It is not about to OPEN OR NOT TO OPEN. It is about HOW and WHAT FOR? How could public-private partnerships contribute to bringing the Argentinian nuclear sector to the 21st century? After being a pioneer country in terms of nuclear technology in the mid-century, nuclear capabilities in Argentina started a long degradation process. Only 1 nuclear power plant was built in the last 40 years -one that took 33 years to complete-. Nuclear projects used to be a matter of high-level strategic policies. But as subsequent macroeconomic crises in the 70s and 80s started to erode the capability of the country to afford such projects, priorities changed and progress faded. In the privatisation waves of the 90s, a narrow-economically myopic approach took over to redesign the sector's structure so private capital could participate. Not surprisingly, the results were not as expected. The sector was divided into public companies in a way in which each of them seeks its interests, often at the expense of the sector as a whole. In other words, its governance remained 'ungoverned'. Whenever big investments were needed, the State appeared once again to make them happen (e.g.: Atucha II, Embalse refurbishment, RA-10, CAREM). However, for the last 10 years, we have been unable to find a coherent strategy to move forward with the 4th nuclear power plant, nor a commercial strategy for the CAREM SMR or different assets, such as PIAP (heavy water plant) or the RA-10 (research reactor). The sector needs to be redesigned. Its current structure is not functional and will only lead to a progressive decay. The 21st century demands for a more dynamic approach. Certainly, public-private partnerships could bring some of what is needed, but only if they are considered as a means, instead of as an end by themselves -as I believe is the current approach-. A mean to what? I believe the sector should be redesigned to be mission-driven in a way that contributes to the long-term development of Argentina, building on top of the capabilities already developed and following our own technological path. BIG THINGS ARE ON STAKE. The entrance of new players could have many unintended consequences, some irreversible. We should be pragmatic, but smart. So it seems that the Mexican government has been exploring the use of H2 in e.g., CCGTs and concluded it is not attractive to them at this moment of time. The reasons given are 1) that current GTs do not admit H2 blends, and 2) that using H2 for electricity leads to energy losses due to efficiency. Good that the government is looking into it but at the same time the arguments given may indicate that they are not being thoroughly advised, because they make allusion to H2 blends while not addressing 100% H2-fired GTs (which can be retrofitted, by the way), and the value of H2 is to store energy, which will of course cost energy to release but alas, that is the cost of storing energy. Storing energy using energy carriers has never been done at large scales in history, so we need to change our current thinking in order to effect a systemic change. #hydrogen #hydrogeneconomy #greenhydrogen

These are the solutions we need. Using our waste and contamination to create something valuable instead of mining and splitting precious water to reduce energy generation costs under the colonialist mindset of: Oceans are "almost" an infinite water source. Non-renewable resources are exactly that: Non-renewable. Water, coming from space is one of those precious resources.

On August 13th, I was invited to CNN Chile's Agenda Económica program to discuss the electrical distribution crisis in Chile with Nicolás Paut, Carolina Urrejola, and Fernando Paulsen following the recent storms in central Chile. These severe weather events, with winds reaching up to 120 km/h, and the resulting loss of electricity, have profoundly impacted individuals, businesses, and communities, some of which have been without power for over 11 days. This situation highlights the vulnerabilities in our system. Although painful, crises reveal these weaknesses and underscore the urgent need to advance necessary improvements in our legislation and the institutions responsible for the electrical sector. I recently published a column for Forbes Argentina titled "The Importance of Renewables for Reducing Operational Costs in Mining." In Latin America, mining companies face mounting challenges to reduce operational costs while meeting strict environmental goals. High energy costs in copper-rich nations like Chile and Peru represent a significant opportunity for renewable energy sources—especially solar, wind, and microgrids with storage, which have become increasingly cost-competitive—to replace diesel in permanent stations for water pumping, lighting, and other work areas. The integration of renewables reduces fossil fuel dependence, minimizes long-term energy cost volatility, and helps lower greenhouse gas (GHG) emissions across the sector. For large and small-scale mining alike, renewables offer economic benefits, reduce emissions across Scopes 1, 2, and 3, and boost competitiveness. In isolated regions, renewables ensure a sustainable and stable energy supply that supports local economic stability. The Copper Mark certification is also crucial, certifying responsible practices across the copper value chain and underscoring companies' commitment to sustainability. With abundant solar and wind resources, Latin America is well-positioned to lead the shift toward sustainable mining, enhancing its global competitiveness while embracing a cleaner, more resilient future.
