In 2022, the European automotive sector generated 1.6 million tonnes of plastic waste, and less than 19% of this was recycled. That’s why Plastics Europe advocates for ambitious regulations that can lead to better eco-design of cars, improved vehicle waste management, and increased use of recycled materials. In the ELV regulation, for example, we are calling for a 20% recycled content target with a 5% on-top target for circular plastics (which can be produced from recycled, bio-based, or carbon capture (CCU) feedstock) to increase the circularity of automotive plastics. This will help ensure that the plastics currently used in automotive can be collected, reused, and recycled.

🚨 As the European Commission prepares its proposal for a new Circular Economy Act, over 50 associations from across the packaging value chain have co-signed a Joint Industry Statement raising concerns over state-run Producer Responsibility Organisations (PROs). 𝗔𝗹𝗶𝗴𝗻𝗶𝗻𝗴 𝗚𝗹𝗼𝗯𝗮𝗹 𝗙𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸𝘀 𝘁𝗼 𝗕𝘂𝗶𝗹𝗱 𝗮 𝗖𝗶𝗿𝗰𝘂𝗹𝗮𝗿 𝗣𝗹𝗮𝘀𝘁𝗶𝗰𝘀 𝗘𝗰𝗼𝗻𝗼𝗺𝘆 Last week, the World Plastics Council co-hosted a side event with Ocean Recovery Alliance during the Basel Convention COP17. As we look ahead to INC-5.2 and the ongoing negotiations for a UN Global Plastics Treaty, the timing could not be more critical. This is a pivotal opportunity to align global frameworks – ensuring that the Basel Convention and the UN Treaty reinforce one another to create the enabling conditions for a truly circular plastics economy. From our discussions, several clear takeaways emerged: 🔹 𝗣𝗼𝗹𝗶𝗰𝘆 𝗰𝗹𝗮𝗿𝗶𝘁𝘆 𝗲𝗻𝗮𝗯𝗹𝗲𝘀 𝗶𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁: Predictable, coherent policies across borders give industry the confidence to invest in long-term circularity solutions. 🔹 𝗧𝗿𝗮𝗱𝗲 𝗶𝗻 𝘃𝗲𝗿𝗶𝗳𝗶𝗲𝗱 𝗳𝗲𝗲𝗱𝘀𝘁𝗼𝗰𝗸: Harmonised definitions and material classifications are essential to allow the responsible, cross-border movement of recycled plastics. 🔹 𝗠𝗮𝗻𝗱𝗮𝘁𝗶𝗻𝗴 𝗿𝗲𝗰𝘆𝗰𝗹𝗲𝗱 𝗰𝗼𝗻𝘁𝗲𝗻𝘁: Strong policy support – including for chemical recycling – is crucial to generate demand and ensure recycled materials re-enter the economy. 🔹 𝗜𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗶𝗻 𝗶𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲: More than 70% of plastics will not be addressed by reduction and reuse alone – robust collection and recycling infrastructure is essential. 🔹 𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱𝗶𝘀𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗰𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻: Shared global standards and cross-sector collaboration will be key to accelerating scale and impact. 🔹 𝗔𝗱𝗱𝗿𝗲𝘀𝘀𝗶𝗻𝗴 𝗴𝗹𝗼𝗯𝗮𝗹 𝘀𝘂𝗽𝗽𝗹𝘆 𝗰𝗵𝗮𝗶𝗻 𝗴𝗮𝗽𝘀: A more transparent and efficient system for trading qualified feedstock will help bridge materials availability across regions. A recurring theme throughout the event was that plastic "waste" is not waste at all – it is a resource with value. When properly managed, it can be recycled, repurposed, and reintroduced into the economy. The challenge is not technological – it's systemic. Creating a globally integrated circular economy for plastics is within our reach. It requires shared responsibility, smart policy, and sustained international cooperation. We remain committed to working with all stakeholders to turn this vision into reality.

✅ Positive step for sustainable plastics in Europe. The European Parliament’s Environment Committee endorsed the compromise text on the proposed legislation to prevent plastic pellet losses. We now call on the Council to swiftly adopt the text, bringing legal certainty that enables long-term investments in both environmental progress and industrial competitiveness.
