Deborah ScheinEighteen years of experience working for United Nations, United States Agency for International Development, Organization for Security and Cooperation in Europe, and the Office of the High Representative in Bosnia and Herzegovina. Since 1992 worked on democratization and governance projects in post conflict situations and countries in transition; those countries include Liberia, Bosnia and Herzegovina, Moldova, Croatia, Montenegro, Romania, Azerbaijan, Timor l’Este, Mozambique, Angola and Liberia. Headed the Secretariat of the Provisional Election Commission in Bosnia and Herzegovina which prepared the first elections following the signing of the Dayton Agreement in 1996 and then from 1997 through 1999 served as a member of the Provisional Election Commission. As a political officer with the Office for the High Representative in Bosnia and Herzegovina organized and coordinated the work of the the election law working group that prepared the Election Law for presentation to the Parliamanet in Bosnia and Herzegovina. Served as Field Coordinator with the United Nations Mission in East Timor in 1999 preparing the elections for the popular consultation that led to the independence of Timor l'Este. Since 2004 working with the United Nations Mission in Liberia. As a Senior Political Affairs Officer, primarily responsible for Legislative strengthening. Holds a Master in International Affairs from Columbia University, School of International and Public Affairs and a Certificate in Latin American and Iberian Studies. |
