Thinking Ahead for Europe
About us
Founded in Brussels in 1983, the Centre for European Policy Studies (CEPS) is among the most experienced and authoritative think tanks operating in the European Union today. CEPS serves as a leading forum for debate on EU affairs, but its most distinguishing feature lies in its strong in-house research capacity, complemented by an extensive network of partner institutes throughout the world. CEPS’ funding is obtained from a variety of sources, including membership fees, project research, foundation grants, conferences fees and publication sales. Assets: - Complete independence to set its own research priorities and freedom from any outside influence. - Quality research by an international staff of more than 50 people drawn from eighteen different countries. - Formation of nine different research networks, comprising research institutes from throughout Europe and beyond, to complement and consolidate CEPS research expertise and to greatly extend its outreach. - An extensive membership base of some 120 Corporate Members and 130 Institutional Members, which provide expertise and practical experience and act as a sounding board for CEPS policy proposals.

🌍📉For decades, economic growth has been the primary measure of success. But with resource depletion, biodiversity loss, and climate impacts reaching critical levels, it’s clear that efficiency and renewables alone won’t be enough. Patricia Urban and Luca Nipius’ idea at #CEPSLab2025 challenges us to rethink prosperity by integrating sufficiency into EU policymaking. Rooted in the principle of ‘enough’ consumption, sufficiency-led policy envisions a world where basic needs are met without depleting the planet’s resources. But how can we shift from overconsumption to sustainable well-being? This idea explores how policymakers can implement sufficiency-driven policies to ensure a just and sustainable society—one that prioritizes equitable resource distribution, absolute consumption reduction, and long-term resilience. 📢 Watch the video to learn more and read the full commentary here 👉 https://lnkd.in/grJw_K-v

⚡ Electrification is the key to a cost-effective net-zero economy—but the EU is falling behind. While China electrifies at a rate of 1 percentage point per year, the EU remains stuck at 23%. Investment in renewables is slowing, and system costs are spiraling due to grid constraints, price volatility, and inefficient subsidies. Despite increasing renewable energy supply, electricity prices remain high. So, how do we break this vicious cycle? At #CEPSlab2025, Christian Egenhofer & Francesco Gazzoletti propose a new strategy: focus on industrial demand. Their idea? ✅ Establish a direct link between industrial demand and renewable supply ✅ Use carbon contracts for difference (CCfDs) to stabilize electricity costs ✅ Ensure targeted subsidies that decline over time as costs decrease ✅ Create long-term certainty for industries and electricity generators This approach could lower electricity prices, reduce curtailment, and accelerate the EU’s transition to clean energy. 📢 Watch the video and read the full commentary here 👉 https://lnkd.in/gQwG2kXe

💊🌍 The EU leads in science, but turning research into real-world health solutions remains a challenge—especially for neglected diseases. Climate change is facilitating the (re-)emergence of vector-borne disease, making innovation in global health more urgent than ever. At #CEPSLab2025, Lisa Goerlitz and Rosa Castro presents a bold idea: leveraging innovative funding mechanisms like priority review vouchers and advance market commitments to incentivise R&D in neglected and emerging diseases. With upcoming EU initiatives—including the overhaul of pharmaceutical legislation, the Life Sciences Strategy, and HERA’s review—now is the time to rethink Europe’s role in global health innovation. 🌍💶 Could a climate bad bank be the key to protecting Europe’s financial system from climate risks? Banks still underestimate and misprice climate risks, potentially leading to stranded assets and financial instability. As policymakers navigate the challenges of redirecting finance and energy onto a sustainable path, they must balance decarbonisation goals with economic security. At #CEPSLab2025, Nicole Reynolds will present a bold solution: pre-emptively setting up a climate bad bank to absorb fossil fuel assets before they become non-performing to accelerate the transition to net zero. Could this strategy future-proof the EU’s sustainability objectives while avoiding a climate-induced financial crisis? 📢 Watch the video to learn more on this proposal and read the full commentary here: https://lnkd.in/d3iDJK47

CEPS (Centre for European Policy Studies) reposted this
I'm happy to share my CEPS (Centre for European Policy Studies) commentary on the recent Italy-ICC row over the Elmasry (or Almasri) case. Italy’s refusal to comply with an International Criminal Court arrest warrant for war crimes and crimes against humanity exposes the government's hypocrisy and constitute a clear violation of international law. Migration policy cannot remain a loophole for impunity, allowing deals with traffickers, criminals, and authoritarian regimes while undermining the rule of law at home. The European Commission should firmly condemn the government's actions, take concrete action to end impunity, ensure accountability in migration deals, and establish independent oversight of all related funding. 💼🌍Legal migration pathways are essential for addressing labour shortages, ensuring fair working conditions, and strengthening Europe’s economy. But how well do EU policies reflect the realities faced by third-country nationals? Are they inclusive, effective, and aligned with legal and labour standards? At #CEPSLab2025, this session will explore how the von der Leyen II Commission plans to enhance legal migration frameworks. Experts will assess existing policies, their impact on migrants’ living and working conditions, and what steps are needed to create a fairer, more responsive system. Drawing on insights from the I-Claim Project and AspirE Horizon Europe projects, speakers will discuss how legal pathways can be improved to better match labour market needs while safeguarding fundamental rights. 🇪🇺💻 Europe’s digital future is at a turning point. As technological transformation accelerates, reliance on external providers poses serious risks to security, innovation, and economic sovereignty. The EU must act now to build a resilient and competitive digital ecosystem. At #CEPSLab2025, Francesca Bria and Andrea Renda present EuroStack, a bold blueprint for Europe’s digital sovereignty. By integrating semiconductors, cloud infrastructure, AI, and key regulations into a unified framework, EuroStack offers a strategic roadmap to reduce dependencies, foster innovation, and uphold democratic values. This session will bring together policymakers and academics to explore how Europe can secure its digital future through coordinated investments, regulation, and strategic alliances. The time to act is now—Europe must build the foundations for long-term technological leadership. 📢 Watch the video to learn more and read the full commentary here: 👉 https://lnkd.in/etE_cDmJ
