1. Executive Summary
ICX is pleased to offer our technical and financial proposal in response to Jos
Electricity Distribution Company (JED) request for proposal for the Provision of
Short Term Information Technology (IT) Infrastructure and Consultancy
Services – Business Analysis and Requirement Gathering.

The goal of the business analysis project is to do a current state assessment of


JED’s business processes (As-IS business model), which will provide the basis
for an appraisal for process improvement leading to a future state (T0-Be
business Model) – to be driven by technology. These project goals are
described in more detail in Section 2 of this document.

Working with JED project team, our proposed implementation strategy includes:

 Seminar on Business Process Excellence (BPE), which will be


organized for JED’s Executive Management to highlight the topical
nature of process leadership and the role of management in attaining
this.

 Process analysis and design training for operational knowledge


workers (Subject Matter Experts), representing all functional business
units within JED.

 IT infrastructure needs assessments and skills audit, to identify gaps


and develop a technology roadmap.

 Workflow survey and documentation of current business processes,


key actors and their pain points.

 Joint Application Development (JAD) sessions, to elicit and document


business requirements/needs for the acquisition of IT systems that is
needed to support JED’s business operations.

This project is estimated to be completed and delivered in not more than sixty
(60) working days (weekends and holidays excluded). For more information
about the project plan, team and work products, please refer to section 3 of this
document.

2. Introduction

2.1 Background

Jos Electricity Distribution Company (JED) is embarking on a program of


Information Technology (IT) development initiatives to modernize its business
operations, improve internal work processes and provide staff with requisite IT
tools that will enable it to meet growing customer expectations on reliability and
qualitative service delivery.

In modern organizations, IT plays an increasingly important role in enabling


business processes and proper deployment of IT across the enterprise can
substantially boost competitiveness and profitability.

However, IT projects that impact the whole organization can be very expensive.
Not only do organizations have to decide whether or not to green-light an
expensive project, sometimes they have to choose between several big ticket
projects all vying for the same scarce resources.

We understand the challenges that JED faces in trying to align IT investments


with its strategic business goals. JED is seeking the service of an innovative
technology partner to help take a holistic look at the organization’s Business
Processes, conduct IT project requirement gathering exercise, and provide IT
advisory service on its planned technology deployment and Business Process
Re-engineering (BPR). The end goal is an environment that integrates
business processes across all functional business units but leverages IT assets
to meet the company’s needs and delivers a positive return on investment
(ROI).

This is a major challenge. The IT strategy must meet JED business needs for
today and deliver a foundation that is extendable to meet future requirements.
Considerations for the strategy must include the development of human
capacity to take advantage of the huge business benefits that IT offers, reduce
IT cost to the business, and seamlessly absorbs new business needs – within a
conceptualized, easy to manage technology platform.

2.2 Objectives

We have identified that the primary objective of this project is to present JED
with cost effective IT consultancy service for the comprehensive review and
documentation of its business processes and the expected outcome of this
engagement include to:
 identify key business processes both internal and external processes
 identify and document key processes and actors (internal and external)
including process inputs, outputs, activities, critical success factors, key
indicators of process performance and the systems that currently
support those processes
 identify inputs and outputs of every business activities
 perform a gap analysis of JED processes analyzing and documenting
the “as is” situation of JED’s business operations
 develop a business case outlining the objectives, criteria and the
justification for the reengineering of the business processes and the
modernization of the IT infrastructure
 conduct an organization wide business process analysis, document
processes and recommend best practice procedures
 identify and document critical assumptions/risks and constraints
associated with the implementation of IT solutions
 create activities models and benchmark every processes
 identify priority processes that can be quickly automated and that have
the potential for greatest impact on JED’s performance
 determine JED’s requirements and goal for every process
 develop a technology implementation roadmap with timeline and key
deliverables
 develop high level design of data and messaging architecture and
interfaces required to support automation of key processes
 develop high level design of application architecture security
requirements
 develop high level design of monitoring technology and architecture

This document describes JED’s vision and the future of its IT. The
roadmap describes how the vision will be realised in terms of projects.

process models, IT strategic plan and implementation roadmap

3.6 Staffing

ICX will utilize a maximum of five (5) IT consultants to complete this


engagement.

 A Project Manager that will interface between ICX and JED to


coordinate incident responses, resolve problems, manage and make
sure that all expectations are met.

 Four (4) technical consultants, with experience in Business Process


Management.

 A project administrator, also working as the team scribe

ICX reserves the right to change engagement personnel during the course of
the project without the prior approval of JED. Responsibilities include:

 JED Business Leaders – As Project sponsors must provide input for


the verification of business issues that are to be solved, success
factors for the project and time lines.

 JED IT Leaders – The current business process that has been


operationalized by IT in some way. As much of this will be leveraged
as possible, hence IT department’s input is required.

 Business Architects – The business architecture describes how


strategy is operationalized. Business architects are the people who
understand strategy and can turn this into operational processes.

 Enterprise Architect(s) - Enterprise Architects work with stakeholders,


both leadership and subject matter experts, to build a holistic view of
the organization's strategy, processes, information, and information
technology assets.

 ICX– ICX will take lead the workshop, and lead staff roles and will
transfer knowledge to participants of workshops.

4. Communication
Effective communication is necessary to make sure that expectations of project
stakeholders are adequately met. All issues, concern or technical requirements
must be provided to ICX in written format. Email is included as written format.
Receipt of all correspondence will be confirmed by phone wherever possible.

The following reporting activities will form part project of work activities and
deliverables, this is to ensure adequate and effective communication between
ICX and JED management.

4.1 Progress Report

ICX will provide JED with a weekly progress report that gives an overall
summary of the following:

 Project health.
 Ongoing activities.
 Completed tasks.
 Issues, Challenges and Mitigation steps taken
 Upcoming milestones and events.
 Risk identification and mitigation plan.
 Action items across different project areas.

4.2 Project Review Meeting

Metrics will be tracked by ICX, summarized in a dashboard format, and


discussed in a bi- weekly project meeting. This activity includes the following:

 Tracking unresolved issues which has significant impact on the project


 Updating project progress and resolving critical issues.
 Capturing agreements and disagreements and items needing
escalation.

4.3 End Project Report

The end project report will include a review and appraisal of project objectives,
detailed documentation of project activities, work products and a formal hand-
over note.

5. Changes & Review


Changes to this document may be proposed by JED or ICX; however, no
amendments will be made without approval from both parties. This document
will be regularly reviewed for currency and effectiveness.

Any requested deviation from the project scope and specified tasks in the
proposal will be subject to a formal review through the following Change
Control Process:

The objectives of the Change Control (Change) process are to:

 Assess the impact on all parties' schedules, resources, project


duration and project price

 Provide a formal vehicle for approval to proceed with any changes to


the Scope of Work

When either ICX or JED determines that a material change is required, ICX will
complete a Change Request Form and provide that completed Form to the
JED. Both ICX and JED must provide written approval of the Change detailed
in the Form, including the impact of the Change on the schedules, resources,
and the Quotation for Services, before ICX can make the change.

Upon acceptance of the Change set forth in the Form, JED will be required to
modify their Purchase Order as requested by ICX. However, if the Change is
not accepted by JED, and such Change does not impact the success of the
project, both ICX and JED will complete their obligations as detailed in the
most recent and mutually-approved Statement of Work.

Gathering Vision Statement
For several years, the Nigeria power sector was plagued with series of challenges;
old and dilapidated power generating plants/Transmission and Distribution network,
financial performance/lack of investment of funds in the power sector, low
institutional capacity, high technical and non-technical losses, power maintenance
and lack of transparency.

In an effort to address these challenges the Federal Government of Nigeria, took a


bold step at reforming the power sector by handing it over to private ownership with
the goal of increasing commercial viability of the power sector, ensuring fair tariffs to
all end users, increasing access to electricity, improving efficiency by increasing tariff
collection, reducing technical and non-technical losses, reducing cost, improving
private sector investment and customer service delivery.

Information Technology (IT) is a key component for addressing some of these


challenges; JED is taking the needed action, to make the required investment in IT,
we realise that the investment needed to transform JED into a world class electricity
distribution company is substantial. Our ultimate vision for this project is to:

Olabode Ogun has a strong foundation in industry leading IBM’s groupware solutions (Lotus
Domino administration, Lotus Domino application development, IBM Connections, Domino

He was one of team of 3 members on the Federal Mortgage Bank of Nigeria IT


modernization project, the team provided advisory, Network and data centre design, bids
