🇺🇦⚡️ What are the next steps for Ukraine’s electricity state policy? In late 2022, Energy Community approved the Electricity Integration Package. This Package has to be urgently implemented by Ukraine. It comprises 9 pieces of EU law that should ensure full integration into the European energy market and provide more flexibility for the integration of renewables into the grid. This package includes EU acquis relating to rules governing the domestic electricity market, cross-border cooperation to resolve electricity market crises, and a number of network codes and guidelines that establish detailed rules related to different segments of the electricity market. These acquis communautaire include those that are part of the 4th Energy Package, approved by the EU to meet the goals of the Green Deal. There are a number of reasons why the implementation of the Integration Package is so important for Ukraine. Even today, it is among the indicators of the Ukraine Facility Plan, under which the EU intends to provide EUR 50 billion to Ukraine by 2027. And it is among the EU Commission’s recommendations to Ukraine as a candidate country for EU membership in the latest enlargement package. Ultimately, the implementation of this part of European legislation is an integral part of successful accession talks with the EU. Ukraine started implementing certain provisions of the EU’s 4th Energy Package a year ago by passing Law No. 3220-IX on the restoration and green transformation of Ukraine’s energy system. The law set out the status of active consumers in the market, defined the conditions for the functioning of the self-generation mechanism and aggregation activities. In essence, it created additional conditions for well-balanced development of distributed generation from renewable energy sources. Prosumers are now able to use the surplus electricity they sell to the grid to buy electricity when their own production is insufficient. At the same time, the electricity they supply to the distribution grids is used to cover the demand of other consumers, thus reducing the overall shortage of generating capacity in Ukraine. In the future, a government programme that would guarantee financial support through interest-free loans, repayment of part of the loan body, or supply of equipment from donors will provide an additional impetus to the development of distributed generation from renewable energy sources at the household level or critical infrastructure facilities. This targeted state economic programme should be developed in line with Law No. 3220-IX. Subsidies. In the Czech Republic, for some, it's almost a taboo topic. 🤫 You’ve likely heard of billion-dollar subsidies for renewable energy, but did you know that every year we spend much more public money supporting fossil fuels like coal, gas, and oil? 💸 According to data from OECD - OCDE and Climate Action Network (CAN) Europe, global fossil fuel subsidies have only decreased slightly over the past decade—from 1.2% of global GDP in 2012 to 0.8% in 2021. However, 2022 brought an energy crisis, doubling the amount of support for fossil fuels compared to the previous year. Back to 2021. Globally, twice as much money was spent on supporting fossil fuels than on renewable energy sources. 🌍 According to Centrum pro dopravu a energetiku, total fossil fuel subsidies in the Czech Republic in 2020 amounted to CZK 230 billion, while the subsidy program for renewable energy and home insulation, Nová zelená úsporám initiative, has an allocation of only CZK 39 billion for a ten-year period. This creates a paradoxical situation where we fund the development of renewable energy on one hand, yet continue to support the burning of fuels that are causing these very problems on the other. 🤔 Now, let’s look at another revenue source for fossil fuels. In addition to subsidies, they (off course) sell electricity but also benefit from ancillary services that help balance the electricity grid. 💼 This is a billion-dollar market that most people have probably never heard of—and it's one that coal power plants primarily benefit from. 🏭 At Delta Green, we want to open up this market to households by integrating photovoltaic power plants into grid-balancing services. 🌞⚡ We’ve already verified with ČEPS, a.s. 🔍 Data insights — The shutdown of the last coal power plant in Slovakia Slovakia's recent closure of its last coal power plant marks its transition towards a greener energy future. But is coal now entirely out of the grid mix? Our flow-traced data reveals that the picture is more complex. 🔦 When Slovakia started shutting down its last active coal power plant on March 28th, our data shows a clear reduction of coal production from 2.6 GW to almost zero on 30th March. Carbon intensity dropped by 35%, also due to the lower electricity demand during the Easter weekend. The following weeks in April carbon intensity averaged at 145g CO2/kWh per day, well below the average of 215g CO2/kWh in March. So did the shutdown eliminate coal generation from Slovakia’s electricity grid? In fact, no. While domestic coal generation has ceased, Slovakia still exchanges electricity with coal-dependent countries. Our flow-traced data on Slovakia’s power consumption mix shows that there is less coal-generated electricity on the grid, yet it continues to account for roughly 6% of the electricity mix in early April. Flow-tracing helps us understand a critical aspect of energy grids: electricity exchanges. It allows us to trace back the origin of electricity in real time, revealing in the case of Slovakia, that coal-generated electricity is imported from the Czech Republic and Poland. The shutdown of Slovakia’s last coal power plant is a big step towards a decarbonized electricity system. The European Commission has imposed definitive countervailing duties on battery electric vehicles (BEVs) imported from 🇨🇳 These duties will be in place for 5⃣ years. This follows an investigation launched on 4 October 2023, which revealed that unfairly subsidised imports threatened EU producers. The duties are meant to re-establish a level playing field. COGEN Europe's members are ready to help meet Ukraine's energy needs (Press Release - 24 September 2024) On 19 September, European Commission President Ursula von der Leyen and International Energy Agency (IEA) Executive Director Fatih Birol held a joint press conference in Brussels to address Ukraine's energy security for the upcoming winter. A day later, on 20 September in Kyiv, European Commission President Ursula von der Leyen announced a plan to provide up to €35 billion as an EU loan to Ukraine, to be directed towards Ukraine’s recovery.    Marking 1000 days since the launch of Russia's full-scale military aggression against #Ukraine, the press conference addressed the immediate energy needs of the Ukrainian population, while also working towards making Ukraine's energy system more resilient in the long term. Due to the continuing and intensified attacks carried out by the Russian military forces, half of Ukraine's energy infrastructure has been destroyed.   The EU has already mobilised resources to address the situation over the past years and months, sending equipment to affected regions in Ukraine. This includes a Lithuanian #cogeneration plant that is being dismantled and sent to Ukraine.    Over the coming months, the EU and IEA have announced that they will work together to ensure winter preparedness for Ukraine, focusing on: ✅ Efforts to restore gigawatts of power for the winter, covering 25% of Ukraine's needs ('Repair'); ✅ Synchronization of Ukraine's grid with the European grid, covering 12% of Ukraine's winter energy needs ('Connect'); ✅ Boosting decentralized production and sharing expertise in cyber awareness and security ('Stabilize'). Responding to these developments, COGEN Europe’s Managing Director, Hans Korteweg, says: “We welcome the EU’s announcement to support Ukraine on ensuring security of energy supply through the upcoming winter. In view of Russia’s continuing military aggression against Ukraine, damage to energy infrastructure risks leaving people without access to basic utilities, including heating and electricity. COGEN Europe and its members are committed to contributing their expertise and know-how, notably regarding the deployment of distributed cogeneration systems, which save energy and enhance resilience. We are willing to collaborate with the European Commission and with the competent Ukrainian authorities, in order to provide solutions both for the coming winter and also for rebuilding Ukraine’s energy infrastructure in a way that strengthens resilience and energy independence, alongside sustainability.”

🇺🇦⚡️🇪🇺 European energy market integration: where we are heading after synchronisation with ENTSO-E. Ukraine’s emergency synchronisation with ENTSO-E in 2022, which occurred a year ahead of schedule, bolstered the resilience of our power system amidst severe wartime conditions. Currently, Ukraine has access to 1.7 GW of electricity imports and emergency assistance from neighbouring countries. However, the integration of the Ukrainian electricity market with the European one is not yet complete. Several further decisions are needed to facilitate the unification of spot markets, the organization of coordinated long-term auctions for cross-border capacity allocation, participation in distribution platforms for balancing energy and ancillary services, and collaborative planning with European partners to mitigate risks to the power system. 🤔 What are the next steps for Ukraine? 🔜 I will address this question in separate posts throughout this week. 🤝 By the way, recently (in the photo) I had a conversation with the Vice President of the European Commission Maroš Šefčovič who has made significant efforts to make Ukraine’s energy sector more integrated with the European one. #ukraine #europe #eu #energy #energymarket
