I am working for some time now with #EU laws. Yet one thing that I still do not really understand is why our Regulations / Directives do not feature a clear link between #recitals and #articles by default. In particular for people outside Brussels, it is often impossible to understand, which recital has been added for which article. During the #AIAct trilogue negotiations, some of us had a list prepared by the European Commission (I think it was from Laura Jugel) that was however created on basis of their legislative proposal from 21 April 2021. Over the last week, I have finally found some time to update that document, based on the latest legal text that will be entering into force on 1 August 2024. My table gives you an overview of how all recitals and articles relate to each other, allowing you for instance to easily locate the extensive #copyright explanations in Recital 104-108 with regard to Article 53(1c/d). In the first column, you find also in brackets the previous number, which the respective recital had during the trilogue negotiations. Let's hope that what I did here becomes one day the norm for EU laws since such as step would IMO significantly increase the #accessibility of our legal texts. EU Heads of State will meet in Brussels later this week and are due to agree their priorities for the next 5 years – the #StrategicAgenda They have a wealth of evidence at their disposal to guide them 🔭 Over the last five years the European Commission has taken leaps forward in ‘future thinking’ and equipped itself with a vast quantity of information about the possible ‘futures’ we face. It has developed its #StrategicForesight tools to help it balance the interests of the present, the near- and the far-future. Back in April, with Copenhagen Institute for Futures Studies, we wrote about the worrying discrepancies between the EU’s own foresight reports and the leaked draft Strategic Agenda. In times of uncertainty and #polycrisis governments should make maximum use of advanced foresight tools. 👀 We’ll be watching in the coming days whether leaders are making good use of the evidence available… 👀 And beyond this week how the next European Commission continues to better embed foresight across policy areas...

The 17th European Platform for Roma Inclusion, organised by the European Commission, took place in Brussels. The meeting focused on Roma equality, inclusion and participation in territorial planning and development. The aim was to produce recommendations on optimising the use of EU and national funds for the benefit of Roma communities, including Cohesion Policy programmes, and Recovery and Resilience Plans. Participants also explored ways to strengthen the cooperation of EU, national, regional and local actors in implementing Roma equality and social inclusion policies, in particular the national Roma strategic frameworks, European Committee of the Regions. #EURights #EU4Roma

We have plenty good intentions and recommendations: the Letta and Draghi Reports, the strategic agenda of the European Council, the political Gguidelines of the president of the EU Commission and the draft mission letters to Commissioners-designate. However, it is crucial to avoid falling into various economic traps — some of which have already begun.

Mario Draghi, former Italian Prime Minister and President of the European Central Bank, has released his highly anticipated report on EU competitiveness. The report identifies three main areas for action to reignite economic growth. The first area is innovation, where Draghi proposes the creation of an 'ARPA-type agency' to support high-risk projects with the potential to deliver breakthrough technological advances. Directionally, his innovation thesis aligns closely with our recent report, Engines of Growth. You can find it here:
