OPEN LETTER Trevor Hold Managing Director Hold Technologies Pty Ltd 01 September 2024 Marni Manning General Manager, Strategy and Delivery The Fire Ant Eradication Program Regarding: Memorandum of Understanding Hey Marni, Inline with severe concerns I have expressed about the Fire Ant Eradication program previously, I provide the following for your consideration. Please find attached supporting .pdf of fence sign and information pamphlet distributed throughout the eradication zone. These signs were printed and distributed through private business enterprises and funded by support of the people who display them. These signs have my contact details on them including email and direct phone number. Currently there have been 10,000 pamphlets and 500 gate signs distributed with efforts doubling each week as funds become available. I write to ask for your cooperation to inform your teams to respect the people who display these signs by avoiding preventative fire ant baiting on the property. This would assist the community to avoid conflict and unnecessary divide, anguish and trauma. An official written response detailing a ‘Memorandum of Understanding’ will assist people who are suffering extreme trauma and stress, about the negative outcomes this program is generating and the fear of being baited when they aren’t home or in secret, to finally take a breath and sleep at night. I note the current, divisive, political environment in Queensland with a change of Government very likely in the state election taking place in October this year. After writing to every member in Queensland parliament, including my local state and federal members, with very little response, I can only assume they are all getting ready to campaign for their electorate to re-elect them as representatives for the next term. I hope and pray that the next State Government can manage the concerns of the people within the eradication zone and indeed work in partnership with the community as promoted by the program. Though, as we both know, the political wheels of change turn very slowly and in the meantime, I feel the stress, trauma and worry about this program could cost lives. Acting NDIS Commissioner Michael Phelan's recent email reads like an Orwellian nightmare, only less entertaining. Michael Phelan's Background Law enforcement & criminology focus. No wonder the NDIS feels like a police state. Heavy-handed compliance and surveillance. Ethics? What's that? Jason Ryman & Simon Briggs: Architects of Robodebt NDIS has morphed from a supportive framework to a dystopian nightmare. Time to rethink & realign with its original mission. "Good" vs. "bad" Coordinators. Binary thinking at its finest. Polarization and blame culture thrive. Participant-centric to bureaucratic & risk-averse. Support is secondary. "Meet record-keeping responsibilities." Yes, because paperwork is the pinnacle of disability support. Ethics out the window. Focus shifts from support to bureaucracy. Trust & empowerment replaced by surveillance & fear. "Closely assess plan reassessment requests." Translation: "We’ll decide if you really need help. Spoiler: you probably don't." Genuine needs buried under mountains of red tape. Flexibility? What's that? "Reassessment for death or significant deterioration." Unless you're at death’s door, no reassessment for you. Rights & dignity trampled underfoot. You’re either not disabled enough or too dead to matter. "Spent your budget? Not our problem." That's like telling a starving man he can’t have more food because he ate all his rations. Participants lose control, left to fend for themselves. Empowerment? More like disenfranchisement. Disempowerment through Language: Control, surveillance, punishment. Empowerment? Nowhere to be seen. Erosion of Trust, Authoritative tone erodes trust. Cooperation? Only under duress. Terms like "closely assess" & "compliance" scream Big Brother. Power dynamic, NDIA as overlord, participants as subjects. NDIA as the high command, dictating to the minions. Hierarchy reinforced. Collaboration be damned. Climate of Fear "Focus includes Support Coordinators who collude." Lovely. Turn the helpers into suspects. Everyone's terrified to ask for help. Fraud paranoia over genuine need. Punitive language creates paranoia. "Fraudulent claims," "collude." Assume everyone’s guilty until proven innocent. Trust erodes, genuine needs ignored. Justification of Measures - Risk rationalization. Protect the system, participants be damned. - Focus on system over individuals. The tail wags the dog. Genuine needs buried under suspicion. Emphasis on Punitive Measures - "Zero tolerance," "prosecuting." Forget support; it’s all about punishment. - Culture of fear and compliance over collaboration. Potential breaches of rights. Litigation looms. Disproportionate impact on vulnerable groups. Equity? A distant dream. Compromised human rights to health & autonomy. Participation hindered. Psychological Harm, Stress, anxiety, mistrust. Mental health takes a hit. Administrative burden. Funds diverted from direct support. Breach of moral responsibility. Transparency and accountability lost.

#NDIS Fraud Prevention Measures NDIS Commission has engaged numerous agencies & allocated significant funds to tackle #fraud within the system all without any consiltation with PWD. Raise concerns regarding their effectiveness, cost, & ethical implications. As of the latest reports, around 28 different agencies are involved in the fight against fraud in NDIS. NDIS Fraud Fusion Taskforce Australian Federal Police (AFP) Australian Criminal Intelligence Commission (ACIC) Australian Transaction Reports & Analysis Centre (AUSTRAC) NDIA NDIS Quality & Safeguards Commission Various state & federal law enforcement agencies Collaborating on operations to detect, investigate, & prosecute fraudulent activities. High-profile operations like Operation Pegasus & Operation Ivory have led to significant arrests & recovery of millions of dollars. However, cost of these extensive operations is SUBSTANTIAL, raising questions about their overall efficiency & the allocation of resources​​. Government has allocated OVER A BILLION DOLLARS in recent years to fraud detection & prevention within NDIS. $137.7 million for Fraud Fusion Taskforce $160 million for DART Program (Data & Regulatory Transformation) Significant portions of the $910 million allocated in the 2023-24 budget for various improvements, including fraud prevention measures​. Despite substantial investment, challenges remain. While high-profile arrests have been made, the overall number of cases detected & prosecuted is a small fraction of total providers. Growing concern the aggressive fraud detection measures may infringe on the privacy rights of participants. Extensive data collection & analysis required for these measures risk blurring ethical boundaries, particularly when participants feel surveilled or unfairly targeted. Critics argue that resources might be better spent addressing systemic issues within NDIS rather than focusing solely on fraud. These include improving service delivery, supporting participants directly, & ensuring timely responses to complaints. Focus on fraud #prevention has led to several ethical concerns. Enhanced #surveillance & data collection to detect fraud infringing on #privacy rights. Balance between fraud prevention & respecting individual privacy is delicate & contentious. Need for greater transparency in how these measures are implemented & how decisions are made. Participants & stakeholders often feel left out of decision-making process, leading to a sense of distrust. Aggressive pursuit of fraud can undermine trust in the system. Participants may feel unfairly scrutinized, which can deter them from seeking support they need. Ensuring fraud prevention #measures do not infringe on rights or erode trust in the system is paramount. Transparency, accountability & a participant-centered approach should guide future strategies to improve NDIS. Direction taken should reflect the original #intent of NDIS to support PWD, ensuring their needs & #rights are prioritized.

The ACMA has requested Australian internet service providers block more websites to protect Australians against illegal online gambling services. ACMA investigations found the services to be operating in breach of the Interactive Gambling Act 2001. This action can be taken if a service is: • providing prohibited interactive gambling services to customers in Australia (such as online casinos, online slot machines and services that allow in-play online sports betting) • providing an unlicensed regulated interactive gambling service to customers in Australia (such as online betting services that don’t have a valid Australian licence) • publishing ads for prohibited interactive gambling services or unlicensed regulated interactive gambling services in Australia. Since the ACMA made its first blocking request, 975 illegal gambling and affiliate websites have been blocked. Over 220 illegal services have pulled out of the Australian market since the ACMA started enforcing new illegal offshore gambling rules in 2017. PR0BLEM There are no police ombudsman and/or police oversight body in Australia that meets international standards for an effective independent complaints system.
