HKMA(26/4/24) – The Hong Kong Monetary Authority (HKMA) launched today (26 April) the FiNETech series, gathering around 100 banks, securities and insurance companies as well as technology firms to explore next-level collaboration in the areas of Wealthtech, Insurtech, Greentech, Artificial Intelligence (AI), and Distributed Ledger Technology (DLT).  Building on the Tech Baseline Assessment under its “Fintech 2025” strategy, the HKMA aims to capitalise the vast growth opportunities in five Fintech business areas and technology types, as well as the substantial benefits that the wider financial services sector can derive from an expanded network of local Fintech solutions. Through FiNETech, financial institutions will have one-stop access to the latest information about sourcing options provided collectively by the technology community. FiNETech is supported by financial regulators, industry associations as well as technology communities, and powered by market experts. Financial institutions, together with strategic technology partners connected via FiNETech or otherwise, can jointly approach the HKMA’s Fintech Supervisory Chatroom on innovative Fintech proposals. The HKMA’s Fintech Supervisory Sandbox 2.0, which is linked up with other financial regulators’ Sandboxes, will also be available for testing and obtaining early supervisory feedback on the proposals before full adoption. In the next six to twelve months, the HKMA will expand the joint efforts in Fintech areas through FiNETech series: to zoom into the themes of AI, including Generative AI, as well as DLT and Greentech through further FiNETech sessions, and in collaboration with the supporting organisations, industry associations and market experts; to make tangible progress in Fintech adoption by banks and other financial institutions; to follow up on innovative cases and share good industry practices; and to issue further practical guidance for the priority themes, where appropriate, also making reference to global development and international experience. We are thrilled to announce the successful completion of the initial phase of six innovative tokenisation use cases under the Ensemble Sandbox, an innovative distributed ledger technology (DLT)-integrated financial market infrastructure that is supporting the development of the tokenisation market in Hong Kong. Since its launch in August 2024, the Ensemble Sandbox has been at the forefront of exploring innovative tokenisation use cases with an initial focus on using tokenised deposits. Our collaborative efforts with industry participants have focused on four key areas: 📈Fixed Income and Investment Funds  - Digital Bonds: HSBC successfully settled digital bonds issued on its digital asset platform “HSBC Orion” using tokenised deposits. - Money Market Fund: A partnership between Bank of China (Hong Kong) and BOCHK Asset Management Limited has successfully tokenised a money market fund, settling subsequent transactions through tokenised deposits. 💧Liquidity Management  - Treasury Management: A collaboration between Ant International and HSBC successfully conducted real-time cross-bank transfers for intra-group treasury management using tokenised deposits. 🌱Green and Sustainable Finance  - EV Charging Stations: Ant Digital Technologies and LongShine Group tokenised revenue streams from EV charging stations into a real-world asset fund token, followed by the distribution of the tokenised fund units with trade settlement via tokenised deposits. 📦Trade and Supply Chain Finance  - Trade Finance Payments: Standard Chartered Bank (Hong Kong) Limited digitalised the credit bill negotiation transfer process through tokenisation. - Electronic Bill of Lading Transactions: A collaborative effort between Ant Digital Technologies, Hang Seng Bank Limited, HSBC, and the Global Shipping Business Network (GSBN) Limited enabled the settlement of tokenised electronic bill of lading transactions via tokenised deposits. The above use cases not only demonstrate the technical and commercial potential of tokenisation, but also pave the way for innovative business models and tokenisation applications in Hong Kong. HKMA Launches Project Ensemble to Drive Tokenisation and Embraces GenAI Innovation   The Hong Kong Monetary Authority (HKMA) has taken a major step in advancing financial innovation with the launch of Project Ensemble, a #sandbox designed to explore the use of tokenised assets, deposits, and wholesale central bank #digitalcurrency (wCBDC) in interbank settlements. This initiative will focus on key areas such as fixed income, green finance, and liquidity management. Additionally, HKMA has issued a new circular establishing principles for the responsible use of #GenerativeAI in customer-facing applications, ensuring transparency, fairness, and data privacy.
