Should ACT require the formats for rules to be localizable?

Rules may be described in different document formats, but the formats
must be accessible. The descriptions may be in any language. This
suggests that translations can be expected and thus that the chosen
document formats should be required to be localizable.

The AG WG responded with a suggestion to add the words ‘and
localizable’, giving: ‘an accessible format also makes
internationalization and localization of ACT Rules easier.’

This is not normative text, but I think it is good enough. I propose to
accept it and close the issue.

… It would be nice to say that the human-readable bits need to be localizable.
… They are not saying anythign about localization in here.
… So not close the issue, but they should add text that says ACT Rules should be localizable and can appear in multiple languages.
