Provides up to a 95% reduction in subsetting times when the same face is subset more than once. Split out ICU integration library from the harfbuzz package. Only a few pieces of software are using the ICU integration library, these aren't the big harfbuzz users (i.e. gtk). this is intended to lessen the impact of icu's frequent ABI breaks.

Add graphite2 to librsvg via pango and harfbuzz librsvg with pango and harfbuzz with graphite2 is required for libreoffice. librsvg-c has the problem on NetBSD and libreoffice uses internal static harfbuzz library. Rust-based librsvg has no problem and libreoffice use dynamic harfbuzz from fonts/harfbuzz. Bump PKGREVISIONs.

If the user really wants the old behvaior, they can call that function right before calling hb_shape() to get the old behavior. - hb_blob_create_sub_blob() always creates sub-blob with HB_MEMORY_MODE_READONLY.
