Retire Tru64 UNIX and Ultrix support.

The last Tru64 UNIX release was in 2010, the last Ultrix release was in
1995; both operating systems have Packet Filter as the packet capture
interface.  See also commits f377e14d4c9c24 and 25eb65a.

In extract.h leave the condition that tests for __alpha or __alpha__
intact because Linux, NetBSD and OpenBSD still support Alpha hardware.
