🚨 The EU AI Act comes into force today 🚨 With a focus on safeguarding fundamental rights whilst ensuring the safe development and use of AI, it is expected to be the most consequential legislative framework to date applying to all organisations operating within the EU – regardless of where they are based. Despite national security being excluded from the Act, the new regulation will have significant implications for national security, both in the EU and beyond. To uncover the national security implications of global AI regulation initiatives, the Turing’s Centre for Emerging Technology and Security (CETaS) launches today a mini-series of Explainers. ⚠ Digital Services Act updates. The European Commission launched today a new investigation into potential risks to safety of minors using Meta's services Facebook and Instagram. Unlike the EU, the UK is not planning at present to introduce specific legislation to regulate AI. However the ICO has just published it's strategic approach to AI: https://lnkd.in/dBbPQkHx This states: "We support the government’s ambition to make sure that artificial intelligence (AI) is adopted in ways that make the UK the smartest, healthiest, safest and happiest place to live and work. We believe that data protection is a crucial part of making this a reality." EDPS warns of EU plans to spy on personal chat messages - This week, during the presentation of the 2023 annual review ( pdf ) , the European privacy supervisor EDPS again warned about European plans to monitor chat messages from European citizens. According to the watchdog, this leads to 'irreversible surveillance'. At the beginning of 2022, the European Commission came up with a proposal to inspect all chat messages and other communications from citizens for child abuse. In the case of end-to-end encrypted chat services, this should be done via client-side scanning. The European Parliament voted against the proposal, but came up with its own proposal. However, the European member states have not yet taken a joint position. Already in 2022, the EDPS raised the alarm about the European Commission's proposal to monitor citizens' communications. It is seen as a serious risk to the fundamental rights of 450 million Europeans. The Council of Europe Framework Convention on Artificial Intelligence and human rights, democracy and the rule of law #AI #CouncilofEurope The Council of Europe Framework Convention on artificial intelligence and human rights, democracy, and the rule of law (CETS No. 225) was opened for signature during a conference of Council of Europe Ministers of Justice in Vilnius. It is the first-ever international legally binding treaty aimed at ensuring that the use of AI systems is fully consistent with human rights, democracy and the rule of law. The Framework Convention was signed by Andorra, Georgia, Iceland, Norway, the Republic of Moldova, San Marino, the United Kingdom as well as Israel, the United States of America and the European Union. The treaty will enter into force on the first day of the month following the expiration of a period of three months after the date on which five signatories, including at least three Council of Europe member states, have ratified it. 🚨 New AFAR Article Alert! 🚨 In her latest article published in Elsevier's Computer Law & Security Review, Francesca Palmiotto, AFAR researcher at the Centre for Fundamental Rights, examines the legal challenges posed by the increasing digitalisation of asylum procedures.
