My India seminar series under the auspices of the India Smart Grid Forum (ISGF) continues with a focus on grid storage. Full transcript and slides & video: https://lnkd.in/g8-UwPVD Three things emerged. Recently I published a reaction to a reaction on battery swapping. It can work if the batteries can be hoisted by hand such as in 2- and 3-wheelers, and it can work on same vehicle, same service load, same location, big fleets such as cement trucks where $1.1 million automated swapping stations in depots can be supported. When supporting multiple classes or manufacturers of vehicles, it falls apart. Truck stops aren't going to see swapping, but will see battery buffering. Gogoro was trotted out, as it always as is, but it's a typical SPAC disaster, with a collapsed stock price, losing $70 million a year. Then there's NIO of course, which so far is apparently succeeding where Tesla failed years ago, but I suspect that's short-lived. More significantly, China's fleet operators are buying almost 50% of trucks with swap-capable configurations. Data on how many are swapping is unknown, but my expectation that only the ones that meet the conditions above are. The ISGF studied this years ago and convinced the government to require two- and three-wheelers to be sold without batteries. Now there are a bunch of non-standard swapping firms, with swapping stations in every village. It's imperfect, but the vehicles are much cheaper and firms have filled the void. That's a place where regulation enabled swapping and the spread of vehicles of the size it works for. Still, lots of plug-in vehicles in India as well. Another point of discussion was vehicle-to-grid. I'm bearish on V2G, for a bunch of reasons explained in my articles on the subject and indeed in the transcript of the seminar. The ISGF is debating this, with some senior members pro, and others saying that school bus fleets that have spiky, non-peak service days are one of the few suitable use cases. The ISGF is running an experiment on this, and as I always agree, I could be wrong. Finally, there's the question of pumped hydro. The ISGF a few years ago did a grid storage requirement study and said, at least then, that India should lean heavily on batteries for grid storage due to the constraints on pumped hydro. It's built a lot of battery storage on its grid, as has every other country now. But early grid storage requirements are for fast response and power, and end stage requirements don't require more fast response storage or significant power, but do require massive energy. I urged the ISGF to return to the subject to explore 2030 and later requirements as lead times on pumped hydro are long. The Energy Task Force (ETF) has approved a proposal to invite bids for selecting a consultant to develop a roadmap for privatizing the power distribution companies (discoms) in Agra and Varanasi. This decision aligns with the Central government’s guidelines, which mandate the Uttar Pradesh Power Corporation Ltd (UPPCL) to appoint a transaction advisor to create a detailed plan for the privatization process. “Discussions were held in the Energy Task Force meeting regarding appointing a transaction advisor to prepare a roadmap for reforms in power distribution companies and preparing an RFP (Request for Proposal),” stated Chief Secretary Manoj Kumar Singh in a post on X (formerly Twitter) later in the afternoon. According to UPPCL’s proposal, the Agra discom will be divided into three entities, while the Varanasi discom will be split into two. These entities will then be transferred to private players under a public-private partnership model. “The ETF today approved the Request for Proposal (RFP) for the selection of a transaction advisor. Now, we will soon float the RFP to select the most suitable consultant through a competitive bidding process to help us carry out power sector reforms,” said a senior UPPCL official. The transaction advisor will be chosen through the Quality and Cost-Based Selection (QCBS) process. This decision represents a crucial step in the state government’s efforts to advance power sector reforms and privatization. Meanwhile, power sector employees have vowed to intensify their agitation in response to these developments.

Solar Energy Corporation of India issues RfS for selection of Green Ammonia Producers under SIGHT Programme of the National Green Hydrogen Mission (NGHM) India has taken a crucial step towards demand creation of Green Hydrogen and its derivatives in the country. Solar Energy Corporation of India (SECI) has issued Request for Selection (RfS) for Selection of Green Ammonia Producers for the production of Green Ammonia in India through cost based competitive bidding under Mode 2A of Strategic Interventions for Green Hydrogen Transition (SIGHT) Programme of the National Green Hydrogen Mission being implemented by the Ministry of New & Renewable Energy (MNRE). Big boost to green ammonia production:- The bidding for a total available capacity of 5.39 lakh Metric Tonnes (MT)/annum of Green Ammonia intended for production and supply will be carried out through e-bidding followed by e-Reverse Auction process. Green Ammonia produced will be supplied to the fertilizer companies. Strategic Interventions for Green Hydrogen Transition (SIGHT):- MNRE had earlier issued the Scheme Guidelines for implementation of SIGHT Programme – Component II: Incentive for Procurement of Green Ammonia Production (under Mode2A) of the NGHM. SECI has been appointed as implementing agency for this Scheme. Under the SIGHT Programme, MNRE has already allocated 4.12 lakh Metric Tonnes (MT)/annum of Green Hydrogen production capacity and 1.5 GW/ annum of Electrolyzer manufacturing capacity. National Green Hydrogen Mission:- The National Green Hydrogen Mission was launched on 4th January 2023 with an outlay of Rs. 19,744 crores up to FY 2029-30. It will contribute to India’s goal to become Aatmanirbhar (self-reliant) through clean energy and serve as an inspiration for the global clean energy transition. The Mission will lead to significant decarbonization of the economy, reduced dependence on fossil fuel imports, and enable India to assume technology and market leadership in Green Hydrogen. Electricity Tariff mechanisms & Industrial Growth C&I consumers pay ACOS to Discoms plus 20% as Cross Subsidy to enable Discoms to supply electricity to Domestic & Agriculture consumers, across India , under Tariff Policy guidelines. Although this practice is discriminatory but legal under Section 62 of Electricity Act. While Open Access is legal, it is dissuaded by Discoms where state Transco & SLDC support Discoms & Regulations also support this practice. Tariff process is annual excercise where tariff using TOD is fixed for entire year. Now, in many states, 40% Gap is seen between day & peak energy billing rates. Fixed charges are almost Rs 1.75- Rs 3.00 per kWh in many states. Power generation cum demand changes month to month, hours to hours, can be checked on Indian Energy Exchange (IEX) . Why Tariff Policy can not be revised and Tariff for C&I be fixed as Say Rs 3.50 per kWh fixed rate ( whether from Discom or in OA) and 120% of Energy charges as determined for each time block on IEX? #Reform_Tariff to ease access of electricity & maximum usage of electricity by C&I at their affordable times. Electricity Amendment Rules 2024 ⚡ India's power regulators must be lauded for enabling policy changes to help meet our energy targets (Adding ~470GW by 2031-32). The latest notification from the Ministry of Power has made it easier for large companies to add capacity. Key changes: 1. No licence is needed to set up transmission lines (to connect to the grid) for intra-state projects greater than 10MW and ISTS projects greater than 25MW. 2. Simplifying and standardising how wheeling charges are computed across states. 3. No additional surcharge (AS) if the consumer is maintaining contract demand. India's renewable energy sector is making significant strides! Union Minister Pralhad Joshi announced that approximately 151 GW of green energy projects are currently under various stages of implementation. Of these, 76.42 GW will become operational in the next 3-4 years, thanks to completed tendering processes. Speaking at the Mercom India Renewables Summit 2024, Minister Joshi highlighted the exponential growth in renewable energy capacity, which surged from 76 GW in 2014 to over 195 GW as of June 2024. Notably, solar power capacity has grown from just 3 GW to over 85 GW, and wind power from 21 GW to over 46 GW. #BluPine Energy is actively developing significant #renewable energy projects in Gujarat, India, focusing on both #solar and #wind power The Gujarat #WindFarm - BluPine Energy is a planned 100 MW onshore wind power project, currently in the permitting stage. It is expected to be commissioned in 2024, with the generated power sold to Gujarat Urja Vikas Nigam Limited (#GUVNL) under a long-term power purchase agreement at a rate of $0.038 per kWh for 25 years. BluPine Energy has also secured #financing for a 120 MW solar project located in #Sadla, Gujarat. This project has received ₹418 crore (approximately $50.1 million) from #HDFC Bank and is projected to generate around 3.23 lakh MWh annually, supplying power to about 270,000 households. The electricity will be sold to GUVNL under a similar 25-year agreement.
