TITLE OF THE ACTIVITY: EO 70 – Implementation of Retooled Community Support Program
(RCSP): Ugnayan at Serbisyo Caravan at Barangay Bagumbayan,
Lupon, Davao Oriental
BACKGROUND AND RATIONALE
President Rodrigo Roa Duterte issued the Executive Order No. 70 “Institutionalizing the
Whole of Nation approach in attaining inclusive and sustainable peace, creating a National
Task Force to End Local Communist Armed Conflict (NTF-ELCAC), and directing the adoption
of a National Peace Framework” on December 04, 2018.
EO 70 stipulated the need to reframe and refocus government policies in order to achieve
inclusive and sustainable peace by recognizing that local armed conflicts are not only a
military concern but also symptomatic of a broader social, economic, and governance
challenges manifested by prevalence of poverty, lack of better life chances, historical
injustice, social inequities and exclusivity.
EO 70 further states the need to establish a Whole-of-Nation Approach (WNA) in addressing
the root causes of local armed conflict by prioritizing the delivery of basic government
services, social development packages, and construction of needed infrastructures with the
end-view of ushering inclusive development in the pursuit of country’s peace agenda.
DILG Memorandum Circular No. 2019-169 provided the Guidelines on the Implementation
of the Retooled Community Support Program (RCSP). In addition, DILG Memorandum
Circular No. 2020-095 with subject “Remedial Measures on the Localization of Executive
Order No. 70 and All DILG Peacebuilding Initiatives”, was issued on June 22, 2020 to ensure
the continued implementation of the C4PEACE Program. At present, the DILG is pursuing
civilian-led peacebuilding amidst the COVID-19 pandemic. Provided, that all activities shall
be consistent and adhere to the policies and protocols imposed by the national government
through the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID), pertinent
national government agencies, and the concerned local government units.
OBJECTIVE
1. To present the results of the RCSP implementation and identify it’s facilitating and hindering
factors.
2. To strengthen the convergence among members of the RCSP Task Team in addressing the
identified challenges.
3. To agree on concrete steps to be undertaken by the RCSP Team to ensure sustainability of the
RCSP at the local level.

A total of sixty (80) participants are expected to attend the activity.
Guaranteed number of attendees is 80% of the total number of participants.

METHODOLOGY
The activity will be conducted through a small group and sectoral discussion/dialogue with
strict compliance with health and quarantine protocols. Lectures/presentations, workshops,
and plenary discussions will be adopted.
