Interesting spot of significant direction from Department of Finance Ireland to the National Treasury Management Agency ("NAMA") regarding preparatory work required in relation to the Conclusion of Irish Bank Resolution Corporation Special Liquidation and Dissolution of the National Asset Management Agency "Re: Memorandum to Government on 2nd July 2024 relating to the General Scheme of the above mentioned Bill. Following Government's approval of the proposal to draft the Bill along the lines of the General Scheme, my Department is now working with the Attorney General's Office and the Office of Parliamentary Council to draft the Bill. The Bill provides inter alia for the residual assets and liabilities associated with the conclusion of the Special Liquidation of the Irish Bank Resolution Corporate (In Special Liquidation) ("IBRC") to the National Asset Management Agency ("NAMA"), at end 2024 / early 2025. The Bill is a priority piece of legislation for the Government. It is therefore important that appropriate support is provided by NAMA on an interim basis to undertake all necessary preparatory work required to facilitate the proposed transfer of residual activity from IBRC to NAMA pending enactment of the Bill. This support will ensure that operational activity can commence following the passage of the Bill. Therefore, and in accordance with Section 13(l)(d) of the Irish Bank Resolution Corporation Act 2013, I hereby direct NAMA to undertake all necessary preparatory work in respect of the transfer of residual activity of IBRC to it. This direction is given pending the enactment of the Bill, currently being drafted, which, when enacted, will facilitate such legal transfer. I direct NAMA to incur such costs as NAMA considers necessary or expedient in connection with this direction, and an estimate of these costs should be incorporated in the NAMA budget process".

Interesting new data from Eurostat reported by Irish Independent last week show that the proportion of 18-34 year-olds living with parents in Ireland fell sharply in 2023, but remains above the EU average. The sharp decline is not surprising for two reasons. Firstly, it reflects an unwinding of a temporary return to the family home by many young adults during the Covid pandemic. Secondly, various Government schemes which facilitate the formation of independent households were introduced, enhanced, or extended in early 2023. Looking at the graph below, it is striking that Ireland only dipped below the EU average between 2009-2015 when a net 88,000 people aged 15-44 left the country. https://lnkd.in/eaUvdB5D

We've submitted our 2025 pre-budget submission, asking the Government to continue its investment into the independent production sector to ensure continuity and address specific issues. Through this document, we seek to enable the sector to become an even greater player in terms of creative and cultural output in screen content production.   As evidenced by the last year, Irish screen content and Irish stories matter and are being heard. There is an appetite for indigenous Irish content that serves the population of Ireland and overseas. SPI has a vision for the sector that sees an increase in the development of Indigenous Irish productions, increased investment through incoming productions, and more Irish stories being told.   In this document, SPI calls for support to national broadcasters, RTÉ and TG4, without which the independent production sector would struggle to produce quality Indigenous programming; A much-needed regional development plan, to ensure growth outside the Dublin/Wicklow hub and support an all-island industry; Fiscal incentives for production, including the unscripted production incentive, a response to the recent UK tax incentive, and attention to the Section 481 Gaeltacht Uplift; An introduction to the AVMSD content production levy; An increase to Screen Ireland’s capital fund by €5M; and Fund-specific rounds of the Coimisiún na Meán Sound and Vision Fund on climate change and emerging voices content. Today we launched the Cork Chamber Local and European Election Manifesto. We want all candidates to be as ambitious for Cork as we are, and we are calling on them to: 🌆 Support urban evolution and increase housing unit supply by forming a taskforce to explore solutions to the current barriers that prevent the conversion of vacant and derelict buildings into housing units. ⚡ Formulate a coherent plan for Cork to capture the full value of offshore renewables - from the supply chain, to potential new industries and innovations in order to maximise the potential energy system integration in the region. Integral to this is advocating for Port of Cork funding to build the critical infrastructure to support sector. 🌍 Support Cork as a sustainable city by securing funding to deliver on its Climate Neutral 2030 with a secure, dedicated funding stream and work to deliver a light rail option for Cork metropolitan area in the next 10 years. 🚋 Work to accelerate the delivery of all key projects including housing, public transport infrastructure and key road projects. 📈 Support a pro-business environment by being conscious of the impact that policy decisions have on SMEs and promote policies that ease the burden on smaller businesses.

I talked to Claire Byrne on RTE this morning about heightened Revenue interest in whether employers are applying #BIK tax charges to staff hospitality. Listen back from 1hour 4min mark: https://lnkd.in/e7N87R8Z While I fully recognise that Revenue has to operate within the realms of the current #tax legislation, treating sandwiches, biscuits or tea/coffee provided to staff at team meetings as a #benefit-#in-#kind is taking it too far. These are #working lunches which are part of the normal commercial operation of a business and many staff wouldn't perceive them as a benefit. The #cost and #administration of this tax charge is crippling for many small businesses and as a result many are culling these small extras - which will have an impact on staff morale. Contrast this to the larger companies who have staff canteens and where no BIK arises.
