searched together with both parties. The holdall, placed in the boot by Joseph was found to contain £100,000 in cash. In addition Joesph was also found to be in possession of a small quantity of controlled drug. Both Karagounis and Joseph were arrested for money laundering and possession of drugs.

    It quickly became clear through intelligence that the criminal network being targeted by police were becoming unsettled by the loss of both monies and drugs. It appeared that Darren COLE, now on bail was being blamed for these loses. On 25/05/2006 events unfolded that indicated COLE's life was at risk and that a number of his former criminal associates had kidnapped him intending to torture and kill him. A/DCI McKELVEY led a fast time response and identified premises where COLE was held. Intelligence suggested the kidnappers had a firearm and a knife. The suspects were seen and intercepted by McKELVEY and other officers outside the premises. After a struggle a loaded gun and knife were recovered and three men arrested. COLE was freed.

  • Commendation - Arrest and prosecution resulting in the conviction of a man for possession with intent to supply 78 kilos of heroin.

    Newham Crime Squad under the command of A/DCI McKelvey mounted a covert operation leading to the arrest of Helal Miah at 51 Granite Appartments, Stratford, London, E15. At these premises cash totalling approximately £35,000 was recovered in addition to small quantities of heroin and cocaine.

    Newham Crime Squad under the command of A/DCI McKelvey mounted a covert operation leading to the arrest of Helal Miah at 51 Granite Appartments, Stratford, London, E15. At these premises cash totalling approximately £35,000 was recovered in addition to small quantities of heroin and cocaine.

    Another associate was identified and arrested. Ozer Ibrahim provided a home address of 81 Altenburg Gardens, SW11. Officers from Newham Crime Squad attended and searched this address. Throughout the address police recovered large quantities of heroin totalling approximately 65 kilograms.

    During interview Miah indicated he worked for a Turkish male and would deliver packages containing five kilograms of heroin around east London two to three times a week. Ibrahim also stated he worked for a Turkish male, delivery heroin all across London.

    Ibrahim appeared at Snaresbrook Crown Court on and pleaded guilty to the following offences

    Supply of Class ‘A’ drugs, namely heroin to Helal Miah on 04/03/2006.
    Possession with intent to supply Class ‘A’ drugs, namely heroin at Vinegar Street on 04/06/06
    Possession with intent to supply Class ‘A’ drugs, namely heroin at 81 Altonburg Gardens, London, SW11.


    Ibrahim was sentenced to fourteen years imprisonment.

    Miah appeared at Snaresbrook Crown Court on and pleaded guilty to the following offences.

    Possession with intent to supply Class ‘A’ drugs, namely heroin at 13 Stevedore Street, London, E1 on 04/03/06.

    Miah was sentenced to seven years imprisonment.

    This case involves large scale trafficking of heroin on the streets of London with the arrest of Ibrahim and Miah has significantly disrupting organised career criminals. In addition the removal of 78 kilo’s of heroin will have a significant impact on the availability of this drug within the Metropolitan Police District.

    Scace was ex US Special Forces with enhanced battlefield training and anti surveillance experience. The other men were professional criminals. The men when arrested by Mckelvey and his team were minutes from drugging the victim with ketamine and removing him to premises to be tortured and murdered.

    David, as DI in charge of the Enfield Crime Squad, led this test purchase operation in and around the Edmonton area, tackling the street dealers and the middle tier crack cocaine trade. A series of covert test purchases were undertaken from dealers over a 3 month period culminating in an arrest day that resulted in 18 arrests and prosecutions of prolific gang members. All were convicted receiving sentences each of between 5 - 8 years in prison. Operation FRODO ran alongside the responsibility for Street Crime and Burglary investigations, which David and his team also reduced by 30%, achieving an average 30-40% clear up rate.

    The operation resulted in a substantial reduction in violent crime, robberies, burglaries and motor vehicle crime across the area.

    On Friday 11th January 2002, information was received that a suspect, Sandy Dennis was driving around the Edmonton area in possession of a handgun, intending to use it to shoot a male who had recently robbed him.
    A search warrant was obtained and a pro active operation mounted by DI McKelvey and his CID team to find, detain and execute the warrant.
    It was established that Dennis was driving a purple Audi A3 motor vehicle. Observations were kept on his home address awaiting his return. Information was received that the vehicle in question was in Bounces Road N9 and officers made their way to that location. Armed Response Units were requested to conduct the stop but there were no units available to assist.
    A decision was made by DI McKelvey to detain Dennis as he returned to the vehicle to prevent any possible loss or use of the weapon.
    Officers located themselves locally to the vehicle and as Dennis returned to his vehicle he was detained and secured with minimal effort and with no risk taken to either Police or members of the public.
    Hidden under the back seat of the motor vehicle was a handgun (that had been adapted to fire live ammunition) and in the chamber were three (3) live bullets.
    Dennis was arrested and conveyed to Edmonton Police and en route admitted the offence.
    He was later charged with five (5) firearm’s offences and remanded in custody.
    On 12th April 2002, at Wood Green Crown Court Dennis was sentenced to five years imprisonment.
    Judge Lyons commended DI McKelvey and his team.

    DI McKelvey was already pro actively targeting Michael NASH following a series of sex attacks across North London. Upon hearing of the attack on the 12 year old, McKelvey immediately attended NASH’s home address and arrested him. NASH made admissions. He was later interviewed and made no comment.

    NASH was a prolific offender with convictions for child sex offences and rape.

    He fought the case but was convicted by a jury at Wood Green Crown Court. Judge Lyons at Wood Green Crown Court described NASH as a danger to members of the community due to his recorded history of sexual offences against children. He commended DI McKelvey and the investigating team, stating, ‘Michael Nash, was identified, traced and arrested within five hours of committing the second offence. This was only due to the outstanding leadership and detective abilities of DI McKelvey, whose dedication, determination, infectious enthusiasm and exceptional high standards put into the case has resulted in this conviction’.

    This was a serious crime committed by a man of previously good character. He had taught himself how to make explosive devices and had the necessary materials to make additional improvised explosive devices. He had also collected various firearms and had a pump action shotgun and ammunition to hand, in his home address. He is a ‘loner’ who holds certain eccentric views, these were revealed in interview. The investigating officers believe that this individual may have been encouraged to commit similar offences if he had not been caught.

    Mills was arrested by solid detective work, by examination of the scene and talking to witnesses. The leads were identified and followed up. The arresting officers used their social and communication skills in dealing with Mills that led to his confession.

    The officers involved in this investigation dealt with this matter in a dedicated, and professional manner, they are to be commended for their professionalism, diligence and detective ability.

    YOUNG was sentenced to 9 years imprisonment for rape, 6 years imprisonment for indecent assault and 2 years imprisonment for making indecent photographs of a child.

    In sentencing Judge GERBER made the following comments:

    ‘You were in a position of trust as this child’s step-grand father and have caused the child, her family and your family distress. This is a horrifying case and the trauma and distress will undoubtedly be with them for many years. The public and children…


    YOUNG was sentenced to 9 years imprisonment for rape, 6 years imprisonment for indecent assault and 2 years imprisonment for making indecent photographs of a child.

    In sentencing Judge GERBER made the following comments:

    ‘You were in a position of trust as this child’s step-grand father and have caused the child, her family and your family distress. This is a horrifying case and the trauma and distress will undoubtedly be with them for many years. The public and children deserve to be protected from people like you, and the sentence I impose must reflect the level of criminality involved in this matter.’……………….

    ‘I have looked at the photographs, these photographs are shocking and horrifying and the sentence must reflect the criminality involved to protect children from monsters like yourself”.

    This case has set a legal precedent. By proving, by the use of the Polaroid photographs that the rape of this child had occurred without the hymen being broken. This has now been acknowledged by examining Doctor’s and has since been referred to in subsequent cases.

    I would commend both Detective Inspector David McKELVEY and Detective Sergeant GIBBS for their detective ability in securing evidence against (redacted) by their speedy action. Their ability to form a relationship with a man who had committed such horrific offences that in turn enabled them to secure the location of the photographs and admissions clearly shows professionalism and dedication.

    I would ask that both officers be commended for their detective ability, dedication and professionalism in securing a conviction against a paedophile.

    The support offered to the victim and family by the two officers from the Child Protection Team was essential in securing their assistance and helping them to overcome the trauma of the events. I would ask that they be commended for their diligence and professionalism.
