This article reminds me of a stat that in Canada, nearly 70% of young people say they would not consider a career in the mining sector – lower than that of even the oil and gas industry. From workforce to local community, the industry faces an uphill battle. Here's my latest column with Jock Finlayson in the Globe and Mail: "To sustain our standard of living, Canada sells exports in international markets. Exports generate jobs and earnings that circulate through the non-export economy. They provide the means to pay for the vast array of imports that consumers want and need, from cars to clothing to high-end electronics. Companies also import essential parts and inputs for their operations. The mix of goods and services that any market economy sells abroad ultimately reflects the activities where it has a “comparative advantage.” This principle boils down to a country being better off by “playing to its strengths” rather than trying to be a “jack of all trades.” Countries benefit the most from international trade when they specialize in exporting goods and services they can produce at a lower cost and/or higher quality relative to other countries. An analogy would be that a wonderful doctor is better off focusing on treating patients and buying (importing) their food from a skilled farmer rather than dividing her time between being a doctor and growing her own food. Natural resource-based goods play an outsized role in our export portfolio. Added together, energy, non-metallic minerals and related products, metal ores, forest products and agri-food make up roughly half of all exports. Along with aerospace, these are the only broad categories where Canada posts trade surpluses. In its latest “scorecard” report, the Coalition for a Better Future observes that “over the past decade, Canada recorded a cumulative trade deficit of $130-billion. Had it not been for energy, our trade deficit would have been about $1-trillion.”"

The proposed carbon capture and storage (CCUS) projects are stuck in gridlock. Consider these facts: 1.     The federal government believes offering a 50 percent credit for CCUS equipment is generous. 2.     The Alberta government believes offering grants of 12 percent for capital spent on CCUS projects is generous. 3.     Capital Power cancelled its CCUS project because of a lack of profitability. 4.     Pathways Alliance’s $16.5-billion carbon capture network is stalled due to unprofitability. Here’s what I think is really occurring behind the scenes: 1.     The federal government believes oil and natural gas producers are hugely profitable and should shoulder some of the cost of addressing climate change. 2.     The Alberta government believes the federal government is trying to move too fast in addressing climate change and will spend too much money for too few results. The cost of CCUS is too high. Other cheaper initiatives are underway and should play out first. 3.     Capital Power cancelled its CCUS project because of a lack of profitability. It can’t justify the risk and lack of return to its shareholders. 4.     The oil and natural gas industry says we are hugely profitable in the short term and making considerable investments to create jobs and ensure energy security. However, we’re just recovering from a period of low prices that led to bankruptcies and was a near-death experience for many other producers. 5.     Oil and natural gas producers proudly point to their long record of reducing GHG emissions from production and are continuing to invest in the trend. Be happy. 6.     The oil and natural gas industry says no other jurisdiction is imposing the cost of addressing climate change on our shareholders. Decarbonizing and vastly growing Canada's electricity supplies requires strategic policy shifts and rapid execution. What role can the federal government play to support this generational challenge and opportunity? Published today, the final report of the Canada Electricity Advisory Council provides advice to the federal government on how it can enable the electricity sector to play its pivotal role in our clean energy transition. Chaired by Philippe Dunsky, the independent, 19-member Council achieved full-consensus on 28 recommendations that aim to align on goals, enable the build, support the transition, and save energy to lighten the load. It will enable knowledge and skills our next generation need to participate in large-scale development projects and build relationships for Nari Nari people into the future. That’s Jamie Woods talking, chair of Nari Nari Tribal Council Ltd. Nari Nari Tribal Council has formed a partnership with Kilara Energy (Kilara Capital) and Copenhagen Infrastructure Partners to develop the 500 megawatt Wilan Wind Farm in NSW. How did it come about? Nari Nari were determined that on lands owned by them, cultural and natural values and an equity share was non-negotiable. They sought renewable energy developers that: —> value Nari Nari’s cultural and natural priorities, and are prepared to respect areas that are not suited to renewable energy on cultural and natural values —> properly valued Nari Nari’s contribution of knowledge and skills —> work hard to meet Nari Nari’s decision making responsibilities, share knowledge and skills and pay for Nari Nari’s independent advice —> agree to Nari Nari’s free, prior and informed consent —> agree that Nari Nari should share in wealth creation, above and beyond landholdings, as an equity share. Nari Nari approached 3 proponents and entered an MOU with Kilara Energy, a proponent willing to discuss their requirements for renewable energy developments on Nari Nari land, share knowledge and cultural obligations, and ensure information and time flowed willingly. The group invested in Nari Nari Tribal Council in the project development phase, ensuring Nari Nari’s expertise was valued appropriately, above standard landholder agreements which are not consistent with free, prior and informed consent. The joint development agreement between Nari Nari and Kilara Energy ensures that Nari Nari Tribal Council receives a 5% to 10% share of milestone payments made during the project’s development phase. And there’s a further opportunity available to invest as an equity shareholder. Nari Nari have also negotiated a few clauses to ensure Wilan cannot be on-sold to a partner they do not wish to work with. These agreements are in addition to landholder payments. Construction is expected to commence in 2026. Dentons law firm's Matthew Geary, assisting Nari Nari, told Australasian Lawyer the project is a game changer in Australia. “It is based on active participation by the Traditional Owners in a way that ensures the Nari Nari people retain autonomy, a real level of control over Country, receive valuable training and have an active equity stake in the successful outcome of the project - rather than being a passive landholder receiving only rental income."
