This will help countries to increase their R&I intensity and to attain a competitive position in the European R&I system and globally, especially by becoming drivers of change.

#DC4EU partners Stefan Liström and Evelien Renders presented the progress of the DC4EU large-scale pilot (#LSP) on #educationalcredentials such as #openbadges and #microcredentials, #professionalqualifications and the use case pilot of the worldwide educational identity federation #eduGAIN within the #walletecosystem and the importance of #interoperability within the wallet and #credentialecosystem at this year's GÉANT conference #TNC24 in Rennes, France at the TF-EDU task force meeting. Interoperability is one of the core aspects of the wallet ecosystem across national borders and different sectors, such as #education and #socialsecurity and the various technical solutions and implementations of the wallet components that will coexist in the future.

On behalf of the European Commission,ICF in collaboration with HIVA-KU Leuven, on 30/05 successfully organized and facilitated the 11th Social Situation Monitor. This seminar delved into the impact of #demographic changes on the #labourmarket, #poverty, and #intergenerational fairness. Key insights from the seminar highlighted that our current policy framework is inadequate to address the intertwined and fast-changing challenges of low fertility rates, an ageing workforce, and evolving family structures. However, we also learned that well-developed policies can effectively support tackling these challenges. The discussions underscored the critical need for ongoing research into these issues to identify effective policy solutions. The Social Situation Monitor plays a pivotal role in bridging academic research and policymaking, fostering the development of informed and effective labour market and social policies for a resilient and prosperous future. The #DC4EU technical and business experts submitted their #BusinessBlueprint for #SocialSecurityCoordination for further review and feedback. The blueprint aims to transform the EU #socialsecurity systems by introducing universally applicable, trustworthy, #digital, and #decentralised frameworks for the issuance, revocation, and authentication of #entitlementdocuments (#ESSPASS) in #SocialSecurityCoordination and (Qualified) #ElectronicAttestationsofAttributes (#QEAA) or #DigitalCredentials. These credentials are issued by or on behalf of public sector bodies using the European Digital Identity (#EUDI) Architecture, including the European Digital Identity Wallet (#EUDIW). #DC4EU, as part of the Large Scale Pilots (#LSPs), is testing this system set to eliminate media breaks, prioritise #privacy, combat #fraud, and guarantee #citizens’right to #freemovement in real-world scenarios to ensure its feasibility and effectiveness. Open Call for proposals to establish Competence Centers DIGITAL-Chips-2024-SG-CCC-1 with deadline 2 October 2024. With a budget envelop of EUR 116 million of EU contribution, the Call aims at selecting indicatively 30 grants to establish Competence Centres providing services to semiconductor stakeholders, including start-ups and SMEs.   These Competence Centres should have a specialised area of expertise. Each Competence Centre decides on its specialisation in a certain technology, domain, or set of activities, and pushes innovation in that area within the Union. Parliament and Council signed the #AIAct this week, marking the Act’s 274th official adoption. Only one official adoption left: publication in the Official Journal (late July). Then the counter resets, and we start keeping track of the many times the AI Act enters into application. Yay! So, what’s next? First, the big scramble! In the Member States (What is this? Did we sign on to this? How do we implement it? Who’s in charge? Donde esta la biblioteca???), in the new Parliament (How can I also be in charge of AI? What is a written question? How do I get more instagram followers?), in the compliance market (Where can I take a CIPP/E for AI? Is my pyramid of risk powerpoint solid? When will the Commission explain what “deviations from prior decision-making patterns” is?), and among the big players (Should I buy another nuclear reactor to train my next model? How can I claim all the personal data ever produced is covered by “legitimate use”? How do I convince all the countries of the world to buy all the GPUs I can make?) The really significant scramble, though, will be in figuring out how to turn all this AI excitement into adoption, consistent productivity gains, and profit. By now, people have started to realize that (generative) AI will not run their business for them, even as some employees have recently and inexplicably started turning in higher-quality text deliverables. The European Commission is currently soliciting input on its White Paper "How to master Europe's digital infrastructure needs", which lays out the vision for the Digital Networks of the Future, referred to in the White Paper as “Connected Collaborative Computing” (“3C Networks”). What the White Paper does:   It does recognise the intricate relationship between connectivity and computing: connectivity has ensured the decentralized internet and computing has pushed connectivity to new heights (5G, 6G, satellite, fibre, etc.). It does a good job in asserting that, in order to ensure that this symbiotic relationship is healthy, three main factors should be in place: innovation; an appropriate regulatory environment; and, security. What the White Paper does not: The White Paper does not do a good job at recognising the complexity of internet infrastructure, often treating it as if it is the same as telcos' infrastructure. It also does not care about public and expert opinion and insists on network fees. This time around, it seeks to do that in a dishonest way, namely suggesting an unwarranted and unnecessary “dispute resolution mechanism” for the IP interconnection market, something that has been a part of the big European telcos wish list. And, finally, the White Paper is very much written under the notion of digital sovereignty and fails to take into consideration the conversations about connectivity that are right now taking place in the UN under the Global Digital Compact (GDC). The second year of data on #realworld driving emissions and fuel consumption from cars and vans in the EU was published by the European Environment Agency (#EEA), and the findings of the analysis were communicated by the #Commission (https://lnkd.in/ekGabDzz). The dataset, after processing, consisted of almost 25% of cars registered in 2021, and 9% of cars registered in 2022. The analysis appears to confirm the findings of last year - that there is a gap between real-world and official CO2 emissions of around 20% for petrol/diesel cars and over 250% for plug-in hybrid cars (PHEVs). While the absolute gap for plug-in hybrids remained similar (5g decrease for petrol PHEVs and 5g increase for diesel PHEVs), the relative gap increased significantly due to the lower official CO2 values based on the larger battery size and longer electric range of cars registered in 2022 compared to 2021. According to the Commission's press release, the data suggests that although the battery size and electric range of cars increased, that this increased range so far has not resulted in a higher share of electric driving, indicating that PHEVs are not being charged and driven fully electrically as frequently as anticipated. To better reflect this, the utility factor - used to weigh the fuel consumption and emissions from PHEVs based on their electric range - will be adjusted in 2025 and 2027. The need to further adjust the utility factor will be assessed based on real-world data. This really highlights the importance of proper monitoring of CO2 emissions, and the direct intersection between data analysis and policy-making. It will be interesting to see how this develops in the coming months and years. As #Poland25eu gets underway, the Polish Presidency comes at a crucial time for the debate on the next MFF and the role of Cohesion Policy. An interesting and important calendar of policy and academic events has been organised by the Ministry of Funds & Regional Policy, starting with the DG meeting next week and two major conferences in Cracow (30-31 Jan) and Gdansk (27-28 Feb) feeding into the GAC (Cohesion) at the end of March. Key questions include: how the post-2027 approach to Cohesion is aligned with EU goals of improved global competitiveness, accelerated green transition, demographic challenges and security; ensuring the territorial dimension is recognised to exploit the potential of all regions, and securing a strong role for regions; and determining what lessons from the RRF would improve the efficiency and effectiveness of Cohesion Policy. #Ministerstwo-Funduszy-i-Polityki-Regionalnej
