@hsyl20, can I call upon your expertise again? GHC 9.12.20241014 is released (the version is an error, it was intended to be GHC 9.12.0.20241014; that will be fixed in the next alpha).

There have been extensive changes to the GHC project's compiler/GHC/Iface/Binary.hs since GHC 9.10.1, but I am finding it difficult to follow what the significance of them is for the limited use hi-file-parser makes of *.hi files.
