PHL Transforms Badging Process with New Authorized Signer Portal

As of March 27, 2025 Philadelphia International Airport (PHL) implemented the Authorized Signer Portal, a new online system designed to expedite the airport badging process by replacing traditional paper applications with a fully digital process.

Authorized Signer Portal

All badged users of the airport can use PHL’s Authorized Signer Portal to complete online badge applications. The goal of this system is to make the process easier and more efficient for both employees and signers. The portal provides easy access to information about a signer’s badged employees and those applying for new or renewal badges. Employees can now complete their applications online, while signers can then review/approve and submit them directly through the portal, eliminating the need for paper applications.

Track badge applications in real time

The process begins when an authorized signer invites an employee to complete a badge application by sending a link via email or text. The new system allows monitoring of every step in the badging process – from when an employee’s application is submitted, to when all the steps are complete, and finally, when the employee is issued their badge.

The digital process eliminates a lot of in-person interactions and simplifies communication between employees and authorized signers, ensuring that both benefit from a smoother and faster experience. Previously, signers had to manually check badge statuses and rely on weekly updates.

Badge applicants can upload and scan all the required documentation directly onto the portal

This eliminates the need for in-person visits during this step of the process. Once the employee submits the application, the authorized signer reviews it to ensure that all required documentation is complete and accurate. After the authorized signer’s approval, the application enters the next phase followed by background checks, testing, and eventually, badge issuance.

One of the major advantages of this system is flexibility. Employees can complete their badge application remotely at any time. Once the employee’s account is set up on the portal, they can easily update their information, apply for a new, replacement, or renewal badge, and do their Security Identification Display Area training.

Reporting features help authorized signers keep track of employees’ badge statuses and upcoming renewals

For example, if an employee’s badge is approaching its expiration date (within 45 days), it will automatically appear in the authorized signer’s portal, prompting them to act. This proactive approach ensures that badges are renewed on time, preventing possible delays or expirations.

Under the new system, authorized signers can also view the company's badge database, allowing them to deactivate or reactivate badges and change badge statuses. Furthermore, signers can request or revoke access to particular areas for individual employee badges for all employees within the group.

PHL is the seventh airport in the country to adopt this technology. The portal utilizes cloud-based solutions to securely send and store employee information. PHL is the first to deploy the Authorized Signer Portal using a cloud-based technology, distinguishing it from other airports that have adopted similar on-premises badging solutions.

"The successful introduction of the Authorized Signer Portal highlights the collaborative effort behind its development, with key contributions from stakeholders such as PHL's Security and IT teams, along with Honeywell. This partnership has been essential in turning this innovative idea into functioning reality," states PHL Airport Security Superintendent Jason Clagg. “The rollout of this system marks an exciting new chapter in airport security, and as we move towards 2026, the efficiencies gained from this innovation will continue to benefit PHL now and into the future. The future of airport badging is here, and it’s digital, secure, and efficient.”
