Artificial Intelligence can support policymaking by processing vast amounts of qualitative data, making complex topics more accessible for citizens and policymakers. Our first #AI4Democracy paper, authored by Vehbi Deger Turan and Colleen McKenzie from the AI Objectives Institute, examines three use cases aimed at improving collective decision-making by gathering, analyzing, and organizing public opinion through the application of Large Language Models (#LLMs). Here are three real-world applications: 1. Finding Common Ground: Large-scale citizen consultations to identify shared values and priorities. 2. Community Organizing: Aggregating and synthesizing community experiences. 3. Decentralized Governance: Supporting decision-making with actionable insights from diverse inputs. Based on the analysis of those three case studies, the authors advance the following recommendations: 1. 📊 Seek Rich, Substantial Datasets: Larger datasets lead to more comprehensive summaries. 2. 🔄 Iterate on Prompts for Ideal Topic Hierarchies: Refine prompts to ensure clear and relevant topic identification. 3. 🕵️ Inspect Results for Conflation, Not Hallucination: Review to correct miscategorized ideas. 4. 📚 Supplement LLM Analysis with Contextual Materials: Add background info for clarity and context. 5. 🎥 Use Audio and Video Content When Possible: Enhance summaries with multimedia inputs. 🚀EU AI Act – Risk-Based Approach to Regulation of #AI Systems 🚀 Excited to share insights on crafting a robust regulatory framework for #AI systems! In ensuring responsible #AI deployment, a risk-based approach is pivotal. 🎯 This means tailoring rules to the specific risks posed by #AI systems. 📜  Prohibiting unacceptable practices, setting requirements for high-risk systems, and enforcing transparency obligations are crucial steps. These risk levels are as follows: 1. Unacceptable Risk: #AI systems considered to pose an unacceptable risk are those that contravene EU values, violating fundamental rights. These systems are subject to prohibitions. The Act does not explicitly define "unacceptable risk" in the provided references, but it implies that certain uses of #AI that threaten safety, livelihoods, and rights of individuals fall into this category. For example, social scoring systems by governments that lead to discrimination would be considered an unacceptable risk. 2. High Risk: High-risk #AI systems are those that are used in critical infrastructures, education, employment, essential private and public services, law enforcement, migration, asylum, and border control management, and administration of justice and democratic processes. These systems must adhere to strict compliance requirements before they can be put on the market or used, including accurate data governance, documentation, transparency, and providing information to users [Reference 2: CHAPTER III HIGH-RISK AI SYSTEMS]. 3. Transparency Risk: #AI systems that require specific transparency obligations fall under this category. These are not necessarily high-risk applications but are ones where users should be informed about #AI interaction. For example, #AI systems that generate or manipulate image, audio, or video content could potentially mislead users if not clearly labelled as #AI-generated. The Act mandates certain disclosures to ensure users are aware they are interacting with an #AI system [Reference 5: Section 2 Requirements for high-risk #AI systems]. 4. Minimal or No Risk: Most #AI applications fall into this category, where they pose minimal or no risk to the rights or safety of individuals. These systems are subject to the least stringent regulations, allowing for innovation and development without unnecessary burdens. The Act does not impose specific obligations on these #AI systems beyond the general requirements applicable to all #AI systems, reflecting a risk-based approach to regulation. As more countries invest in national qualifications databases, how can we ensure they are interoperable to compare qualifications and connect them to jobs, careers, and learning pathways? 📚💼 Can we use the existing European digital tools to support the interoperability and information exchange between countries? 💻🔍 To answer these questions, the European Training Foundation has published the policy briefing on the Network of National Qualifications Databases.
