An insightful new analysis by Andrea Cellino on the EU policy of providing unstable countries in North Africa with economic aid in exchange for control of migratory flows. The piece argues that Libyan politicians have an interest in favouring the demands of European governments in exchange for "prestige" and recognition. This strategy, together with the postponement of elections ad infinitum, not only helps Libyan politicians remain in power. 🔥 NEW REPORT🔥 Despite having environmental and social safeguards in place, projects financed by public development banks all too often violate human rights. 🧐 In our new report, we map the human rights policies of four leading public development banks: the EBRD, European Investment Bank (EIB), IFC - International Finance Corporation and Agence Française de Développement. Our conclusion? Although their current social and environmental sustainability frameworks provide a solid basis for exercising human rights due diligence, our analysis reveals significant shortcomings in transparency and public participation at every stage of the project life cycle, from assessment to implementation. 🔎 The Permanent Secretariat of the Haut Conseil des finances publiques has released a staff report on the French Government's macroeconomic and public finance forecasts for the following year in the initial budget bill and their outcome. 🔹 The Government's #growth forecasts are optimistically biased ➡ Over the last twenty years, the Government's growth forecasts are, on average, slightly optimistic compared to those of the Consensus Forecasts, and even more so compared to their outcome. Over the period 2004-2023, excluding the years 2009, 2020 and 2021, the average difference between the Government's forecasts and those of the Consensus Forecasts is 0.20 point. The average difference between the Government's forecasts and actual growth is 0.40 point. This positive difference is statistically significant, indicating an optimistic bias. 🔹 But the accuracy of the Government’s forecasts has improved since the creation of the HCFP ➡ Since the creation of the HCFP and the initial budget bill 2014, the accuracy of the Government's forecasts has improved and is now on a par with the Consensus Forecasts for the 2014-2023 period. Besides, the Government’s #inflation and GDP deflator forecasts are on average very close to their actual levels. 🔹 The Government's forecasts for the public balance are on average at their actual level. However, the forecasts of the public debt-to-GDP ratio are optimistic. ➡ With the exception of the financial and health crises in 2009, 2020 and 2021, Government forecasts for both revenue and expenditure-to-GDP ratios are on average slightly lower than observed ratios. The Government's forecasts for the general government balance are thus on average at the level of the observed balance, i.e. -3.8 points of GDP.
