Why can't the government create a corpus earmarked for healthcare from the humungous funds they garner from taxing tobacco products and alcohol? Why can't CSR funds of alcohol and tobacco companies be mandated for heathcare purposes? If the ideal solution of a tobacco ban is not possible, at least the proceeds should be utilised towards the treatment of diseases. Sadly, the budget only helps wealthy people become wealthier while leaving the poor poorer and the middle class struggling to fulfil basic aspirations. It has done nothing to improve the purchasing power of the aspirational Indian. Through the scarce allocations, notwithstanding the marginal hike compared to the prior year, the budget has only scratched at the surface of two pain points our country has been long enduring: that of a flawed education system and a fractured healthcare system, which are knowingly or unknowingly widening the rural-urban disparity with each passing day. Unemployment is an obvious offshoot of a blemished education policy, like how rise in disease incidence is the fall out of a lopsided healthcare model. Unless we bring uniformity in healthcare and education across the length and breadth of the country, we can never progress towards being an advanced nation in the truest sense of the word. When people get quality education and healthcare, they do well in life – whether in employment or entrepreneurship – and there is prosperity in every respect, what with better tax collections, robust infrastructure development, and more purchasing power in the hands of the common people. Time and again, we have seen the budget turning a blind eye to the universal care model in healthcare, and the voucher system in education. The former will ensure quality care to one and all through a cross subsidy model, while the latter will help parents from rural and deprived regions enrol in private schools of their choice though public funding programs.
