HKEX to Digitalise ETP Servicing Capabilities with Online Platform Hong Kong Exchanges and Clearing Limited (HKEX) is pleased to announce today (Tuesday) plans to digitise and automate the in-kind creation and redemption process for relevant exchange-traded products (ETP) in 2025 through the adoption of a web-based platform, subject to technical readiness and regulatory approval. This platform will be integrated into the ETP creation and redemption process, connecting key ETP participants with the use of Distributed Ledger Technology (DLT) and smart contracts, and will help increase overall ETP market efficiency, supporting the continued growth of secondary market activity for ETPs. Most Hong Kong SMEs face a highly unsatisfactory banking experience, especially when it comes to lending, reflecting extensive documentation requirements, the need for collateral and/or personal guarantees, and a lack of transparency in processing times along the lending journey. To this end, we have identified key challenges being faced by SMEs along their lending journey: 1.    ACQUISITION SMEs face challenges when choosing between different loans on offer due to the lack of availability / limited transparency of loan details, requiring extra effort to visit or call lenders for more information. While preliminary loan approval timelines are highlighted by some lenders, the approval process itself remains undisclosed. 2.    ONBOARDING / ACCOUNT SETUP Onboarding times often stretch far beyond what’s promised, with traditional banks taking as long as 96 days, virtual banks 11 days, and NBFIs 9 days to set up an SME account. These long delays are a function of relatively opaque documentation requirements and regular back-and-forth meetings / calls with RMs. A number of traditional banks also continue to impose minimum deposit requirements (going as high as HKD 200,000+) to set up a business banking account. 3.    LOAN APPLICATION / MONETISATION Traditional banks tend to stick to tried-and-tested hybrid or offline methods for SME loan applications, with SMEs needing to fill out and submit considerable amounts of physical paperwork and conduct branch visits. The complexity of document requirements, from tax documents to personal guarantees, coupled with recurring document requests, adds to the challenge. Like onboarding, most SMEs often find themselves in a waiting game, as processing SME loans takes considerably longer than advertised (i.e. up to 6-10 weeks). 4.    ACCOUNT MAINTENANCE Throughout the loan period, lenders conduct periodic account reviews to adjust their loan terms accordingly. Reviews are often conducted at random and typically require additional documents to be presented during in-person visits or calls with RMs. 5.    LOYALTY / RETENTION Due to the lack of active engagement initiatives from local lenders, there is minimal ongoing engagement with most SMEs beyond transactional interactions, stifling long-term loyalty. Ultimately, addressing these operational inefficiencies is essential to streamline the lending journey. E9pay's CEO, Hyuk Goo Jeon, and FX Team Manager, Philip Choi, recently participated in Bank of Korea's 2nd Cross-border Payments Task Force meeting on April 16th. This gathering of major Korean banks and fintech companies focused on tackling inefficiencies in the nation's international money transfers system. This initiative aligns with the #G20's 2020 roadmap for faster, cheaper, more transparent, and accessible cross-border payments. The BIS Committee on Payments and Market Infrastructures (#CPMI) and the Financial Stability Board (#FSB) advocate for global collaboration between public and private sectors to enhance cross-border payment systems, regulations, and data exchange standards. The Bank of Korea Task Force meetings are a key step in implementing these goals within Korea. Key Takeaways on #Korea's Cross-Border Payments: 🔑 Fintech Disruption in Small Value Transfers:  Fintechs are capturing the small remittance market with #faster processing (mostly within 1 hour) and #lower fees (around 2%) compared to banks (whose fees range from 2.45-4.72% according to World Bank’s Remittance Prices Statistics, Sept 2023). 🔑 Local currency linkage potential and Challenges:  The meeting explored the potential of linking domestic payment systems with local currency options in Thailand, Indonesia, and India. This strategy could offer benefits, but #challenges like the lack of direct local currency markets and bank liquidity needs require solutions. 🔑 Korea boasts low fees but slow processing:  Despite having the #lowest fees (2.45-4.72%) among G20, Korea faces hurdles with processing speeds for both inbound and outbound remittances, falling below the FSB's target. 🔑 Data accuracy questioned:  World Bank's survey on Korea's remittance fees might be #overestimated, highlighting the need for more data. New name for Hong Kong virtual banks to boost trust In a bid to enhance public trust in new banking technologies, the Hong Kong Monetary Authority (HKMA) is considering renaming "virtual banks" as "licensed digital banks." This rebranding initiative stems from a desire to align public perception with the robust regulatory standards these institutions meet, akin to traditional #banks. Virtual banks in Hong Kong have experienced significant growth, reporting a customer base expansion to 2.2 million—a 20% increase year-over-year. Financially, these banks saw deposits rise to HK$37 billion (approximately US$4.7 billion), a 23% increase, and loan volumes grow by 19% to HK$19 billion. This growth trajectory coincides with a surge in online activities prompted by the COVID-19 pandemic, which also unfortunately correlated with increased online fraud. Incidents of deception involving financial transactions surged by 55.2%, affecting a staggering HK$900 million in just the first quarter. The renaming strategy by #HKMA aims to enhance digital banks' image and solidify their position as secure, reliable institutions amidst rising cybersecurity threats. By shedding the "virtual" tag, banks hope to assert their equivalence in safety and reliability to traditional banks, thus fostering greater consumer confidence in digital financial solutions.
