As I note in this RTE piece, the ECB delivered an early Christmas present to borrowers at its final meeting of the year, reducing interest rates by a quarter-point, in what was the fourth cut of 2024. New staff projections show the disinflation process is well advanced in the Euro area and have GDP expanding in 2025. The growth outlook for the zone is not overly stellar though; there is uncertainty related to political developments in France and Germany and global trade tensions pose a risk. While President Lagarde didn’t pre-commit to a particular path for interest rates today, EY’s expectation is that she and her colleagues will be ringing in the New Year with further cuts. The Central Bank of Ireland (CBI) recently confirmed the creation of the Innovation Sandbox Programme in 2024 My immediate follow-up question was how it differed from the European Securities and Markets Authority (ESMA) regulatory sandbox? Interestingly, they both share similar goals and objectives but differ in several key aspects: Here’s how 👇 📌 Scope and Focus ESMA’s sandbox is #broader in scope, focusing on fintech and blockchain applications both for #regulated and #unregulated entities. The CBI on the other hand is more #targeted on specific #themes which will help to concentrate efforts on specific areas of innovation, especially in financial services. 📌 Application Process ESMA’s sandbox has a more #structural application process where only suitable types of firms can apply and are further held accountable for their actions. The CBI Innovation Sandbox are open to #all participants looking to develop in fintech and will be more transparent, supporting participants and helping them understand the requirements and expectations. 📌 Risk Management #ESMA will ensure that relevant risk-mitigating #measures are in place before permitting the live testing. Things like financial #guarantees, to protect participants from undesirable outcomes. CBI approaches risk through the lens of an #outcome-focused #proportional approach. 📌 Collaboration ESMA collaborates with industry experts, academics and the public to help further develop the sandbox experience. Where CBI is focused on enhancing its #Innovation Hub to deepen its engagement with the sector. (#Fun fact: Enquiries from firms in the crypto and blockchain sector remained the highest sector for enquiries in 2023. The majority of the firms engaging were seeking to discuss the Virtual Asset Service Provider (VASP) regime and the new EU MICAR regime) 📌 Timing ESMA’s sandbox is already operational, while the #CBI sandbox is expected to begin operations in Q4 2024. -- Blockchain Ireland (BI) was a key contributor to the rigorous three-month public consultation conducted by the Central Bank of Ireland. New research published by the Banking & Payments Federation Ireland Ireland (BPFI) shows that many homeowners lack knowledge about their mortgage options and are not familiar as to how to secure an improved mortgage deal. AIB has raised €650 million from its latest green bond issuance as part of plans to finance projects with ‘clear environmental and climate action benefits’. AIB announced this week that it raised €650 million of Tier 2 sub-ordinated bank capital, which the bank said marked its second green capital issuance and its sixth green bond in total. “Sustainability is at the heart of our Group strategy as we seek to protect our people, our prosperity and our planet from the devastating impact of climate change by reducing our own carbon footprint and supporting our 3.3 million customers to do the same,” said AIB Chief Executive Colin Hunt. “We achieve this in many ways including by backing major investment in energy and climate action infrastructure and by supporting our personal customers with discounted green mortgages to buy energy efficient homes and green personal loans to fund retrofits or the purchase of electric vehicles.” AIB has raised a total of €4.65 billion from the issuance of green bonds. AIB’s bond was issued at a level of MidSwaps + 190bps, equating to a coupon of 4.625%, with over 220 investors on board. The lead arranger group on the issuance comprised Goodbody, HSBC, ING, J.P. Morgan, Morgan Stanley and NatWest Markets Plc. “Our ambition is that 70% of AIB’s new lending will be green or transition by 2030. And we are making real progress towards achieving that goal through the deployment of our €30 billion Climate Action Fund,” added Hunt. “The more green lending we do, the more green capital we can raise as investors are attracted by our strong ESG credentials. Green bonds are a key part of the transition finance toolkit as they enable capital to be directed towards key green and transition activities. The success of yesterday’s transaction further underlines AIB as a national climate action champion with a very strong capital and financial position.” #cleanenergy
