  • The Effect of Corruption on Entrepreneurship in Developed versus non Developed Countries

    Purpose – The purpose of this paper is to focus on the relationship between corruption and productive entrepreneurship in general and whether it depends on countries’ specific characteristics in particular.

    Design/methodology/approach – The authors used a unique data set of entrepreneurial activity within 176 countries, collected from the professional networking site LinkedIn. The authors used OLS regression to estimate the level of entrepreneurship. The main independent variable was the CPI score (Transparency International). In addition, two sub-samples were used, 70 less-developed countries and 34 OECD countries, and numerous control variables.

    Findings – The paper makes three important contributions to the field. First, it proposes worldwide empirical evidence that countries with high levels of corruption usually face low levels of productive entrepreneurship. Second, the paper suggests that the negative effect is much more significant in developed countries than in developing countries. Third, the paper explores whether the negative effect of corruption depends on country-specific economic characteristics.

    Research limitations/implications – While there is significant value in using LinkedIn data in entrepreneurship research, there are limitations to this database. Therefore, significant robustness tests were employed and further research, for instance using longitudinal LinkedIn data, could be valuable. Moreover, using different entrepreneurs’ data sets might increase the validation of the results. Finally, further examination of the influence of corruption on different types of entrepreneurial activities and their interaction with different characteristics of the country is still required.

    Originality/value – The results stress the need to fight corruption not only in developing countries and suggests significant gains from anti-corruption efforts even and maybe especially in the western developed world.

  • The Stickiness of University Spin-offs: A study of formal and informal spin-offs from 124 U.S. academic institutions

    This paper examines the cross-university variation in spin-off activity by faculty members from 124 U.S. academic institutions, using a unique database including data on founders of both formal and informal spin-offs. Accordingly, the rate of spawning founders is positively affected by the quality of the institution and its departments, the R&D expenditure of the institution, and the strength of the local cluster. In addition, we find that institutions with higher license revenues also have more spin-offs. In contrast to the traditional literature, we present evidence that both informal and non-local spin-offs are common and significant phenomena. Moreover, we find that the local cluster size and the university quality both increase the probability of spin-offs. However, when the relative quality of the institution is higher than the relative quality of the cluster, the probability of local academic spin-offs decreases.

Our paper makes important contributions to the research of both religion and entrepreneurship. First, it proposes empirical evidence in which the country's main religion significantly affects its level of entrepreneurship at the macro level. Second, it adds to our theoretical understanding of the mechanisms that characterize the effects of religion on entrepreneurship. We suggest that macro effects of religion as part of the country's culture and institutions affect the country's level of entrepreneurship beyond the direct effects of religion on the behavior of the religion's members in the society.

    NC presents a case of a successful transition from a traditional manufacturing economy to a knowledge economy. The most successful part of this transition was a policy-led development of a biotechnology cluster in the Research Triangle.
    While Israel also presents a case of a successful transition from a low-tech economy to a knowledge-intensive economy, Israel failed to develop a successful biotechnology cluster. We suggest that this failure is mostly due to a failure to implement policy to encourage such development.

    Knowledge-intensive activities are known for their tendency to concentrate in central locations. We analyze the location considerations of various categories of knowledge-intensive sectors, based on the Israeli experience. We find that as the activity of a company becomes more more knowledge-intensive, the geographical location pattern tends to become more concentrated in metropolitan locations and prime cities.

    This paper presents the results and policy implications of a study that examined the spawning of founders who had previously been employed at large corporations. We found that spawning of founders is positively associated with the parent companies' productivity, innovativeness, and headquarter location. Furthermore, we found that the spin-off per employee rate is higher in smaller establishments. We also found that the local entrepreneurial culture is significant in explaining local spawning of founders. Finally, we present new empirical evidence on the crucial role of successful homegrown companies in regional cluster development. More specifically, we found that the existence of successful homegrown companies is significantly correlated with the level of the regional entrepreneurial activity. This finding is consistent with the finding of many cluster development case studies. Thus, we argue that successful homegrown companies have a unique role in cluster development. This role can seldom be replaced by nonhomegrown companies. This is related to the notion that prior to the development of an entrepreneurial cluster, some intangible precondition should be realized such as the appearance of local role models and a shift toward a more entrepreneurial culture. In a more general perspective, these results support the notion that knowledge-based regional development is a complex process that requires a long-term and continuously adjusting supporting policy rather than being based mainly on attracting established companies' R&D centers to the region.

    Despite many attempts to develop high-impact venture capital (VC) policies, most VC markets in Europe are still underdeveloped. Many of these policies were based on 'traditional' (Rosiello et al, 2009) VC policy involving a mix of monetary incentives and institutional changes. In this article, we present an alternative evolutionary VC policy, which is based on a dynamic analysis of emergence processes and on the co-evolution between VC and entrepreneurship, as well as on a dynamic and adaptive view of policy. The article presents four case studies of VC development: Israel, UK, Scotland, and Germany. Evolutionary VC policies rely on few major factors: i) a strategic objective and a long-term commitment to enhancing VC market and high-tech cluster emergence and development, ii) a phased-policy portfolio including both direct and indirect VC-policy components, and iii) a dynamic policy process, which is adaptive to the specific context.
