At the #Trefdag24 Vlaanderen Digitaal, Stijn (Stan) Christiaens of Collibra, in the panel discussion on the trustworthy use of data in Europe, does not agree with the statement that "Europe has already lost the #AI race". The race has only just started, and Europe has some major assets (European LLMs, European data) that we can still leverage to become globally competitive in AI.

“From François Bayrou to Marine Le Pen” - “In the case of the MoDem European parliamentary assistants, the Paris judicial court pronounced three acquittals on 5 February 2024, including that of François Bayrou. While we can only be pleased with the more lenient fate reserved for the MoDem parliamentarians, we must hope that the judges of the Paris judicial court will manage in 2025 to render an equally lenient judgment with regard to Marine Le Pen and the parliamentarians of the National Rally. We must be careful not to have double standards in court judgments. Especially since the voting method differs for electing deputies to the National Assembly. Indeed, the two-round single-member majority vote has been applied to legislative elections since the adoption of the Constitution of the Fifth Republic. The text was submitted to a referendum and approved by a very large majority on 28 September 1958. The same is not true for electing members of the European Parliament. They are elected using a single-round proportional list voting system. In fact, it must be recognised that parliamentary work requires more links for members of the European Parliament to have with their political party. The same goes for their parliamentary assistants.

The #DC4EU technical and business experts submitted their #BusinessBlueprint for #SocialSecurityCoordination for further review and feedback. The blueprint aims to transform the EU #socialsecurity systems by introducing universally applicable, trustworthy, #digital, and #decentralised frameworks for the issuance, revocation, and authentication of #entitlementdocuments (#ESSPASS) in #SocialSecurityCoordination and (Qualified) #ElectronicAttestationsofAttributes (#QEAA) or #DigitalCredentials. These credentials are issued by or on behalf of public sector bodies using the European Digital Identity (#EUDI) Architecture, including the European Digital Identity Wallet (#EUDIW). #DC4EU, as part of the Large Scale Pilots (#LSPs), is testing this system set to eliminate media breaks, prioritise #privacy, combat #fraud, and guarantee #citizens’right to #freemovement in real-world scenarios to ensure its feasibility and effectiveness. Get ready for the Wallets. Now it is official from the vote we had on the 21th of Nov. Commission adopts technical standards for cross-border European Digital Identity Wallets Today, the Commission adopted rules for the core functionalities and certification of the European Digital Identity (eID) Wallets under the European Digital Identity Framework. This is a major step towards Member States building their own wallets and releasing them by the end of 2026. Four implementing regulations set out uniform standards, specifications, and procedures for the technical functionalities of the wallets, such as data formats required for the cross-border use of digital documents and measures to ensure the reliability and security of the wallets. Setting uniform standards and specifications will allow each Member State to develop wallets in a way that is interoperable and accepted across the EU, while protecting personal data and privacy. Data is stored locally on the wallet, with users have control over what information they share, with zero tracking or profiling in the design of wallets. A privacy dashboard will also be built in, giving complete transparency on how and with whom information from the wallet is shared. The fifth implementing regulation establishes specifications and procedures to build a robust framework for the certification of the eID wallets, ensuring they are secure and protect users' privacy and personal data. European Digital Identity Wallets will offer private users and businesses a universal, trustworthy and secure way to identify themselves when accessing public and private services across borders. Examples of how digital wallets can be used include opening a bank account, proving one's age, renewing medical prescriptions, renting a car, or displaying their flight tickets. The implementing regulations will be published in the Official Journal in due course and enter into force 20 days thereafter.

I'm very proud to have contributed to the development of the EBSI Pan-European Blockchain, a groundbreaking initiative aimed at making information easy to verify and almost impossible to fake. This initiative represents a significant step towards enhancing trust in a privacy-preserving way as no data is stored on #Blockchain aside the public keys of issuers of information (authentic documents and data). 📣 Want to know stakeholders’ replies to the #EUCommission #WhitePaper on telecoms and didn’t have time to read the 300+ responses? 👍🏽 Political Intelligence has done an extremely detailed analysis of most of the responses below. 🚦Most respondents disagree with the EU Commission’s proposals on interconnection, the dispute resolution mechanism or on extending universal service obligations. A lot of work ahead for the next Commissioner to make sure any future regulation takes into account the views from the industry, as requested by President von der Leyen in her letter to Commissioner-designate Virkkunen.

Where are we with our 2030 #DigitalTransition targets? JRC has the analysis!    The EU wants to ensure our public administrations and businesses are fit for the digital age. To support Member States in this, the @European Commission offers guidance towards common targets.  But how do we know we’re meeting those targets? This is where the work of the Joint Research Centre (JRC) comes in.  JRC developed methodologies to evaluate the EU's progress towards the targets. Our experts also provided data on EU public funding allocated to achieving them. I was lucky to meet some of the colleagues behind this important support on my visit to JRC Ispra! Some insights from JRC analysis:  ·       €957 billion allocated from five funding instruments, with significant investments in the digitalisation of businesses and public services.  ·       the Recovery and Resilience Facility (RRF) is the largest contributor, with 77% of funds that could impact the targets  ·       Italy and Spain lead the way in RRF and Cohesion Policy budget allocated in absolute terms. Greece, Portugal, Latvia and Croatia also receive notable amounts relative to their population   ·       Germany, Ireland and Austria are the countries that use the largest part of their RRF funds for Digital Decade targets-related investments. The #DC4EU team is working on the #dPKI Trust Framework (using #EBSI) to support #educationalgovernance, including #qualityassurance governance, to support the #eIDAS Trust Model. In parallel, the team is currently developing the project’s interoperability lab to be integrated into the social security domain, focusing on #authenticsources and issuers using the data store and an open #API. In Strasbourg 🇫🇷 today, at the headquarters of the Council of Europe, invited to take part at the 7th Meeting of the Advisory Group for the session on “Follow the Money”: sharing best practices aimed at tracing effectively financial transactions to identify illicit activities such as fraud, corruption, money laundering and cybercrimes.

❓ Why some nations thrive while others falter? ❓ Why are neighbouring countries so different in their development process? ❓ Why does Greece still lag behind Portugal and Ireland, since they all faced similar financial crisis in the 2010s? Working on administrative transformation has deepened my interest in the structural factors that determine a nation’s success. Two books I recently read: 📖 “Why Nations Fail” by D. Acemoglu and J. Robinson (Profile Books, 2013) This classic in political science argues that nations thrive when inclusive institutions prevail—where economic and political power is widely shared, fostering competition and creating a virtuous cycle of development. On the contrary, extractive institutions, which concentrate power in the hands of a few, lead to a vicious cycle that stifles prosperity. The book offers impressive examples: Why is there unequal development on either side of the Congo River? Between North and South America? Between the two cities of Nogales, one in the U.S. and one in Mexico? And what role did colonization play? My favorite example is the role of the French Revolution in fostering inclusive institutions in Europe: it sparked societal changes that transformed the continent. 🎓 This book made me reflect on Greece's development. Why, despite having institutions comparable to those in Western Europe, does Greece still lag behind economically? 📖 “Paradox Country” by Takis Pappas (Ed. Pataki, Athens 2024) This book offers some answers. Pappas compares the political development of Greece, Ireland, and Portugal over the last 50 years. In 1974, all three countries had serious internal divisions, similar income levels, and comparable populations. Yet their trajectories diverged significantly. All three faced deep crises in the 2010s, but Portugal and Ireland recovered three times faster than Greece. Why? According to Pappas, the main reason is extreme political polarization in Greece, which hinders coalitions and consensus, leading to delays or postponed decisions. But even when this happens, often the next government undoes the work of the previous one. Pappas shows that many necessary changes were made in Greece despite fierce opposition, often at great cost, while in Ireland and Portugal, decisions were typically made through consensus or at least with tacit approval from the main political parties. He suggests that a political system where three parties share power and form coalitions is more effective than the current two-party system. 🥖This makes me consider France’s current political divisions and how they might impact the country during a time when crucial decisions - about finances, social cohesion and more- are needed. #postAP
