Investor interest and growth witnessed by impact investing globally in the last decade have been robust. However, ambiguity exists regarding AIF vehicles addressing this space. Countering this, SEBI in India introduced Social Impact Funds (SIFs). SIFs are structured to invest in both for-profit and non-profit organisations. While we appreciate this thoughtful step toward strengthening the impact investing space in the country, there are certain questions that should be addressed to enable SIF to deliver optimal outcomes for all stakeholders. My latest article, co-authored by Ajay Raja (Senior Analyst, C4D Partners), raises these important questions and suggests changes that we believe will enhance the robustness and effectiveness of the SIF structure, ensuring a more balanced approach to social investment to generate impact combined with financial returns. Electricity Amendment Rules 2024 ⚡ India's power regulators must be lauded for enabling policy changes to help meet our energy targets (Adding ~470GW by 2031-32). The latest notification from the Ministry of Power has made it easier for large companies to add capacity. Key changes: 1. No licence is needed to set up transmission lines (to connect to the grid) for intra-state projects greater than 10MW and ISTS projects greater than 25MW. 2. Simplifying and standardising how wheeling charges are computed across states. 3. No additional surcharge (AS) if the consumer is maintaining contract demand. India’s Clean Energy Transition Requires a Delicate Balancing Act A balance between emission and growth warrants integrated energy planning, leading to a low-cost transition pathway for sustainable growth. Summary: India’s clean energy transition requires a delicate balancing act between economic growth and emission reduction, aiming to achieve sustainable development without compromising public health or energy security. With a focus on becoming a developed nation by 2047, India must ensure access to modern energy for all while adhering to its climate commitments. Energy accounts for around 75% of India’s greenhouse gas emissions, making it a key sector for transformation. India’s energy consumption, currently around 23% of China’s and 35% of the global average, will need to double by 2047 to meet growing demand. This requires integrating renewable energy sources (RES), improving energy efficiency, and addressing energy poverty, particularly in rural areas. Key initiatives include shifting from traditional biomass to cleaner fuels for cooking and increasing electrification in both urban and rural regions. Energy security remains a pivotal concern, with India heavily dependent on imports for crude oil, natural gas, and coal. However, the transition to cleaner energy will reduce fossil fuel consumption and increase the share of renewables to 40% by 2047. Nonetheless, the shift toward renewables brings new challenges, particularly in critical mineral dependency, as much of the world’s supply of key minerals like lithium, cobalt, and rare earth elements is concentrated in a few countries. Nuclear energy, often neglected in India, is expected to grow, particularly with the potential of Small Modular Reactors (SMRs). Additionally, gas, with its low emissions and health benefits, will play an important role in rural areas. The government’s efforts, including policies like Direct Benefit Transfer (DBT) and initiatives to reduce electricity subsidies, aim to promote energy efficiency and reduce the financial burden of the transition. NITI Aayog’s collaboration with the Ashoka Centre for a People-centric Energy Transition to co-design pathways for net zero by 2070 further underscores India’s commitment to long-term sustainable growth. We have written a sector report on the Indian power sector which breaks down the opportunities across the value chain. Please feel free to reach out if you need a copy. The main points are- Per-capita consumption of electricity in India reached 1327KWh in 2022-23 versus international average of >3600kWh. Power capex to be over $500 billion between FY24-32. A sustained period of peak power deficit has just begun. Renewable energy led by solar to reach 35% of the generation mix up from 13% currently. Storage and Transmission spending to be around $100 billion until 2030.

The Economic Survey is a critical document that precedes the Union Budget presentation in India.  Initially presented alongside the Union Budget from 1950-51 to 1964, it has since been separated and presented before the Budget.  It is compiled under the guidance of the Chief Economic Adviser (CEA), it comprehensively reviews India’s economic performance in the preceding financial year.  The survey informs budget priorities for the upcoming year and highlights sectors needing emphasis.  India has always had protectionist tendencies.  If they continue this with the carbon markets, it will not help their economy grow. India has taken a bold step by establishing a domestic carbon market through the Carbon Credit Trading Scheme (CCTS).  The Energy Conservation (Amendment) Bill, 2022, empowers the central government to create this framework.  The CCTS encourages industries and entities to reduce carbon emissions through market-based approaches, incentivising eco-friendly practices and enhancing farmers' incomes.  The Ministry of Power notified the CCTS, emphasising greenhouse gas emission intensity reduction targets and compliance requirements.  India's Nationally Determined Contributions (NDC) pledge is to reduce the emissions intensity of its GDP by 45% by 2030.  The CCTS aligns with India’s goal of achieving net-zero emissions and contributes to the country’s low-carbon growth trajectory. Developing a robust market infrastructure for carbon credits involves creating registries, monitoring systems, and standardised methodologies; ensuring transparency, security, and efficient trading platforms is crucial.  Establishing accurate baselines for emissions reduction is essential.  This involves defining the reference level against which reductions are measured.  Variability across industries and regions makes this task complex.  Rigorous verification processes are needed to ensure that emission reductions claimed by entities are genuine.  Monitoring emissions accurately and consistently is challenging, especially for small and dispersed sources. The CCTS should benefit all stakeholders, including marginalised communities and small-scale enterprises, ensuring equitable access to carbon markets is vital.  Carbon credit prices can be volatile due to market dynamics, policy changes, and global events.  Managing this volatility is crucial for investor confidence.  Coordinating the CCTS with existing policies, such as renewable energy targets and climate adaptation measures, is essential.  Avoiding conflicting regulations is a challenge. Building awareness and capacity among businesses, regulators, and financial institutions is necessary.  Training professionals in carbon accounting and trading is vital. Harmonising the CCTS with global carbon markets ensures seamless trading.  Collaborating with other countries on cross-border transactions is critical.
