As part of the AgriStack initiative, for rolling digital farm lending in Uttar Pradesh for its eight crore farmers, the State government is currently working with the IFC - International Finance Corporation for providing APIs of the state’s land records & farm boundaries to SatSure & a couple of other companies. Bengaluru-based Space tech company SatSure provides satellite-based risk scoring & ratings reports at both farm & village level. It extracts patterns from satellite imagery using AI algorithms which can identify what crop is growing within a land parcel. It tracks changes in health, productivity, & provides insights on how these changes are related to climatic variables like rainfall, temperature, & humidity. These insights help banks understand the farmer’s income from the land & his ability to repay a loan. It also works with the Reserve Bank Innovation Hub (RBIH), credit rating agencies like TransUnion CIBIL Limited, & several large private sector banks like ICICI Bank & HDFC Bank. SatSure is not alone. Last week, Dhruva Space announced AstraView, a commercial satellite imagery service. AstraView provides end-users with high-resolution, multi-dimensional insights. This analytic-ready dataset increases operational efficiency, Dhruva said. It allows customers to search & order archived imagery or request for fresh collection of satellite data, ensuring they have access to both historical & real-time geospatial information. Users can use satellite imagery to optimise operations, & track environmental changes, without the complexity of traditional procurement methods. Prateep Basu, CEO, SatSure, told The Economic Times, that it is currently using open Copernicus programme data from the European Space Agency - ESA that is available every five days anywhere globally, & ISRO - Indian Space Research Organization's Bhuvan portal for land use maps as underlying layers to accurately delineate the croplands, fallows, & agro-forestry areas. “We have to access the digitised land records from different states, & there are several layers of complexity in delivering the satellite-based solution because we need to know where the land is & whom it belongs to," he added. A bank which is taking a farmer’s loan application, where they must submit information on the land’s location, can enter that information into SatSure's systems or their system (wherever APIs are integrated) & fetch the farm risk report at the land parcel level of the farmer. This saves them days of time & helps provide better services to farmers. Sanjay Nekkanti, CEO of Hyderabad-based Dhruva Space, also concurred that in agriculture, satellite imagery data enables precision farming by monitoring forests, crop health, soil conditions, predicting yields, & optimising resources for better productivity. For the first time in the history of our country we are hurtling towards a total shutdown of both Class 1 railways. This will not just disrupt the movement of canola and other grain and oilseed commodities but would also shut down or significantly disrupt commuter train traffic in major cities like Montreal, Toronto and Vancouver. Canadian farmers rely on rail transportation for their livelihoods. Not only is the livelihood of farmers on the line but also Canada's global reputation as a reliable and on time supplier of agriculture and agri-food products to markets around the world. A group of close to 20 agriculture organizations are calling on the federal government to use section 107 of the Canada Labour Code to direct the Canada Industrial Relations Board (CIRB) to help the parties reach an agreement under binding arbitration and suspend the ability for either lockouts or strikes pending an agreement. I disagree with Kushan Mitra and his push to make public transport systems more economically efficient/effective and self sustaining. Sure, they must be run more efficiently and effectively, but they must not be expected to make a profit! We must subsidise public transport as a public good and make it universally available. The government must pay for public transport and the budgets are insufficient. Expecting public transport (for example, a city bus service) to be profitable is ridiculous. It is not a business. It will make losses and the losses must be funded by city, state, and national governments. They must be funded to deliver quality services and to offer adequate capacity. Opex deficits must be funded, and capex must be made available for more buses/trains.

Asoke Mukerji, who retired after 37 years in the IFS as India’s Ambassador and Permanent Representative to the United Nations in New York, has rich experience in different aspects of multilateral diplomacy. He feels that the challenges facing multilateralism due to an ineffective UN Security Council are a direct threat to India’s core interests, and advocates reviewing the provisions of the UN Charter to serve India better. In this edition of The Gist, Ambassador Mukherji decodes the double standards at play in the U.N., traces the various forces at play stalling reforms, and explains why and how India can and must play a role in pushing for urgent reforms of the global body. Apart from the unfairness of the system which allows any one of the five permanent members of the Security Council, or P5, to veto resolutions without having to justify it, there’s another major reason. “India is expected to become the third largest economy in the world by 2047 or well before 2047,” he notes. “When you look at how India’s GDP is created, you come to this statistic that 50% of India’s GDP is from international trade. So if the world is fracturing and conflicts are growing, that is impacting directly on India’s own aspirations. So therefore India has to take the lead.” In this fascinating discussion which traces the history of the U.N. and how the P5, unwilling to let go of its powers, has consistently stalled any attempt at reform, Ambassador Mukherji spells out how India, as the voice of the Global South, can take the lead for change. In the Ministry of External Affairs, he led India’s international dialogues on countering terrorism, cyber issues, and supervised India’s participation in international organizations. He is presently a Distinguished Fellow of the Vivekananda International Foundation, New Delhi, and a member of the International Institute of Strategic Studies, London. He has published 8 books so far.
