🔴 It has been three years since Russia launched its full-scale invasion of Ukraine. ⬇️ Russia's brazen aggression should have been a wake-up call to the international community about its enabling role in the rise of kleptocracies. It should have led to long-term measures to curb their complicity in transnational corruption and money laundering – originating from Russia and beyond. Despite early promise, such long-term measures are elusive today. What's more, efforts to target Russian kleptocrats and their assets are suffering a serious setback. At first, Western governments seemed united in the view that Russian elites complicit in this devastating war should face consequences. They unleashed a series of targeted sanctions against oligarchs, high-level public officials and other Putin-linked individuals and entities, promising to hunt down their illicit assets. They also recognised that these major loopholes – which allowed Russian kleptocrats to invest their illicit gains into their economies in the first place – would hinder the enforcement of these sanctions. Acknowledging the need for coordination and information-sharing, they created the multilateral Russian Elites, Proxies, and Oligarchs (REPO) task force. Additionally, several countries set up national task forces to implement sanctions, but most focused on coordination. The US government’s KleptoCapture Task Force was special because it had a distinct asset-tracing mandate. Their work has led to enforcement actions and charges related to sanctions violations and money laundering, as well as asset forfeiture. Reporting back on their actions last year, the US Department of Justice announced that KleptoCapture had “restrained, seized, and obtained judgments to forfeit nearly $700 million in assets from Russian enablers”. This is no easy feat, even if it is likely only a fraction of suspicious Russian assets either located or linked to the US. At a time when cross-border cooperation to trace and target illicit assets is sorely lacking, task forces like KleptoCapture and REPO should become permanent and integral parts of the international framework to disrupt dirty money flows worldwide. Instead, earlier this month, the newly sworn US Attorney General Pam Bondi disbanded the KleptoCapture Task Force in a troubling move that weakens the fight against transnational corruption and kleptocracy. Transparency International U.S. strongly urged the Attorney General to reconsider this decision. (Check their statement in the comments) With the fate of the REPO task force unclear, we are now back where we were three years ago. 🚨 Giving a free pass to kleptocrats is not only a short-sighted decision. It is a strategic choice to promote impunity, which will further embolden kleptocratic regimes to wreak even more havoc on our societies.

There are claims of foreign interference, such as Elon Musk's support for the far-right Alternative for Germany (AfD) party and Russian-linked disinformation campaigns online. On top, worries about opaque campaign donations are increasing concerns about the integrity of the elections. The Corruption Perceptions Index is one of the most well-known global indicators of corruption, but it doesn't cover ALL types of corruption. Issues like money laundering, tax fraud and corporate corruption are not included. In other words, the CPI is not the whole picture, but it’s an essential piece of the puzzle.
