Political parties talk a good talk about supporting women in politics, but now is the time to walk the walk. ​ A significant number of council seats will be vacated after the impending General Election so the co-option process is a real and immediate opportunity to demonstrate commitment to gender equity in local government by co-opting women into these seats. Our research shows 85% of incumbent candidates were re-elected, securing 72% of council seats. This advantage held true for both male and female incumbents. This success rate was consistent across genders, with 86% of female incumbents and 88% of male incumbents being re-elected. This suggests that voters prioritise incumbency over gender when making their choices. Interesting move but check against delivery - the fine print in the actual bill and whether it will pass before the election in a sluggish Parliament. #firstnations #politics For the “historic treaty” nations in the West - the eleven “numbered treaties” - it would be meaningful to finally fulfill the land entitlements promised more than a century ago. The main obstacle has always been the provincial governments who control most of the Crown lands. (Look up Treaty Land Entitlements (TLE)) or for a deeper dive into implementation issues look up Additions to Reserves ATR). Creating treaty commissions in several provinces has only had modest impacts over the past twenty years. So this is something Premiers Smith, Moe and Kinew can do something about - let’s challenge them to make a formal commitment on June 21 - or perhaps at the next Western Premiers meeting -to fulfill all the TLEs within ten years whatever it takes. Not just the usual soothing talking points that don’t move many hectares. They would find receptive partners in First Nations and the feds….

In the Federal Budget 24, it's great to see support for local manufacturing of 3/6 Deploy technologies, solar, batteries and hydrogen. These will be critical in decarbonising the Australian economy as well as reducing energy costs. Some key aspects after yesterday's election results from policy-making and governance POV - for fellow public policy, government affairs professionals out there: (This is purely from policy-making pov, and no political colour intended) •⁠ ⁠The next seven days will be key to see how the next national govt takes shape •⁠ ⁠⁠Next interesting piece would ofc be Cabinet formation, wherein one can expect more diversity - TDP, JD(u), SS-Shinde members can be in consideration for good portfolios in particular, not just portfolios. •⁠ ⁠Going by convention of Defence, Home, Finance, Agri, being the politically high-interest portfolios, it will be interesting to see if alliance members are considered for those, or the economically high interest ones - Road&Highways, Coal, Meity, Heavy Industries, Steel, Commerce, Civil Aviation, •⁠ ⁠⁠Third interesting area ofc would be the Budget; it’ll have to be very imaginative, because whichever Govt comes, has to come to impress, and with two major state elections - HR and MH - coming ahead in next 6 months •⁠ ⁠⁠Parliament now, after a long hiatus will become very interesting - BJP now for the first time in past 10 years will be critically dependent on Allies’ support for passage of bills, as due to principles of simple majority required for passage (50%+1=272) - in 2014 and 2019 BJP had way more than simple majority by itself - now as per ECI update on 12:50AM it’s 241 (238 confirmed wins) •⁠ ⁠Constitutional Amendments will be a hard game as it would need 50% simple majority + 2/3 vote of total members present in house •⁠ ⁠⁠Even more importantly, Members’ attendance in the house will also be very important, as large absentesim from any sides can definitely impact Simple majority for ordinary bills, as well as 2/3 required for constitutional amendments From a policy-making POV: A host of key areas across are likely to be impacted by priority- realignment considering non-continuity of the ministers, as well as overall lesser scope for being able to push the earlier majority-support agenda. Key segments on the watch Digital Economy: Digital Competition Law, Digital India Act, DPDP Rules Formation, E-commerce Policy. Advanced Industries: A.I.-Quantum Mission, Semiconductors Manufacturing, 5G applications; Manufacturing: PLIs, Aatmanirbharta across key segments including electronics, defence, FAME-3 Infrastructure: Roads & Highways targets, major schemes announced during the interim budget including expansion of Rural-Awas Yojana, creation of a fresh housing scheme for the middle-class; rooftop solarisation scheme etc. Overall trade and economic policy-making may become more open and approachable Feedback & corrections welcomed!

Let them say whatever they want to say. Why bother if you are doing your job well? On a serious note, PNGPL is managing three huge operations in power generation, distribution and retail which has proven to be ineffective. Consider relinquishing two operations to the private sector and I recommend you concentrate only on generation.

Victorian councils understand the urgent need for all levels of government to address the deepening housing crisis in Australia. Because every single Victorian deserves access to affordable and suitable housing. We acknowledge that targets, as part of a range of responses, can be a useful tool in driving the creation of new homes in our State. But the road to target-driven outcomes must be paved with collaborative planning and the recognition of local realities. Today’s news that the State Government could remove planning powers from councils that fail to meet targets is worthy of discussion, but a more constructive idea is to recognise the value of partnership and collaboration.    Local governments hold invaluable local knowledge and insights that are an essential input into effective housing strategies. As the closest tier of government to the community, councils are uniquely positioned to translate housing targets into meaningful local developments that respect and enhance the character and needs of each area. We steadfastly believe the community is best served by a shared approach, where the State Government and councils work hand-in-glove to address the housing deficit together.  Stripping councils of their planning powers is not the solution. Instead, we should focus on strengthening the capabilities of local councils to work in line with the State Government’s objectives, bolstering their role in planning decisions and ensuring there is meaningful community engagement in the process. As we move forward, the MAV is committed to this partnership model as part of an approach that champions the expertise of local governments and nurtures the cooperative spirit that has always been present when we have solved big problems like this in the past. Coming to the end of a successful Australia Awards program for DFAT and the Government of Indonesia on Building a Coalition on Quality Infrastructure. These short course programs are delivered through The University of Queensland for groups from around the world. Thanks to my excellent co-course leaders Neil Paulsen and David Ray and to the next generation of Indonesia's infrastructure leadership from key agencies including the Ministry of Finance and Bappenas and to exceptional presenters including Belinda Bradberry Tom Hodgkinson David Lynch Ben Hendriks Robin Dutta Queensland Treasury Export Finance Australia IFM Investors Chi-Ling Looi Adrian Vaida Steve Richards Gene Tunny. Key learnings in infra for Indonesia - 1. Good infra is all about early planning and rigourous economic analysis. It's not lack of capital that's the problem 2. Governance, governance, governance including good Ministry of Finance oversight of SOEs And for Australia (now that I've spent 2 weeks thinking about PPPs I've done and ones that have happened since) - 1. We need to think about new ways to get competive pressure in infra delivery. Not all the current cost problems arise from the CFMEU - there are constructors who are comfortable with things as they are and a reduced appetite for sharing risk. For both countries these are big challenges but as Sydney Metro shows modern infra is critical for sustainable urban life - so we need to drive hard for good governance to deliver it.

Not everyday two of the major #auspol polling firms deliver their latest Federal politics analysis within the same MSM media cycle. Some very interesting polling data after one of the more fractuoua periods in Australian & western society for many years. RoyceComm Nine Newspapers & the Resolve Political Monitor paints a stark picture around cost of living biting alongside a sliding Labor primary vote, a firmer Coalition post Voice referenda l bounce still very strong > 1/3 of electorate 3rd party voting cohort. 2PP all square ALP 50 / Coalition 50.The Age Over at The Australian & the long-standing ‘Newspoll’ has similar trend lines but a stronger Labor primary (a 33% instead of a just 30%) & a retained 51/49% 2PP across party outcome. Three weeks out from the all-critical Federal Budget, technically the last of this first-term Govt as an election will be due by May 2025. The relationship between local and central government is make-or-break for successful policy implementation. However, over the past decade, the central-local relationship has become increasingly strained. A new government offers a chance to rebuild and reset this relationship. In the final part of our Prioritising Public Services series, we explore how central and local government can work together to achieve this. While collaboration sounds simple, it's far more complex in practice. Our experience shows that effective bridge-building is essential. By fostering trust and understanding between partners, and focusing on real people, rather than just processes, bridge-builders can help create the conditions for successful public service delivery. It's hard to believe that the Commonwealth Government can't allocate a small portion of the $32 billion housing budget to support key peak bodies that play a crucial role in connecting the government and the housing sector. For almost fifty years, National Shelter has united the shelter network to aid governments in developing housing and homelessness policies. DSS, one of the mega departments that underpins policy in these areas- supports numerous peak bodies in the health sector for example, and had played a similar role in supporting housing and homelessness peaks until 2014. In contrast to this federal anomaly, most states and territories governments fund this critical function in their jurisdictions and seem to speak highly of the value it provides in terms of advocacy, policy development, sector engagement and participation. I note the support for the value and function of National Shelter from the crossbench, including Andrew Wilkie MP, Senator David Pocock. I know there has been several other representations made behind the scenes on this issue too. We hope the government and the opposition reconsider their positions on the importance of Commonwealth funding, at least in part, for the valuable role of bringing the ‘collective voice’ together in the housing and homelessness system, at the national level. It's Budget Day 💹 The Regional Australia Institute will be examining tonight's Budget to see how well it delivers on the RAI's quest to 'rebalance the nation'. We're looking for answers to these particular key questions: ❔ How has the Regional Investment Framework (the Government's signature regional announcement in last Budget) delivered better outcomes for the 9.6m Australians 👨‍👩‍👧‍👧 who live outside capital city bounds? ❔ $11.3b for housing 🏡 is welcomed inc. $1b for enabling infrastructure - how much of that will be quarantined for regions & is there enough logistical support for RRR women escaping domestic violence? ❔ Will the Future Made in (regional!)
