Plan International stands with children whose lives have been impacted by conflict, supporting them to feel safe, learn, belong and shape strong futures in their communities.

Four years into the full-scale war in Ukraine, this support is not just about response—it’s about stopping lasting damage and responding to an ongoing safety crisis. Since March 2022, we’ve worked in Moldova to meet the immediate needs of children and their families affected by the war in Ukraine.

Thousands of girls are seeing their lives uprooted by the conflict in Ukraine. As of December 2025, 137,630 refugees from Ukraine are in Moldova. Nearly half of refugees from Ukraine are children.

The ongoing crisis means girls need support now more than ever to stay safe, continue learning and regain a sense of belonging.

We support every aspect of a child’s life, including education, safety, health and their ability to shape their future. In Moldova, we’ve worked with 12 locally-led organisations to support children and young people to access safe spaces for everyone, strengthen their well-being and become part of their communities.

Across Moldova, refugee children are rebuilding their lives, returning to learning, and rediscovering safety and confidence, with locally led partners making this possible every day. Together, we’ve supported more than 154,703 people in Moldova, helping children stay safe, continue learning and access emotional support during crisis.

Our work in Moldova is part of a regional response to the Ukraine crisis which also includes programmes in PolandUkraine and Romania.

We won’t stop until we are all equal.

Refugees and host communities in Moldova have diverse needs. Here’s what we’re focusing on:

  • Keeping refugee children safe and strengthening child safety services.
  • Supporting children to continue their education. 
  • Providing parenting support to strengthen children’s health and emotional well-being.
  • Preventing trafficking and other risks for refugee and local children.
  • Supporting the specific protection needs of minority groups, including those from LGBTIQ+ and Roma communities.
