Tourists like to visit when there is snow, and so at the end of one winter, they wait for a snowfall, they pray for it, as they need the tourist rupees. Shimla is in the foothills of the Himalayas, the Raj liked to spend the summers there as it was so much cooler than down on the plains. So in the summer India was ruled from there. Written by
