The JR West Train Derailed (2005) At around 9:18 am on 25 April 2005, an uphill rapid train (7-car formation) from Takarazuka to Doshisha-mae stations derailed while travelling between Tsukaguchi and Amagasaki stations on the JR Fukuchiyama Line. The train was travelling on a right-hand curve with a radius of 304 m and the speed limit was set at 70 km/h. However, the train in question was travelling at a speed of at 116 km/h. The train failed to complete the curve and the first five cars derailed, while the first and second cars collided with a building on the left. This accident killed 106 passengers and the train operator, and injured 562 people and one person passing nearby. According to the commentary on the accident investigation report, the train in question overran by approximately 72m at Itami station, where it had stopped immediately before the accident. Then the train departed approximately 1 min 20 sec behind schedule. The first Asia regional summit was held in Suwon , South Korea. It was a precious occasion where the three key figures of the foundation appeared together at the press conference for Chinese media. From the questions raised by the media, it shows that Chinese companies initially joined the foundation seeking support for open-source technologies to expand into international markets. Now, they are inviting the foundation to collaborate on local open-source projects. The Red Feather Rises: Hope in the Ashes of War（1947） On November 25, 1947, the Community Chest Movement began in Japan as a national mutual aid initiative. Due to the prolonged war, there was an overwhelming number of people in dire circumstances - bereaved families of the deceased, air raid victims, repatriates from former colonies, returned soldiers, families of those still detained in places like Siberia, and those who lost their jobs in war-related industries - all lacking basic necessities such as housing and food. It is said that over 900,000 households, totaling 3.16 million people nationwide, required assistance. While the rescue of war orphans who had lost their parents and relatives was particularly urgent, social welfare facilities had severely decreased. With public welfare systems still inadequate, the Community Chest Movement was initiated, inspired by similar efforts in the United States, to raise funds for these facilities. In just one month, donations reached 600 million yen, equivalent to approximately 150 billion yen in today's value. Donors received badges inscribed with "Community Chest." Following the American practice of using red-dyed waterfowl feathers, Japan began using red dyed feathers as symbols from 1948. In his maiden piece earlier this week since joining CNA Digital international desk, GIM SIONG LEE looks at the visit by Vietnam's new Communist Party chief to China, which took place amid Hanoi's efforts to advance ties with a host of other countries to balance the Chinese panda on its doorsteps. What do both sides want from this visit? How was it influenced by events leading up to the visit? What would closer ties between the two neighbours mean for them as well as for regional dynamics and stability? The challenge in reporting on bilateral visits and ties is to avoid reporting the diplomatic jargon. Almost all government press releases on any bilateral visits would cover these three key points: affirming ties, deepening cooperation, and discussing bilateral/regional issues. Finding a sharp and accurate angle to the story is key and in this piece, hopefully we've managed to do so.

Beijing must watch out for the strategies of new Japanese Prime Minister Shigeru Ishiba as he seeks to recast Japan’s military partnership with the US, and also for whether he reaches out to Taiwan, according to observers. Past weeks have seen headline-grabbing security proposals from Ishiba, who took office on Tuesday after being elected leader of Japan’s ruling Liberal Democratic Party (LDP). These included a call to form “an Asian version of Nato”, stationing Japanese troops on the US base in Guam, and a rethink of the US nuclear posture in the region to ensure deterrence. Ishiba’s stance on Taiwan might be another issue causing friction with Beijing, experts said, which deserves attention for Ishiba’s moves relating to Taiwan. SCMP : How John Lee’s policy address sets Hong Kong up for success / 李家超的施政報告 如何為香港開拓成功之路 Hong Kong Chief Executive John Lee Ka-chiu delivered his third policy address on October 16. As expected, he opened with an iteration of Beijing’s expectations of Hong Kong and the city’s institutional strengths under “one country, two systems”, plus the completion of its constitutional duty to enact national security legislation. Though economic competitiveness was not billed as the chief selling point, there was a noticeable shifting of gears to double down on the economy. The growth-enhancing measures announced are timely and necessary. Hong Kong’s economy faces stiff competition from nearby cities in mainland China. The downturn in the property sector has sharply cut government revenue and greatly dimmed the outlook for the construction, engineering and related professional sectors. When unveiling his economic programme, Lee introduced measures to strengthen Hong Kong’s status as an international financial, shipping and trade centre. Finance, shipping and trade have become priorities for the city in China’s national five-year plans. In Lee’s address, he touted other measures to enhance Hong Kong’s strengths in a multitude of areas, from developing a “headquarters economy” to consolidating the city’s edge in international aviation, liquor trading, legal services, intellectual property rights, medical innovation and postsecondary education. Hong Kong is a leading service provider and robust international demand for its services is fundamental to the city’s economic well-being. A number of bright spots stand out in the panoply of demand-enhancement measures. New initiatives to build Hong Kong into an international gold storage, trading and settlement centre, as well as a venue for metals and minerals trading, call for special attention, but they should not come as a surprise. In hindsight, the importance of trading in gold to Hong Kong should have been a focus much earlier. Hong Kong has long been one of the world’s foremost gold trading centres. The Chinese Gold and Silver Exchange, founded in 1910, has a wealth of experience in trading physical gold and silver. The spotlight on metals and minerals trading should not come as a complete novelty, either. As Taiwan’s new president takes office today (May 20), what could lie ahead in its ties with Beijing and in turn, Southeast Asian states? That's what Woon Shin Wong and Lakeisha Leo try to address in this piece. Some observers believe China is set to wield bigger ‘carrots and sticks’ over Taiwan. As it is, ahead of Mr William Lai’s inauguration later today, China has been keeping up military pressure while easing some travel and import curbs. Experts say its message to the self-governing island is clear: Taiwan will reap benefits if it plays ball in forging deeper cross-strait integration but face reprisal should it try pushing further away from China, which sees the self-governing island as part of its territory to be reunified with the mainland. An observer says doing so before Lai’s inauguration could allow China to cast itself as benevolent and to cast Taiwan as spurning China’s overtures. “If China escalates pressure on the new Lai administration following the inauguration, Beijing can claim it offered concessions that were ignored,” he added. Intriguing, challenging times lie ahead for sure.

One of the things we try to do at The Straits Times is to draw connections across the region. Here is a look at how Taiwan companies are rekindling their romance with South-east Asia as they strive to diversify away from China. But it sometimes has to be a clandestine affair. As one Taiwanese businessman with factory operations in Thailand tells Waiyee Yip, they try to keep their heads down as the influence of China looms large, even in third-party countries. And due to language barriers, a fierce battle has erupted for tech workers and interpreters alike. Ultimately, the fact is that China remains a highly attractive manufacturing base. And this latest southbound overture has to be but one in Taiwan’s arsenal of strategies to survive and thrive.
