An impressive and thought-provoking use of AI in recruiting. It seems very successful and promising from the human interaction and flow perspective. How the interview data will be assessed/will impact the selection is another concerning aspect. However, it is sad but true that a well-designed AI interview system may eliminate some human interviewer rating errors and may lead to more successful and fair selections.

In recent years Turkey’s Aselsan has become one of the fastest growing companies in the world. General manager Ahmet Akyol puts it down to expanding business right across the defence sectors. “We started our business with creating payloads like radar and EO/IR FLIRs for land, then jumped to naval, but the difficult one was to airborne and then space,” Akyol said Today Aselsan’s business covers six main areas - airborne radars, electronic warfare, electro-optical, communications, avionics and guidance kits. “We are showcasing our airborne ISR radars and electronic warfare capabilities like EW pods for F-16s, helicopters and unmanned aerial systems. Both TAI’s Akuncjar and Bayraktar’s TB2 UAS use our self-protection systems. “We are the main supplier of electro-optics to Turkish UAS, like the Aselsan 500 (ASELFLIR-500) high-performance new generation 15” electro-optical reconnaissance, surveillance and targeting system, which has been exported to four countries to date, and by the end of the year that could reach seven countries. It has many additional features compared to many – we can for example designate targets at 90 degrees on the ground.” Communications is the fourth sector. “This is the second time we are showing our national Tactical datalink – T-Link a similar Link 16 national concept, includes IFF systems, radio systems, SATCOM systems etc.” On avionics Aselsan supplies systems to the Hurjet and to the Turkish national fighter jet, Kaan as well as to modernised/upgraded helicopters. I attended the symposium organized by the BİLİŞİM VE TEKNOLOJİ HUKUKU DERNEĞİ last week. During the symposium’s Fintech session, the moderator, Mustafa Duran, asked Onur Devran Cakir, Visa Turkey’s Director: ‘Could you start by explaining what Visa does for the audience? Mr. Cakir inquired about the audience profile and learned that the majority were lawyers. He then remarked, “When I explain my job to my 70-year-old parents, I put it like this,” while gesturing with his hands: “On one side, there’s a service provider. On the other side, there’s someone who needs that service. These two are in different places. Visa… 😐 The fact that Mr. Cakir felt the need to simplify his explanation after realizing his audience were mostly lawyers is, in my opinion, something worth reflecting on. As legal professionals, it’s true that we often lag behind in understanding technical and technological advancements. Of course, we’re not expected to invent AI or design neural networks, but this “perceived distance”—for lack of a better term—might explain why people feel compelled to oversimplify concepts when addressing us. That said, shouldn’t a lawyer who can navigate the complexities of constructive possession—understanding how ownership or control can transfer without physical possession, and even solving related legal disputes—find Visa’s technology straightforward to grasp? 😄 Now, let’s consider some questions worth reflecting on. While changing people’s perceptions of lawyers isn’t easy, we can start by changing ourselves. For those of us who might one day advise on payment technologies, here are some topics worth exploring to avoid being caught unprepared: 1. What is tokenization, and how does it secure payment information? 2. How should Visa’s fee structures be assessed under competition law? 3. How does the chargeback process intersect with unjust enrichment claims, and what remedies are available for merchants in cases of fraudulent chargebacks? 4. What is the fee that merchants try to pass on to us when we pay by credit card, known as a surcharge, and if it is legal, what is its legal nature—what service or right does it compensate for? 5. If Visa flags a legitimate transaction as fraudulent, does this constitute a legal accusation, and what remedies are available to the cardholder for any reputational or financial harm suffered as a result? I’d like to thank Dr. Şerafettin EKİCİ and his team for organizing this symposium. Tez başlığı ve özeti / Thesis title and abstract: THE EFFECTS OF ROTATIONAL COMPONENT OF RAYLEIGH WAVES ON TALL BUILDINGS For a long time, seismic engineering only considered the translational components of seismic ground motion, ignoring the rotations. However, recent research in structural health monitoring has revealed that rotational components of seismic ground motion, particularly those of Rayleigh waves passing under a structure, can significantly increase displacement demands on buildings, especially those located in sedimentary basins. The behavior of buildings to rotational ground motion has not been extensively studied due to a lack of rotational records. Recently, effective methods have been developed to extract the rotational component of motion from the translational ones, and instruments capable of recording them have emerged. This allows us to study the behavior of structures to rotational ground motion. This thesis investigates the impact of rotational Rayleigh waves on tall building response by applying the rotational ground motion to single and multi-degree of freedom systems. The rotational motion is first formalized in the equation of motion for both linear and nonlinear single degree of freedom systems (SDOF). Then, earthquake ground motion records rich in surface wave content that are recorded in sedimentary basins are compiled, and their rotational components are extracted using the Normalized Inner Product (NIP) method, a recently developed method. Those extracted rotational records belonging to Rayleigh waves are applied to a set of linear and nonlinear SDOF systems to observe their effect on response spectra and inelastic deformation. Finally, the effect on the response of a representative tall building is studied by applying the extracted rotational records to it. The response is compared with and without the presence of rotational Rayleigh waves. By 2030, the United States is projected to experience a significant increase in its older population, which will impact the number of drivers aged 70 and above. That would be 19 out of 100 drivers on the road will be age 70 in order. Population Projections: • Ages 70 and Older: The U.S. Census Bureau estimates that the population aged 70 and above will reach approximately 53 million by 2030. • Ages 80 and Older: While specific projections for the 80+ age group by 2030 are less commonly detailed, the overall aging trend suggests a substantial increase in this demographic as well. Driver’s License Projections: • Ages 70 and Older: In 2022, about 87% of individuals aged 70 and above held driver’s licenses. If this licensure rate remains consistent, we can anticipate approximately 46 million licensed drivers in this age group by 2030. • Ages 80 and Older: Assuming a similar licensure rate, the number of licensed drivers aged 80 and above is also expected to rise, reflecting the broader demographic trends. Considerations: • Health and Mobility: Advancements in healthcare and increased longevity may enable more older adults to maintain their driving privileges longer. • Policy and Infrastructure: Transportation policies and infrastructure adaptations will play crucial roles in accommodating the growing number of older drivers, ensuring safety and accessibility. These projections underscore the importance of preparing for an aging driving population through supportive policies and infrastructure developments.

Today, the Turkish Competition Board's reasoned decision regarding the hindering of the on-site inspection of Koyuncu Elektronik Bilgi İşlem Sistemleri Sanayi ve Dış Ticaret AŞ was published on the official website of the Turkish Competition Authority. The most noteworthy point in the decision is the dissenting vote of the Chairman, the Second Chairman and a Board member, which states that changing the ongoing policy of hindering the on-site inspections is necessary. In the reasoning of the dissenting vote it, in short is stated that, the elimination of the risk of "over-penalization" should be considered, and in this context, the following issues could be taken into consideration in the decisions for hindering of on-site inspections:   - The importance of the potential breach, - The context of the action in on-site inspections conducted other than cartel files, - Whether the deleted correspondence can be retrieved, the cost of retrieving and the content of the correspondence, - Whether the impact of the deleted correspondence on the inspection is limited or not, - The scale of the party on which the inspection is carried out, - The social and cultural context, - The rationale of deletion.   When the reasoning of dissenting vote is analysed, whether the Board may use its discretionary authority more extensively in its decisions on hindering of on-site inspections and/or whether a change in the Board's policy regarding on-site inspections may be on the agenda may be discussed. Isparta Suleyman Demirel Airport is an airport with a capacity of 1500000 passengers / year with 5400 m2 domestic and international lines, which was put into service in 1997. In this study, CO2 emission has been estimated by using Tier approach in 2018 according to flight type and number. It is aimed to provide a common framework for the determination and reduction of CO2 emissions in airport operations.

Our research and development project titled "Design of the Electrification System for the Railway System Traction Power System under Operating Conditions with the Assistance of Artificial Intelligence Algorithms," has been developed and completed at the Istanbul University Technology Development Zone using Python software. 85046 STB A specialized software has been developed to calculate electrification parameters for rail systems based on REAL DATA obtained from the field.
