Opening tracking bug so we know what we want.

We want to test venv + virtualenv scenarios with:

 * python26
 * python2
 * python34
 * python35
 * python36
 * python3
 * pypy
 * pypy3
 * jython

We also need to run tests in:

 * python-vitualenv
 * python-setuptools
 * python-pip
 * python-wheel
