Makefile.in: Add instrumentation configuration in releasecheck target

Same as in tcpdump.

Cirrus CI: Add the binutils-dev package, Linux task.
It is needed to build with --enable-instrument-functions.

[mirror] tcpslice concatenates multiple pcap files together, or extracts time slices from one or more pcap files.
