Public agencies in Singapore, like ACRA, is not covered under the PDPA for the collection, use and disclosure of personal data. Personal information is considered "Personal Data" under the Act if it can identify the individuals, and due to that, they should be protected. Also, that's the point that NRIC needs to be disclosed in ACRA platform because directors and shareholders information need to be identified in connection with their roles for reason of public accountability. Anyway, the full name and address are already disclosed alongside the NRIC. So in this context it is not so much a matter of identification risk but that bad actors can actually use these NRICs for illicit purpose, social engineering and criminal/fraudulent activities.

Incidents of data leaks within the public sector rose by 10 per cent to 201 cases in 2023, likely due to the increase in digital services, said the Ministry of Digital Development and Information (MDDI) on July 30. Most of the incidents – 172 of them – were of low severity and had minimal impact on agencies, individuals or businesses, said MDDI in its annual report on the Government’s personal data protection efforts. Such cases have been steadily rising since 2021, when 126 low-severity incidents were recorded. Medium-severity incidents, defined as those that pose minor inconveniences to those affected, fell to 29 cases in 2023, compared with 46 in 2022.

There is no stopping the fakes. The ever-increasing processing power that is now at the fingertips of ordinary people - versus previously being only accessible to the military, academia or the state - has enabled the bad guys to weaponise AI-generated imagery for fraud, scams and all sorts of unsavoury actions. And we add jet-fuel to this proverbial fire by providing the raw material for deepfakes to the bad guys. How? Well....we do post images of ourselves on social media; upload them into the websites or web-forms and generally, not give two hoots about doing so. I was in a certain white-hat conference once and the speaker on stage (half in jest) advised everyone not to post very close-up photos of yourself waving goodbye, giving a thumbs up etc. Cos with ever-improving camera resolution & magnification, someone somewhere could get at your fingerprints...... My concern is that this fraud/scam/deepfake risk is especially high for the older and usually, non-tech savvy part of our population. Some thoughts on the evolving AI regulatory landscape in APAC. I see this as largely following a similar path of cyber regulations in APAC.
