- L’Union générale des israélites de France (UGIF) est un organisme créé par une loi française du Gouvernement de Vichy du 29 novembre 1941 à la suite d'une demande allemande au cours de l'Occupation de la France pendant la Seconde Guerre mondiale. Sa direction et son secrétariat étaient établis à Paris, au 19, rue de Téhéran (8e). L'existence légale de l'UGIF est abrogée par l'ordonnance du Gouvernement provisoire de la République française du 9 août 1944. La mission de l'UGIF est d'assurer la représentation des Juifs auprès des pouvoirs publics, notamment pour les questions d'assistance, de prévoyance et de reclassement social. Tous les Juifs demeurant en France sont tenus d'y adhérer, les autres associations juives ayant été dissoutes et leurs biens donnés à l'UGIF. Les administrateurs de cet organisme appartiennent pour la plupart à la bourgeoisie juive française, administrateurs nommés par le Commissariat général aux questions juives, la structure initiée par le gouvernement de Vichy à l'instigation des nazis pour renforcer les persécutions antisémites. Pour financer ses activités, l'UGIF peut puiser dans un fonds de solidarité alimenté par les revenus tirés de la confiscation des biens juifs. Le rôle de cet organisme a soulevé beaucoup de controverses, notamment en raison de son légalisme qui a transformé les bureaux de l'association ou les maisons d'enfants qu'elle patronnait en véritables souricières particulièrement vulnérables aux rafles de la Gestapo. Composé essentiellement des éléments conservateurs de la bourgeoisie juive assimilée, elle a été clairement accusée par des auteurs issus des milieux juifs de gauche d'être une instance de collaboration avec le régime de Vichy, tant sur le plan idéologique qu'administratif. L'UGIF a notamment proposé à environ 700 juifs de la Région parisienne en 1941 d'aller travailler pour la WOL (administration agricole nazie) en Zone Interdite, dans les Ardennes, qui ont finalement été déportés en 1944. Son action était en effet fondée sur le postulat selon lequel la question juive en France était un problème d'immigration et de réfugiés juifs d'Europe orientale et centrale, et que les Juifs français, eux assimilés à la bourgeoisie française, pouvaient bénéficier d'une certaine ambiguïté de la part du régime de Vichy. Malheureusement, à partir de 1943 et de l'accélération de la Solution finale en Europe, cette fiction va s'effondrer et la politique collaborationniste des dirigeants de l'UGIF les conduira directement à la déportation à Auschwitz. Après la guerre, un jury d'honneur sera constitué, dans un relatif secret, sans vraiment trancher sur la nature collaborationniste ou non de l'UGIF. La publication tardive des carnets d'un des dirigeants de l'UGIF, par un historien israélien, permet de comprendre, selon Claude Levy, le frère de Raymond Lévy, qu'une des sources du collaborationnisme de l'UGIF et de ses membres dirigeants, provenait de leur attachement personnel au maréchal Pétain et de leur confiance en Xavier Vallat. - The Union générale des israélites de France (General Union of French Jews; UGIF) was a body created by the antisemitic French politician Xavier Vallat under the Vichy regime after the Fall of France in World War II. UGIF was created by decree on 29 November 1941 following a German request, for the express purpose of enabling the discovery and classification of Jews in France and isolating them both morally and materially from the rest of the French population. It operated in two zones: the northern zone, chaired by , and the southern zone, under the chairmanship of . The mission of the UGIF was to represent Jews before the public authorities, particularly in matters of assistance, welfare and social reintegration. All other Jewish associations in France were dissolved and their assets donated to the UGIF, which all Jews living in France were required to join. The administrators of this body mostly belonged to the French-Jewish bourgeoisie, and were appointed by the Commissariat-General for Jewish Affairs (CGQJ), the structure which had been initiated by the Vichy government at the instigation of the Nazis to reinforce antisemitic persecution. In order to finance its activities, the UGIF drew on a solidarity fund whose income was generated from the confiscation of Jewish property, from contributions from its members, and from funds from the CGQJ. The role of the organisation is controversial, particularly due to its legalism, which had transformed the offices of the association of children's homes, which it sponsored, into traps particularly vulnerable to Gestapo raids. Composed essentially of conservative elements of the assimilated Jewish bourgeoisie, it has been accused by authors from left-wing Jewish groups of being a forum for collaboration with the Vichy regime, both ideologically and administratively.[[[Wikipedia:Citing_sources|page needed]]]_6-0" class="reference"> Its action was based on the reasoning that the Jewish question in France was a problem of immigration of refugees from Eastern and Central Europe, and that French Jews, who were assimilated to the French bourgeoisie, could benefit from a certain ambiguity on the part of the Vichy regime. However, from 1943 and the acceleration of the Final Solution in Europe, this fiction collapsed and the collaborationist policy of the UGIF leaders led directly to their deportation to Auschwitz. The late publication of the notebooks of one of the leaders of the UGIF, by an Israeli historian, makes it possible to understand, according to Claude Levy, resistance fighter brother, that one of the sources of the collaboration of the UGIF and its leading members came from their personal attachment to Marshal Pétain and their confidence in Xavier Vallat.
