About us
Set up as a Foundation in 2017, under the name Commonwealth Centre for Connected Learning, the 3CL Foundation operates as a knowledge hub for a global network of groups, agencies, institutions, educators and activists interested in the rapid deployment of programmes for connected learning in the Commonwealth and the EU. 3CL’s service portfolio includes: Knowledge Brokerage (focusing on matching stakeholder needs with wants); Applied Research (focusing on Small States, New Media Literacies and 21st Century Skills); Accreditation & Certification of Online Learning; Open Education (focusing on grassroots advocacy and lobbying with policy-makers); Digital Literacy: Significance in the post-truth era; Emerging trends in ed-tech: Blockchain technology and its application; Teacher Training; and Inclusion & Equity through Digital Education.

Only 56% of EU adults have basic digital skills, falling short of the EU target of having 80% of adults with basic digital skills by 2030. How do we close this gap? Our scientists suggest focusing on areas of digital competence that present the most significant gaps such as problem solving, digital content creation and cybersecurity. At the same time, they stress which are the most vulnerable groups of digital exclusion: people employed in manual occupations and individuals with low levels of formal education. The analysis serves for future policy actions to address these challenges and build a more competitive and resilient Europe. Call for Think Pieces–AI and the Future of Education // Appel à contributions – Réflexions sur l’IA et l’avenir de l’éducation Le français suit We invite you to contribute to UNESCO’s call for think pieces on “AI and the Future of Education: Disruptions, Dilemmas, and Directions.” Selected pieces will be published in UNESCO’s IdeasLAB, a platform to spark dialogue on the futures of knowledge, learning, and education. UNESCO welcomes short think pieces (maximum 1500 words) that explore the implications of AI for education. We are looking for cogent arguments, new ideas, and foresight about how education and AI are likely to intersect, and the consequences of these intersections. We encourage contributors to consider not only how AI might influence educational futures, but also how education can proactively shape responses to AI and establish norms, ethics, and expectations to guide uses of this technology. Submissions will be reviewed on a rolling basis until 30 April 2025. In this interview with Kathleen deLaski, founder of Education Design Lab, she talks about a stepladder approach to higher education and the rise of good complements (and sometimes alternatives) to the four-year degree. Models like apprenticeship or career-aligned certifications are not new, and their adoption has been slow, but her new book is part of a growing momentum for change. I would add that AI is only going to increase the pressure. I appreciate her answer to the question about fixing vs disrupting higher education, which seems to come up frequently in conversations I am having.
