🚨 Call for Evidence and Public Consultation on EU Energy Security 🚨 The European Commission has launched a call for evidence and a public consultation to gather input on current EU regulations related to #energysecurity. This initiative is open to a wide range of stakeholders, including scientific researchers, academics, think tanks, NGOs, interest groups, and EU citizens. 🧑‍🔬👩‍🏫👥 🗓️ Consultation Period: 12 weeks, until 26 November The goal is to evaluate the effectiveness, #efficiency, coherence, relevance, and EU added value of existing rules on the security, #resilience, and autonomy of the EU’s energy system. Key regulations under review include the Gas Security of Supply Regulation and the Electricity Risk Preparedness Regulation. Emergency measures from REPowerEU are also part of this fitness check. As the Energy Council approaches on 16 December, I want to share my thoughts on two critical questions that will shape the future of EU energy policy and the upcoming meeting. 1️⃣ Which initiatives should be prioritized in the next legislative cycle to most effectively advance the Energy Union’s objectives and deliver a secure, affordable, and sustainable energy future for all Europeans? The upcoming legislative cycle must place a strong emphasis on renewable energy solutions that balance sustainability, energy security, and affordability. Among these, renewable liquid gases should play a key role, offering versatile applications in heating, transportation, and other sectors, thereby contributing to a more resilient and lower-carbon energy system. To achieve this, we need: 👉A technology-neutral framework that values environmental performance, allowing renewable liquid gases to compete fairly alongside other clean energy solutions. 👉Support for scaling up production of renewable liquid gases to meet growing demand and provide reliable alternatives to fossil fuels. 👉Recognition of the unique energy challenges in rural areas, ensuring that these communities have access to practical and cost-effective renewable solutions. 2️⃣ What short- to long-term actions and measures could the EU Action Plan for Affordable Energy include in order to bring down energy costs? Affordability must be a cornerstone of the energy transition, particularly as the EU Emissions Trading System (ETS2) expands to heating and transport. In the short term: 👉 Targeted measures like tax incentives under the revised Energy Taxation Directive (ETD) can offset rising costs and encourage the adoption of renewable alternatives. 👉 Households and small businesses, especially in rural areas reliant on liquid gas, need direct financial support to ensure they are not left behind. In the long term: 👉 Scaling up the production and market access of renewable liquid gases, such as bioLPG and rDME, is essential. These renewable fuels can leverage existing liquid gas infrastructure, avoiding costly new investments and ensuring an efficient, affordable transition. Revenues from ETS2 should be recycled into clean energy innovation and social protection measures to stabilize energy costs and support decarbonization. Renewable liquid gases have a vital role to play in delivering an energy transition that is ambitious, fair, and affordable for all Europeans. Delivering the benefits of EU legislation for the #cleanenergy #transition requires the timely and effective implementation of all provisions at the national levels. This 🆕 report focuses on the implementation status and quality of key provisions of 4 selected EU clean energy laws in 6 Member States. One of the main findings is that partial and delayed transposition outweighs complete and timely transposition. Since 2019, the European Union has introduced a range of new laws as part of its “Clean Energy for All Europeans” package. In 2022, the RePower EU Plan was launched with the aim of accelerating the deployment of renewable energy in response to the Russian invasion of Ukraine. Combined, these measures are expected to bring considerable benefits, especially for advancing the clean energy transition and for consumers. 🔍 This assessment covers the implementation of 11 provisions from 4 EU laws in Austria, Bulgaria, France, Germany, Poland, and Spain. 💡 Key trends identified include: ▶️ Dependency on smart metering deployment for successful implementation of dynamic electricity contracts. ▶️ Challenges in the permit-granting process due to the complexity of legal requirements. ▶️ Difficulty in transposing broad provisions into national legal systems, impacting complete implementation. ▶️ Struggles in replacing outdated capacity mechanisms to comply with EU design principles. ▶️ Persistent delays in transposition by some Member States, complicating progress assessment at both national and EU levels. 📈 While the analysis encompasses six Member States, the identified trends may have broader implications across the EU, emphasizing the collective effort required for comprehensive implementation. Celebrating the #EU #EMD taking effect! Today the Regulation (EU) 2024/1747 came in force improving the EU's electricity market design. Endorsing #PPAs for the first time and elevating #flexibility services to the main framework seems particularly interesting.   New tasks of EU Agency for the Cooperation of Energy Regulators (ACER) added, and importantly the new EMD: ✅ Sets the basis for achieving climate neutrality by #2050 ✅ Supports long-term investment in #RES generation, #flexibility and #grids ✅ Reaffirms access to and use of metering data ✅ Reinforces close-to-real-time market #trading, including cross-border ✅ Puts back in focus #ForwardMarkets, to allow participants better options to hedge price risks in the long-term ✅ Confirms the position of #PPAs of all kinds as an efficient market measure that supports investment in generation and affordable prices for offtakers ✅ Endorses two-way #CfDs as the model design for direct price subsidies for #RES ✅ Confirms the necessity to support renewable transition with #FlexibilityServices 〽Introduces #peak-shaving measures to counter electricity price crisis situations   Today, I'm celebrating that those new principles will inevitably shape the decisions of domestic lawmakers and regulators. 🇪🇺New ERA’s EU Journal # 1 - Mid-term review of the 8th EAP On June 17, the Council unanimously adopted the conclusions of the mid-term review of the 8th Environment Action Programme (EAP), a legally agreed common agenda that entered into force in May 2022 and that guides European environmental policy until 2030. The representatives of the 27 Member States gathered to assess the progress made in relation to the objectives set out in the text and thus inform future legislative priorities in terms of climate and the environment. At this stage, no additional measures are expected and the focus is set mainly on the implementation of existing measures, putting the responsibility on Member States, which are now required to take action and deliver on their commitments. However, a list of necessities for the next term was set, covering themes like water management, climate resilience, biodiversity loss, adaptation and just transition. Circular economy and sustainable resource management have also been targeted as key tools. The review not only recognises that a transition to a circular economy would reduce climate, resource, and ecosystem pressures, but that it would also benefit economic and industrial acceleration, innovation, employment, and EU self-sufficiency in critical raw materials. The Council has highlighted the importance of taking further steps in the short term to ensure a smooth implementation of current legislation, specifically focusing on the Ecodesign for Sustainable Products Regulation (ESPR). The Commission has to respond to these conclusions by March 2025. This clearly indicates that ecological transition must continue to be a central focus of European cooperation beyond the Green Deal. The revised Regulation on Wholesale #Energy Market Integrity and Transparency (EU Regulation 2024/1106), published today in the Official Journal of the #EuropeanUnion, enters into force on 7 May 2024 📅 Ahead of this date, ACER addresses (in an open letter) several questions from stakeholders to help them comply with their #ReportingObligations. What is REMIT? 🔎 #Europe has an #EU-wide legal framework (generally called ‘#REMIT’) designed to prevent and protect #consumers and business against #MarketAbuse in the European #electricity and #gas markets. The revised REMIT takes effect from 7 May 2024. And while most Danes will look towards our own Dan Jørgensen, I am keenly aware of Jessika Roswall as Commissioner for Environment, Water Resilience and Competitive Circular Economy. Much to do - not least in the light of Europe's water challenges and the recent Draghi Draghi report on EU competitiveness. Water is central to all of it.

This declaration complements an Inter Se agreement, giving effect to the Komstroy judgment of the European Court of Justice (C-741/19) regarding the non-applicability of ECT arbitration provisions intra-EU. On 26 June, 26 member states and the Union signed the declaration.
