📢Banca d'Italia then presents the #FBFT (FROSTed Byzantine Fault Tolerance) protocol, which represents a new approach to #PoA consensus, capable of guaranteeing the #confidentiality of #validators. 📍This combines the Practical Byzantine Fault Tolerance (#PBFT) algorithm, a well-known achievement in the field of distributed systems, with the threshold signature scheme called Flexible Round-Optimised Schnorr Threshold (FROST), a recent contribution to cryptography. With #FROST, the FBFT protocol certifies the achievement of consensus using a #joint #signature, which represents the approval of a set of transactions by a #quorum of #validators. 📍The Bank of Italy paper pulls the strings of the #functionalities and #potentialities of distributed ledger-based technologies, i.e. #DLTs, characterised by elements such as #programmability and the use of #advanced #cryptography, which make them precisely suitable for use in environments controlled by a central authority, or by a set of authorities, such as the financial sector. 📍However, all #DLTs (#permissionless or #permissioned) operate through a decision-making process aimed at reaching an agreement on the next state of the register. And this process is called "#consensus protocol": a fundamental component of any DLT, because it allows #validators to operate without interruption even if some of them are compromised, or are disconnected from the #network. 📍The main objective, although experimental and not yet ready for market launch, is to create an #alternative platform for a #distributed and #resilient transactional infrastructure: managed by a set of trusted and geographically distributed actors, it has the potential to be used in applications such as wholesale and retail central bank digital currencies @CBDC, or, in perspective, for #tokenization of financial assets.

I strongly support the growing focus on growth companies as part of initiatives and analyses related to potential in securing Europe's future competitiveness. On top of the reports by Enrico #Letta and Mario #Draghi, there were announcements of strong initiatives, such as Germany’s #WIN Initiative announced by Robert Habeck,Christian Lindner and Verena Pausder to make Germany/Europe more attractive. It looks like a turning point on the road to a more contemporary and pragmatic economic development, which has the potential to create a real dynamic.   However, in my view, the following aspects would be particularly relevant to develop both a driving and a pulling effect:   In its press release on the WIN initiative, the ministry speaks of ‘a broad alliance of business, associations, politics and the KfW is committed to Germany as a start-up location…’.   - It is essential to provide differentiated consideration to startups and, in particular, scale-ups. Fortunately, scale-ups are being mentioned more frequently, but they still lack targeted economic policy measures that address their specific needs linked to the degree of maturity.   - '...further significant steps are now being taken’. In addition to start-ups, more attention should be paid to scale-ups. Increased entrepreneurship in recent years has shown that measures can be effective. It is now important to create the conditions for #organicgrowth and to give investors confirmation that their investment decision was right one for Europe.    - The commitments from the private sector show that the financial resources are available. Now, the trust in possible investments from Europe must not be gambled away because growth companies in Europe do not find the necessary openness to use innovative technologies Made in Europe for Europe. The alternative would be technology- and brain drain - this cannot be in the interest of the initiative.   - As part of 10-point plan, the German government wants to expand cooperation between universities, investors and companies. An important measure, but it should also take into account scale-ups whose solutions are already commercially on the market. In addition to a financial alliance, a broad alliance of innovation-driven companies and politics should be encouraged to apply the technologies in scope. Often it is our technological pre-cautionary scepticism - whether regulatory or cultural - that tears down attractiveness for scaling. A EBI - European Banking Institute Working Paper authored by Oscar Borgogno at the Banca d'Italia and Edoardo Martino at the UvA Decentralised Autonomous Organisations #DAOs aim at innovating the organization forms for business activities. They are complex blockchain-based smart contracts, which allow token holders to participate directly in decision- making processes and decentralised entrepreneurial activities as much as possible. The advocates of this new kind of digital organization argue that DAOs enjoy significant operational efficiencies and can effectively work outside of any legal recognition. This paper analyses DAOs through the lenses of the economic and legal theories on the firm and on business organization. The analysis makes three contributions: 🔹 First, it contributes to the literature on the theory of the firm, looking at the role of digital technology in innovating the organization of business activities. 🔹 Second, it enriches the literature on the legally recognised forms of business organization, analysing the tension between the essential role of the law and the limitations of tamper-resistant technologies, such as the blockchain. 🔹 Third, it overcomes the largely ideological and dichotomic debate on the promises of DAOs, providing analytical guidelines as to why current forms of sector-specific regulation fail to leverage the potential of DAOs.

Recently, my EBA colleague Eugenio Reggianini and I had a chance to present our Open Letter on the future of blockchain and web3 at the European Blockchain Services Infrastructure (EBSI) industry days in Brussels to a crowd of builders, experts and policy makers. The journey to this document started almost a year ago when we got to thinking about how the last 5 year policy cycle shaped the future trajectory of the #blockchain and #web3 sector in Europe. Taking stock of the regulatory developments, access to finance/funding and the development of public infrastructure projects at #EU-level we delivered a vision for how all of these ingredients may be combined together at scale to kickstart the next 5 years and beyond. The letter is structured into three key parts, each addressing a vital aspect of this transition: The first section emphasizes blockchain technology as a strategic priority for the EU. It calls for a strategic roadmap that integrates existing public infrastructure projects like the European Blockchain Services Infrastructure (EBSI), the European Digital Identity Wallet (EUDIW), and the digital product passport (DPP) to facilitate market services. The second section proposes a strategic role for public-private #partnerships in implementing the roadmap. These partnerships are essential for expanding and integrating public #infrastructure projects - driving the adoption of blockchain and #tokenized services across the EU. The third section offers high-level #policy recommendations to scale blockchain and tokenized services in Europe. These suggestions aim to create a regulatory environment that promotes innovation and growth in the blockchain sector. Addressed to policymakers at both national and European levels, the letter recognizes the importance of blockchain and web3 in fostering digital trust services and building a more cohesive Digital Single Market. Due to high investor demand, the bond was issued above par 🙌. 📈 Lugano now issues its bonds exclusively via the SIX Digital Exchange (SDX). They’re listing this bond on both SDX (the digital exchange) and the SIX Swiss Exchange (the traditional stock exchange), making it accessible to a broader range of investors. 🏦 The bond can also be held in either the SDX digital central securities depository (CSD) or the traditional SIS CSD. This issuance, like their previous digital bond, will be settled using the Swiss National Bank’s wholesale Central Bank Digital Currency (wCBDC). _______ 👉 What is a wCBDC?
