The work was guided by a steering committee of experts from industry, government and community organisations as well as many researchers within CSIRO/Data61. There were also consultative workshops in Sydney, Brisbane, Melbourne and Perth during 2018." I have thought to talk about this document not only because I feel it is still a masterpiece in #ethics and #ethical AI deals but also to refresh and share once again these 12 #UniversalGuidelines for #AISystems: 0️⃣1️⃣ Right to #Transparency All individuals have the right to know the basis of an AI decision that concerns them. This includes access to the factors, the logic, and techniques that produced the outcome; 0️⃣2️⃣ Right to #HumanDetermination All individuals have the right to a final determination made by a person; 0️⃣3️⃣ #Identification Obligation The institution responsible for an AI system must be made known to the public; 0️⃣4️⃣ #Fairness Obligation Institutions must ensure that AI systems do not reflect unfair bias or make impermissible discriminatory decisions; 0️⃣5️⃣ Assessment and #Accountability Obligation An AI system should be deployed only after an adequate evaluation of its purpose and objectives, its benefits, as well as its risks. Institutions must be responsible for decisions made by an AI system; 0️⃣6️⃣ #Accuracy, #Reliability, and #Validity Obligations Institutions must ensure the accuracy, reliability, and validity of decisions; 0️⃣7️⃣ #DataQuality Obligation Institutions must establish data provenance, and assure quality and relevance for the data input into algorithms; 0️⃣8️⃣ #PublicSafety Obligation Institutions must assess the public safety risks that arise from the deployment of AI systems that direct or control physical devices, and implement safety controls; 0️⃣9️⃣ #Cybersecurity Obligation Institutions must secure AI systems against cybersecurity threats; 1️⃣0️⃣ Prohibition on #SecretProfiling No institution shall establish or maintain a secret profiling system; 1️⃣1️⃣ #Prohibition on #UnitaryScoring No national government shall establish or maintain a generalpurpose score on its citizens or residents; 1️⃣2️⃣ #Termination Obligation An institution that has established an AI system has an affirmative obligation to terminate the system if human control of the system is no longer possible. 💡 Do you remember each of them? I recently had the opportunity to share insights about an emerging cyber threat with Australian Broadcasting Corporation (ABC): scammers exploiting Google's AI Overview feature using black-hat #SEO techniques. Three critical points I wanted to highlight in this article were: 1️⃣ Search engine authority is shifting - appearing on Google's first page no longer guarantees legitimacy or credibility. 2️⃣ Social engineering attacks often begin with seemingly harmless email signups. Even minimal personal information can be weaponized by sophisticated scammers. 3️⃣ We need to reframe the narrative around cybersecurity incidents. Instead of victim-blaming, let's examine the systemic vulnerabilities created by rapid digitalization of essential services. As we push for digital transformation, are we adequately addressing the vulnerabilities this creates for our most at-risk community members? The Australian Cyber Collaboration Centre (Aus3C), in collaboration with CSIRO's Data 61 and the Australian Department of Home Affairs, has announced that it is working on the development of the Voluntary Data Classification Framework (VDCF) as part of Australia's National Cybersecurity Strategy.

The recent release by the Australian, state and territory governments of the national framework for the assurance of artificial intelligence in government (AI Assurance Framework) provides much-needed guidance that paves the way for these organisations to harness AI effectively and responsibly. A statement issued within the framework acknowledges the importance of government leadership in the safe and responsible use of AI, with careful oversight of legal, privacy, security, and ethical risks such as bias and fairness. “To gain public confidence and trust, we commit to being exemplars in the safe and responsible use of AI,” the governments said. “This requires a lawful, ethical approach that places the rights, well-being and interests of people first.” The development of the framework can help overcome public scepticism and boost trust in AI, paving the way for government and public sector organisations to realise its transformative potential.

Incoming work for government CIOs/boards... The Australian Government's Digital Transformation Agency have issued a policy for responsible use of AI in Government that must be followed by all Commonwealth Government entities - so it doesn't apply to schools or universities (except ANU). There are only two mandatory items in it for organisations to do. One is to ensure there's a designated accountable official, and the other is that the organisation has a published AI transparency statement. Under their 3 pillars (Enable, Engage and Evolve), here's my quick summary of the Mandatory, Recommend and 'Consider' categories: 1) Enable and Prepare - Mandatory - Accountable officials designated - Recommended Actions - Staff training on AI for all staff - Consider - Understand AI use in a register & integrating AI into existing frameworks 2) Engage Responsibly - Mandatory - AI transparency statement - Consider - Participate in govt's AI Assurance framework and applying the generative AI guidance 3) Evolve and integrate - Consider - Monitor internal policies and use cases, and keep up to date with external policies The full policy detail is here: https://lnkd.in/gXSBigcy (I'm surprised there's only 2 mandatory tasks. We’re excited to be piloting a new Australian Government AI assurance framework and supporting guidance. The DTA are working with a variety of departments and agencies to collect feedback on how we can better identify and mitigate AI risks at each stage of the AI lifecycle. Our current draft of the framework and guidance highlight some important points for government agencies to consider, including:  - Non-AI alternatives - we want agencies to carefully consider viable alternatives to make a better-informed decision on whether to move forward with their planned use case.  - Fairness - agencies are to reflect on potential biases that may arise in training data. AI models may reproduce these, which can generate misleading or unfair outputs, insights, or recommendations.  - Reliability and safety – we’re providing suggestions for how agencies should consider data suitability, Indigenous data governance, AI model procurement, testing, monitoring, and preparedness to intervene or disengage.  - Privacy protection and security – the framework stresses that solutions must comply with Australian Privacy Principles, use of privacy-enhancing technologies, and mandatory privacy impact assessments. Australia's Data and Digital Ministers have launched the National #AI Assurance Framework. The Australian Government's policy for how it uses AI is now in effect and more work is underway. To help agencies comply with the policy, the Digital Transformation Agency (DTA) has published a standard for accountable officials and another for AI transparency statements.
