- Robert Soto is an American Indian pastor, religious leader, Tribal Council vice chairman, feather dancer, and activist of Lipan Apache descent. He is a member of the Lipan Apache Tribe (also known as the Lipan Apache Tribe of Texas) and serves as the tribal nation's Council vice chairman. He is best known for a series of successful legal challenges to oppose laws that have both restricted and criminalized eagle feather possession by Native Americans.
